ABOUT THE SPEAKER
Annette Heuser - Rating agency reformer
Annette Heuser proposes critical reforms to loosen the iron grip of rating agencies on national credit scores.

Why you should listen

Credit rating agencies, with their power to downgrade credit ratings for entire nations, have come under intense scrutiny and recent events have put their acceptance and transparency into question. What if there was an alternative, free from the limitations and weakened legitimacy that encumbers the big three agencies?

Annette Heuser, executive director of the Washington branch of the German Bertelsmann Foundation, has created a blueprint for a new, non-profit solution to loosen the agencies’ iron grip. The International Nonprofit Credit Rating Agency (INCRA) would conduct unsolicited foreign-risk assessments, redefining sovereign ratings as a public good, and could dramatically shift the financial futures of the world.

02:05
so why should I really carezorg about this, right?
45
113615

wat gaat mij dit aan? Nietwaar?
02:08
Be honesteerlijk.
46
116223

Wees eerlijk.
02:09
Well, ratingsratings affectaantasten you.
47
117808
2289
Welnu, beoordelingen
hebben invloed op jou.
02:12
They affectaantasten all of us.
48
120097
2162
Ze hebben invloed op iedereen.
02:14
If a ratingrating agencyagentschap ratesprijzen a countryland,
49
122259
3305
Als een kredietbeoordelaar
een land beoordeelt,
02:17
it basicallyeigenlijk assessesbeoordeelt and evaluatesevalueert
50
125564
3275
onderzoekt en evalueert hij
in feite de schulden van dat land
02:20
a country'slands debtschuld
51
128839
1401
en hoezeer het land
in staat is en bereid is
02:22
and the abilityvermogen and willingnessbereidheid of a countryland
52
130240
2349
02:24
to repayRePay its debtschuld.
53
132589
2341
om zijn schuld af te betalen.
02:26
So if a countryland getskrijgt downgradedgedegradeerd by a ratingrating agencyagentschap,
54
134930
2933
Als een land wordt neergehaald
door een kredietbeoordelaar,
02:29
the countryland has to paybetalen more
55
137863
2077
zal het land meer moeten betalen
02:31
in orderbestellen to borrowlenen moneygeld
56
139940
1607
om geld te kunnen lenen
op de internationale markten.
02:33
on the internationalInternationale marketsmarkten.
57
141547
1561
02:35
So it affectsbeïnvloedt you as a citizeninwoner and as a taxpayerbelastingbetaler,
58
143108
2801
Dus het heeft invloed op jou
als burger en als belastingbetaler,
02:37
because you and your fellowkameraad countrymenlandgenoten
59
145909
2363
omdat jij en jouw landgenoten
02:40
have to ponypony up more in orderbestellen to borrowlenen.
60
148272
3790
meer zullen moeten betalen om te lenen.
02:44
But what if a countryland can't affordveroorloven to paybetalen more
61
152062
2816
Maar wat als een land
niet meer kán betalen
02:46
because it's maybe too expensiveduur?
62
154878
2837
omdat het te duur is?
02:49
Well, then the countryland has lessminder availablebeschikbaar
63
157715
2935
Dan heeft het land minder beschikbaar
voor andere voorzieningen,
02:52
for other servicesdiensten, like roadswegen, schoolsscholen, healthcaregezondheidszorg.
64
160650
3662
zoals wegen, scholen en gezondheidszorg.
02:56
And this is the reasonreden why you should carezorg,
65
164312
2439
Daarom gaat het ook jou aan.
02:58
because sovereignsoeverein ratingsratings affectaantasten everyoneiedereen.
66
166751
3046
Landenratings hebben invloed op iedereen.
03:01
And that is the reasonreden why I believe
67
169797
1661
Daarom vind ik
03:03
they should be definedbepaald as publicopenbaar goodsgoederen.
68
171458
2956
dat ze omschreven moeten worden
als publieke goederen.
03:06
They should be transparenttransparant, accessiblebeschikbaar,
69
174414
2811
Ze zouden helder, toegankelijk
03:09
and availablebeschikbaar to everyoneiedereen at no costkosten.
70
177226
4581
en kosteloos beschikbaar
moeten zijn voor iedereen.
03:13
But here'shier is the situationsituatie:
71
181807
2046
Maar de realiteit is als volgt:
03:15
the ratingrating agencyagentschap marketmarkt is dominatedgedomineerd
72
183853
2144
de markt van kredietbeoordelaars
wordt gedomineerd
03:17
by threedrie playersspelers and threedrie playersspelers only --
73
185997
2973
door uitsluitend drie spelers --
03:20
StandardStandaard & Poor'sPoor's, Moody'sMoody's, and FitchFitch --
74
188970
2779
Standard & Poor's, Moody's en Fitch.
03:23
and we know whenevertelkens als there
is a marketmarkt concentrationconcentratie,
75
191749
2957
En we weten: zodra er
een marktconcentratie is,
03:26
there is really no competitionwedstrijd.
76
194706
1799
bestaat er geen echte concurrentie.
03:28
There is no incentiveaansporing to improveverbeteren
77
196505
2277
Er is geen aanleiding om de kwaliteit
03:30
the qualitykwaliteit of your productartikel.
78
198782
2317
van jouw product te verbeteren.
03:33
And let's facegezicht it, the creditcredit ratingrating
agenciesagentschappen have contributedbijgedragen,
79
201099
4249
Daarbij komt dat de kredietbeoordelaars
er mede schuld aan waren
dat de wereldwijde economie
aan de rand van de afgrond stond.
03:37
puttingzetten the globalglobaal economyeconomie on the brinkrand,
80
205348
2845
03:40
and yetnog they have to changeverandering the way they operatebedienen.
81
208193
3785
Toch hebben ze nog steeds
hun werkwijze niet veranderd.
03:43
The secondtweede pointpunt,
82
211978
1873
Het tweede punt.
Zou je bij de koop van een auto
03:45
would you really buykopen a carauto
83
213851
2022
werkelijk uitsluitend afgaan
op het advies van de verkoper?

ObviouslyUiteraard not, right? That would be irresponsibleonverantwoordelijk.
85
219359
3013
Natuurlijk niet, toch?
Dat zou onverantwoord zijn.
03:54
But that's actuallywerkelijk what's going on
86
222372
2593
In de sector van kredietbeoordelaars
03:56
in the ratingrating agencyagentschap sectorsector everyelk singlesingle day.
87
224965
3878
gebeurt dit echter dag in dag uit.

88
228843

04:13
The thirdderde pointpunt is,

Het derde punt is
dat de kredietbeoordelaars

04:15
the ratingrating agenciesagentschappen are not really tellingvertellen us

04:18

04:28
But for ratingsratings, a crucialbeslissend elementelement of our economyeconomie,
99
256207
3684
Maar voor beoordelingen die
essentieel zijn in onze economie,
04:31
we really do not know

Er bestaat volgens mij geen twijfel over

Bij een landenbeoordeling
06:26
we basicallyeigenlijk take a look at

kijken we in principe naar

But we alsoook have to askvragen the questionvraag,

Maar we zullen ook moeten vragen:
06:35
who is cultivatingcultiveren the economiceconomisch soilbodem

wie bewerkt de economische grond

06:42
and one of them is the governmentregering,
148

06:44
so we have to askvragen the questionvraag,
149
392164

We moeten ons afvragen:
hoe wordt het land bestuurd?

And this leadsleads me to the thirdderde biggroot differenceverschil

En dit brengt mij

08:04
that INCRAINCRA would make.
179
472922
1704
dat INCRA zou maken.
08:06
INCRAINCRA would not only releasevrijlating its ratingsratings
180
474626

INCRA zou niet alleen

but it would alsoook releasevrijlating its indicatorsindicatoren

maar ook zijn indicatoren

In tegenstelling tot het huidige systeem

INCRAINCRA would be fullygeheel transparenttransparant.

zou INCRA volkomen transparant zijn.
