ABOUT THE SPEAKER
Toby Eccles - Social investment visionary
Toby Eccles has created a radical financial instrument that helps private investors contribute to solving thorny public problems.

Why you should listen

All too often, an ex-inmate walks out of prison with the exact same problems he or she walked in with: lack of skills, lack of support, no job. And they end up re-offending and back in jail. It's an expensive problem to fix, but it's a much more expensive one to ignore. A director at Social Finance in London, Toby Eccles explores the arbitrage between those two options.

In 2010, his pioneering Social Impact Bond allowed private investors to support a UK program targeting ex-prisoners who served short sentences (the limited government funding only goes to ex-inmates who served long terms). The £5m scheme, funded by 17 investors, supports training and support for 1,000 ex-inmates; if they re-offend less than a control group, the government will pay investors back, plus interest, through the savings accrued by achieving the program's targets.

More such bonds are now being tried across the world, including in New York City and Massachusetts (both addressing recidivism), and extended to new fields such as development. Eccles founded Social Finance in 2007, and he oversees all of the firm's social impact bond work, where, he says: "We are incentivised to work with the complicated and with those willing to change." "We are incentivised to work with the complicated and with those willing to change."

I'm here today to talk about social change,
0
397
3560
Estou aqui hoje para falar
sobre mudança social.
00:15
not a new therapy or a new intervention
1
3957
3283
Não sobre uma nova terapia
ou uma nova intervenção
00:19
or a new way of working with kids
or something like that,
2
7240
2717
ou uma nova maneira de trabalhar
com crianças ou algo parecido,
00:21
but a new business model for social change,
3
9957
2945
mas um novo modelo de negócios
para a mudança social,
00:24
a new way of tackling the problem.
4
12902
2907
uma nova forma de lidar com o problema.
00:27
In Britain, 63 percent of all men
5
15809
4174
No Reino Unido, 63% dos homens,
00:31
who come out of short sentences from prison
6
19983
3063
depois de cumprirem
penas curtas na prisão,
00:35
re-offend again within a year.
7
23046
2521
reincidem dentro de um ano.
00:37
Now how many previous offenses
8
25567
2618
Agora, quantos crimes anteriores
00:40
do you think they have on average
9
28185
2383
vocês acham que eles cometeram, em média?
00:42
managed to commit?
10
30568
2585
00:45
Forty-three.
11
33153
2148
43.
00:47
And how many previous times
do you think they've been in prison?
12
35301
3663
E quantas vezes vocês acham
que eles já estiveram na prisão?
00:50
Seven.
13
38964
1187
Sete.
00:52
So we went to talk to the Ministry of Justice,
14
40151
2814
Então, fomos falar com
o Ministério da Justiça,
00:54
and we said to the Ministry of Justice,
15
42965
1888
e perguntamos ao Ministério da Justiça:
00:56
what's it worth to you
16
44853
2352
"O que vale para você
00:59
if fewer of these guys re-offend?
17
47205
2177
se menos desses caras reincidirem?"
01:01
It's got to be worth something, right?
18
49382
2169
Deve valer alguma coisa, certo?
01:03
I mean, there's prison costs,
19
51551
1827
Quero dizer, há custos de prisão,
01:05
there's police costs, there's court costs,
20
53378
3528
há custos de polícia,
há custos judiciais,
01:08
all these things that you're spending money on
21
56906
2732
todas essas coisas com
que se gasta dinheiro,
01:11
to deal with these guys. What's it worth?
22
59638
2513
para lidar com esses caras.
Quanto elas valem?
01:14
Now, of course, we care about the social value.
23
62151
2995
Mas, é claro, nós nos preocupamos
com o valor social.
01:17
Social Finance, the organization I helped set up,
24
65146
3286
Social Finance, a entidade
que ajudei a criar,
01:20
cares about social stuff.
25
68432
2243
se preocupa com assuntos sociais.
01:22
But we wanted to make the economic case,
26
70675
3042
Mas queríamos fazer o caso econômico,
01:25
because if we could make the economic case,
27
73717
1778
porque se pudéssemos
fazer o caso econômico,
01:27
then the value of doing this
would be completely compelling.
28
75495
3021
o valor de fazer isso seria
completamente convincente.
01:30
And if we can agree on both a value
29
78516
2835
E se pudermos concordar
tanto com um valor,
01:33
and a way of measuring whether we've been
30
81351
2337
quanto com uma forma
de medir se temos
01:35
successful at reducing that re-offending,
31
83688
2398
sucesso em reduzir a reincidência,
01:38
then we can do something
32
86086
1971
então podemos fazer alguma coisa
01:40
we think rather interesting.
33
88057
2563
que julgamos ser bastante interessante.
01:42
The idea is called the social impact bond.
34
90620
3924
A ideia é chamada de
vínculo de impacto social.
01:46
Now, the social impact bond is simply saying,
35
94544
2377
Bem, o vínculo de impacto
social diz simplesmente
01:48
if we can get the government to agree,
36
96921
1639
que, se pudermos fazer
o governo concordar,
01:50
that we can create a contract where
37
98560
2751
podemos criar um contrato em que
01:53
they only pay if it worked.
38
101311
3459
eles só pagam, se der certo.
01:56
So that means that they can try out new stuff
39
104770
3169
Isso significa que eles podem
experimentar coisas novas
01:59
without the embarrassment
40
107939
1463
sem o constrangimento
02:01
of having to pay if it didn't work,
41
109402
2008
de ter que pagar por elas,
se não desse certo,
02:03
which for still quite a lot of bits of government,
42
111410
1672
o que ainda, para
várias partes do governo,
02:05
that's a serious issue.
43
113082
1347
é um problema sério.
02:06
Now, many of you may have noticed
44
114429
1595
Bem, muitos de vocês
talvez tenham notado
02:08
there's a problem at this point,
45
116024
1486
que há um problema neste momento:
02:09
and that is that it takes a long time to measure
46
117510
2214
precisamos de muito tempo para medir
02:11
whether those outcomes have happened.
47
119724
2766
se esses resultados foram atingidos.
02:14
So we have to raise some money.
48
122490
3216
Portanto, temos de levantar algum dinheiro.
02:17
We use the contract to raise money
49
125706
2447
Usamos o contrato
para arrecadar dinheiro
02:20
from socially motivated investors.
50
128153
2224
de investidores socialmente motivados.
02:22
Socially motivated investors:
51
130377
2354
Investidores socialmente motivados:
02:24
there's an interesting idea, right?
52
132731
2298
essa é uma ideia interessante, né?
02:27
But actually, there's a lot of people who,
53
135029
2391
Mas, na verdade,
há muitas pessoas que,
02:29
if they're given the chance,
54
137420
1233
se tiverem a oportunidade,
02:30
would love to invest in something
55
138653
1882
gostariam de investir em algo
02:32
that does social good.
56
140535
2763
que faça o bem social.
02:35
And here's the opportunity.
57
143298
1973
E aqui está a oportunidade.
02:37
Do you want to also help government find
58
145271
2257
Você também quer ajudar
o governo a descobrir
02:39
whether there's a better economic model,
59
147528
2436
se há um modelo econômico melhor,
02:41
not just leaving these guys to come out of prison
60
149964
2376
não apenas deixar
esses caras saírem da prisão
02:44
and waiting till they re-offend
and putting them back in again,
61
152340
2871
e esperar até que reincidam
e prendê-los de volta mais uma vez,
02:47
but actually working with them
62
155211
1557
mas, na verdade, trabalhar com eles
02:48
to move to a different path
63
156768
1559
para que se coloquem
em um caminho diferente,
02:50
to end up with fewer crimes
64
158327
2599
para resultar em menos crimes
02:52
and fewer victims?
65
160926
2015
e menos vítimas?
02:54
So we find some investors,
66
162941
2511
E encontramos alguns investidores,
02:57
and they pay for a set of services,
67
165452
2370
e eles pagam por
um conjunto de serviços.
02:59
and if those services are successful,
68
167822
2265
E se esses serviços forem bem sucedidos,
03:02
then they improve outcomes,
69
170087
2493
eles melhoram os resultados,
03:04
and with those measured reductions in re-offending,
70
172580
2641
e com essas reduções de reincidência,
03:07
government saves money,
71
175221
1075
o governo economiza dinheiro.
03:08
and with those savings,
72
176296
1537
E com essa economia,
03:09
they can pay outcomes.
73
177833
2454
eles podem pagar resultados.
03:12
And the investors do not just get their money back,
74
180287
2176
E os investidores não só
recebem seu dinheiro de volta,
03:14
but they make a return.
75
182463
2008
mas também têm um lucro.
03:16
So in March 2010, we signed
76
184471
2441
Assim, em março de 2010, assinamos
03:18
the first social impact bond
77
186912
2020
o primeiro vínculo de impacto social
03:20
with the Ministry of Justice
78
188932
1827
com o Ministério da Justiça,
03:22
around Peterborough Prison.
79
190759
2037
para atuar na
prisão de Petersburgo.
03:24
It was to work with 3,000 offenders
80
192796
3024
Foi para trabalhar com 3.000 infratores,
03:27
split into three cohorts of 1,000 each.
81
195820
2928
divididos em três grupos de 1.000 cada.
03:30
Now, each of those cohorts
82
198748
1989
Agora, cada um desses grupos
03:32
would get measured over the two years
83
200737
1831
será avaliado ao longo de 2 anos
03:34
that they were coming out of prison.
84
202568
1202
da sua saída da prisão.
03:35
They've got to have a year to commit their crimes,
85
203770
2055
Eles têm que ter um ano
para cometer seus crimes,
03:37
six months to get through the court system,
86
205825
2545
seis meses para passar
pelo sistema judicial,
03:40
and then they would be compared to a group
87
208370
2395
e, depois, serão comparados
com um grupo
03:42
taken from the police national computer,
88
210765
2068
retirado do banco de dados
da polícia nacional,
03:44
as similar as possible,
89
212833
1827
o mais semelhante possível.
03:46
and we would get paid
90
214660
1534
E nós seremos pagos
03:48
providing we achieved a hurdle rate
of 10-percent reduction,
91
216194
2789
se conseguirmos atingir
uma redução de 10%,
03:50
for every conviction event that didn't happen.
92
218983
3558
para cada condenação
que não aconteça.
03:54
So we get paid for crimes saved.
93
222541
3477
Somos pagos por crimes não cometidos.
03:58
Now if we achieved that 10-percent reduction
94
226018
4104
E se nós atingirmos
a redução de 10%
04:02
across all three cohorts,
95
230122
1685
em todos os três grupos,
04:03
then the investors get a seven and a half percent
96
231807
3140
os investidores têm um retorno anual
04:06
annualized return on their investment,
97
234947
2143
de 7,5% sobre o seu investimento.
04:09
and if we do better than that,
98
237090
1540
E se formos ainda melhor do que isso,
04:10
they can get up to 13 percent
99
238630
1596
eles podem receber um retorno anual
04:12
annualized return on their investment,
100
240226
2533
de até 13% sobre o investimento,
04:14
which is okay.
101
242759
2118
o que está bom.
04:16
So everyone wins here, right?
102
244877
3208
Então, todo mundo ganha aqui, certo?
04:20
The Ministry of Justice can try out a new program
103
248085
2715
O Ministério da Justiça pode
experimentar um novo programa
04:22
and they only pay if it works.
104
250800
2443
e eles só pagam se funcionar.
04:25
Investors get two opportunities:
105
253243
2412
Os investidores têm duas oportunidades:
04:27
for the first time, they can invest in social change.
106
255655
3056
pela primeira vez, eles podem
investir em mudança social.
04:30
Also, they make a reasonable return,
107
258711
2031
Além disso, eles têm
um retorno razoável,
04:32
and they also know that
108
260742
2173
e eles também sabem que
04:34
first investors in these kinds of things,
109
262915
2272
os primeiros investidores
nesses tipos de coisas,
04:37
they're going to have to believers.
110
265187
1657
eles vão ter que acreditar.
04:38
They're going to have to care in the social program,
111
266844
2103
Vão ter que se importar
com o programa social.
04:40
but if this builds a track record
112
268947
1992
Mas se isso criar um histórico,
04:42
over five or 10 years,
113
270939
1448
ao longo de 5 ou 10 anos,
04:44
then you can widen that investor community
114
272387
2064
podemos ampliar essa
comunidade de investidores,
04:46
as more people have confidence in the product.
115
274451
2456
já que mais pessoas
confiarão no produto.
04:48
The service providers, well, for the first time,
116
276907
2188
Os prestadores de serviços,
bem, pela primeira vez,
04:51
they've got an opportunity to provide services
117
279095
2859
eles têm a oportunidade
de fornecer serviços
04:53
and grow the evidence for what they're doing
118
281954
2227
e aumentar as evidências
do que eles estão fazendo,
04:56
in a really constructive way and learn
119
284181
2560
de uma forma muito construtiva,
e aprender
04:58
and demonstrate the value of what they're doing
120
286741
1822
e demonstrar o valor do que estão fazendo
05:00
over five or six years, not just one or two
121
288563
2019
ao longo de cinco ou seis anos,
e não apenas um ou dois,
05:02
as often happens at the moment.
122
290582
1841
como acontece muito, atualmente.
05:04
Society wins: fewer crimes, fewer victims.
123
292423
3478
A sociedade ganha:
menos crimes, menos vítimas.
05:07
Now, the offenders, they also benefit.
124
295901
2826
E os agressores, eles
também se beneficiam.
05:10
Instead of just coming out of the prison
125
298727
1430
Em vez de apenas sair da prisão
05:12
with 46 pounds in their pocket,
126
300157
1924
com 46 libras no bolso,
05:14
half of them not knowing where they're spending
127
302081
1499
metade deles sem saber onde vão passar
05:15
their first night out of jail,
128
303580
2138
a primeira noite fora da prisão,
05:17
actually, someone meets them in prison,
129
305718
2919
alguém, de fato, vai encontrá-los na prisão,
05:20
learns about their issues,
130
308637
1864
conhece seus problemas,
05:22
meets them at the gate,
131
310501
1919
conversa com eles no portão,
05:24
takes them through to somewhere to stay,
132
312420
2753
leva-os a algum lugar para ficar,
05:27
connects them to benefits,
connects them to employment,
133
315173
2418
coloca-os em contato
com os benefícios, com o emprego,
05:29
drug rehabilitation, mental health,
134
317591
2068
reabilitação das drogas,
saúde mental,
05:31
whatever's needed.
135
319659
1730
tudo o que for necessário.
05:33
So let's think of another example:
136
321389
2679
Então, vamos pensar em outro exemplo:
05:36
working with children in care.
137
324068
1890
trabalhar com cuidado de crianças.
05:37
Social impact bonds work great
138
325958
1624
Vínculos de impacto social
funcionam muito bem
05:39
for any area where there is at the moment
139
327582
2661
para qualquer área em que há, no momento,
05:42
very expensive provision that produces
140
330243
2399
suprimentos muito caros que geram
05:44
poor outcomes for people.
141
332642
1574
resultados ruins para as pessoas.
05:46
So children in the state care
142
334216
1914
Assim, as crianças sob
os cuidados do Estado
05:48
tend to do very badly.
143
336130
2435
tendem a se sair muito mal.
05:50
Only 13 percent achieve a reasonable level
144
338565
3925
Apenas 13% alcançam um nível razoável
05:54
of five GCSEs at 16,
145
342490
2899
de 5 matérias aos 16 anos,
05:57
against 58 percent of the wider population.
146
345389
2470
contra 58% da população em geral.
05:59
More troublingly, 27 percent of offenders in prison
147
347859
3659
Mais perturbadoramente,
27% dos criminosos na prisão
06:03
have spent some time in care.
148
351518
2041
passaram algum tempo sob essa tutela.
06:05
And even more worryingly,
149
353559
1292
E ainda mais preocupante,
06:06
and this is a Home Office statistic,
150
354851
1972
e esta é uma estatística
do Ministério de Interior,
06:08
70 percent of prostitutes
151
356823
1900
70% das prostitutas
06:10
have spent some time in care.
152
358723
2184
passaram algum tempo
sob tutela do Estado.
06:12
The state is not a great parent.
153
360907
3000
O Estado não é um pai muito bom.
06:15
But there are great programs
154
363907
2825
Mas existem programas ótimos
06:18
for adolescents who are on the edge of care,
155
366732
3012
para os adolescentes que estão sob tutela,
06:21
and 30 percent of kids going into care
156

e 30% das crianças entrando sob tutela
06:23
are adolescents.
157
371620
1659
são adolescentes.
06:25
So we set up a program with Essex County Council
158
373279
2840
Então, criamos um programa com
o Conselho do Condado de Essex
06:28
to test out intensive family therapeutic support
159
376119
3646
para testar o suporte
terapêutico intensivo de família
06:31
for those families with adolescents
160
379765
3040
para as famílias com adolescentes
06:34
on the edge of the care system.
161
382805
1571
à beira do sistema de atendimento.
06:36
Essex only pays in the event
162
384376
2786
Essex paga apenas quando
06:39
that it's saving them care costs.
163
387162
2782
tiver economizando com as crianças.
06:41
Investors have put in 3.1 million pounds.
164
389944
2764
Os investidores puseram
3,1 milhões de libras.
06:44
That program started last month.
165
392708

Esse programa começou no mês passado.
06:46
Others, around homelessness in London,

Outros, sobre a falta
de moradias em Londres,
06:49
around youth and employment and education
167

3880
sobre juventude e emprego e educação,
06:53
elsewhere in the country.
168
401170

em outras partes do país.
06:54
There are now 13 social impact bonds in Britain,
169

Existem agora 13 vínculos

06:57
and amazing levels of interest in this idea
170

07:00
all over the world.
171

07:01
So David Cameron's put 20 million pounds

in the U.S. budget for these kinds of ideas
175

para esses tipos de ideias
07:14
and structures to move it forward,
176
422568
1686
e planeja levá-las em frente.
07:16
and a lot of other countries
177
424254
1491
E um monte de outros países
07:17
are demonstrating considerable interest.
178
425745
2217
estão demonstrando grande interesse.
07:19
So what's caused this excitement?
179
427962
2056
Então, o que causou essa agitação?
07:22
Why is this so different for people?
180
430018
2519
Por que é tão diferente para as pessoas?
07:24
Well, the first piece, which we've talked about,
181
432537
2492
Bem, a primeira coisa,
sobre o que já conversamos,
07:27
is innovation.
182
435029
1218
é a inovação.
07:28
It enables testing of new ideas
183
436247
3198
Ela permite o teste de novas ideias
07:31
in a way that's less difficult for everybody.
184
439445
3593
de uma forma que é
menos difícil para todos.
07:35
The second piece it brings is rigor.
185
443038
2636
A segunda parte que traz é o rigor.
07:37
By working to outcomes, people really have to test
186
445674
3293
Ao trabalhar com os resultados,
as pessoas têm que testar
07:40
and bring data into the situation
that one's dealing with.
187
448967
3869
e trazer dados para a situação
com que alguém está lidando.
07:44
So taking Peterborough as an example,
188
452845
2493
Assim, usando Petersburgo
como exemplo,
07:47
we add case management
189
455338
2223
adicionamos gestão de casos
07:49
across all of the different organizations
that we're working with
190
457561
2656
em todas as diferentes organizações
com que estamos trabalhando,
07:52
so they know
191
460217
1285
para que elas saibam
07:53
what actually has been done with different prisoners,
192
461502
2149
o que realmente foi feito
com os prisioneiros,
07:55
and at the same time they learn
193
463651
2069
e, ao mesmo tempo, aprendem
07:57
from the Ministry of Justice, and we learn,
194
465720
2426
com o Ministério da Justiça,
e nós aprendemos,
08:00
because we pushed for the data,
195
468146
1735
porque pressionamos
para conseguir os dados,
08:01
what actually happens, whether
they get re-arrested or not.
196
469881
2207
o que realmente aconteceu:
se eles forem presos de novo ou não.
08:04
And we learn and adapt the program accordingly.
197
472088
3288
E aprendemos e adaptamos
o programa adequadamente.
08:07
And this leads to the third element, which is new,
198
475376
2937
E isso leva ao terceiro elemento,
que é novo,
08:10
and that's flexibility.
199
478313
2102
e é a flexibilidade.
08:12
Because normal contracting for things,
200
480415
3113
Porque a contratação normal das coisas,
08:15
when you're spending government money,
201
483528
2061
quando se está gastando
o dinheiro do governo,
08:17
you're spending our money, tax money,
202
485589
2511
se está gastando o nosso dinheiro,
o dinheiro dos impostos,
08:20
and the people who are in charge
of that are very aware of it
203
488100
2697
e as pessoas responsáveis por isso
são muito conscientes disso,
08:22
so the temptation is to control
exactly how you spend it.
204
490797
3850
e a tentação é controlar
exatamente como se gasta.
08:26
Now any entrepreneur in the room knows
205
494647
3053
Bem, qualquer empreendedor no salão sabe
08:29
that version 1.0, the business plan,
206
497700
2097
que a versão 1.0 do plano de negócios
08:31
is not the one that generally works.
207
499797
2847
não é a que geralmente funciona.
08:34
So when you're trying to do something like this,
208
502644
2303
Então, quando se está tentando
fazer algo assim,
08:36
you need the flexibility to adapt the program.
209
504947
2693
precisa-se de flexibilidade
para adaptar o programa.
08:39
And again, in Peterborough, we started off
210
507640
2712
E, novamente, em Petersburgo, começamos
08:42
with a program, but we also collected data,
211
510352
4157
com um programa, mas também,
coletamos dados,
08:46
and over the period of time,
212
514509
1877
e, depois de um período,
08:48
we nuanced and changed that program
213
516386
2198
nós detalhamos e
mudamos o programa
08:50
to add a range of other elements,
214
518584
2620
para adicionar uma variedade
de outros elementos,
08:53
so that the service adapts
215
521204
1765
de modo que o serviço se adapte
08:54
and we meet the needs of the long term
216
522969
2501
e nós atendamos às necessidades
de longo prazo
08:57
as well as the short term:
217
525470
2064
tanto quanto às de curto prazo:
08:59
greater engagement from the prisoners,
218
527534
3109
maior envolvimento dos prisioneiros,
09:02
longer-term engagement as well.
219
530643
2779
envolvimento a longo prazo também.
09:05
The last element is partnership.
220
533422
2536
O último elemento é a parceria.
09:07
There is, at the moment, a stale
debate going on very often:
221
535958
3177
Existe, no momento, um antigo
debate acontecendo com muita frequência:
09:11
state's better, public sector's better,
222
539135
2125
o Estado é melhor?
O setor público é melhor?
09:13
private sector's better, social sector's better,
223
541260
3511
O setor privado é melhor?
O setor social é melhor?
09:16
for a lot of these programs.
224
544771
1668
Para muitos desses programas.
09:18
Actually, for creating social change,
225
546439
1982
Na verdade, para criar
mudança social,
09:20
we need to bring in the expertise
226
548421
1739
precisamos trazer a experiência
09:22
from all of those parties
227
550160
1696
de todos esses setores
09:23
in order to make this work.
228
551856
1588
para fazer com que funcione.
09:25
And this creates a structure
229
553444
2043
E isso cria uma estrutura,
09:27
through which they can combine.
230
555487
1975
através da qual,
eles podem se combinar.
09:29
So where does this leave us?
231
557462
1932
Então, onde ficamos com isso tudo?
09:31
This leaves us with a way
232
559394
1834
Ficamos com um maneira
09:33
that people can invest in social change.
233
561228
2987
pela qual as pessoas podem
investir na mudança social.
09:36
We've met thousands, possibly millions of people,
234
564215
2987
Já conhecemos milhares,
talvez milhões de pessoas,
09:39
who want the opportunity to invest in social change.
235
567202
2433
que querem a oportunidade
de investir na mudança social.
09:41
We've met champions all over the public sector
236
569635
3089
Conhecemos campeões
em todo o setor público
09:44
keen to make these kinds of differences.
237
572724
2415
ansiosos para fazer a diferença.
09:47
With this kind of model,
238
575139
1785
Com este tipo de modelo,
09:48
we can help bring them together.
239
576924
1936
podemos ajudar a uni-los.
09:50
Thank you.
240
578860

Obrigado.
