Eric Liu: Why ordinary people need to understand power

Eric Liu: Por que pessoas comuns têm que compreender o poder

Filmed:

I'm a teacher and a practitioner

Eu sou professor e praticante
00:14
of civics in America.

de Educação Cívica nos Estados Unidos.
00:16
Now, I will kindly ask those of
you who have just fallen asleep
2

3072
Agora, vou pedir gentilmente aos
que caíram no sono
00:19
to please wake up. (Laughter)
3
7571
2112
para que acordem. (Risos)
00:21
Why is it that the very word "civics"
4
9683
2291
Por que será que
a menção da palavra "cívica"
00:23
has such a soporific,
even a narcoleptic effect
5
11974
2891
tem um efeito tão soporífero,
até narcoléptico em nós?
00:26
on us?
6
14865
1306
00:28
I think it's because the very
word signifies something
7
16171
4141
Eu acho que é porque
a palavra em si significa algo
00:32
exceedingly virtuous,
exceedingly important,
8
20312
3108
extremamente virtuoso,
extremamente importante
00:35
and exceedingly boring.
9
23420
2410
e extremamente chato.
00:37
Well, I think it's the responsibility of people like us,
10
25830
3053
Bom, eu acho que é responsabilidade
de pessoas como nós,
00:40
people who show up for gatherings like this
11
28883
1754
que vêm a reuniões como esta,
00:42
in person or online, in any way we can,
12
30637
2747
ao vivo ou online, seja como for,
00:45
to make civics sexy again,
13
33384
2901
fazer a Cívica ser sexy de novo,
00:48
as sexy as it was during the American Revolution,
14
36285
2826
tão sexy quanto era
na Revolução Americana,
00:51
as sexy as it was during the Civil Rights Movement.
15
39111
3443
ou durante o Movimento dos Direitos Civis.
00:54
And I believe the way we make civics sexy again
16
42554
3206
E eu creio que a maneira de tornar
a Cívica sexy de novo
00:57
is to make explicitly about the teaching of power.
17
45760
4350
é associá-la claramente
ao ensino do poder.
01:02
The way we do that, I believe,
18
50110
2493
O jeito de fazer isso, creio eu,
01:04
is at the level of the city.
19
52603
2394
é ao nível de cidade.
01:06
This is what I want to talk about today,
20
54997
1799
É sobre isso que eu quero falar hoje,
01:08
and I want to start by defining some terms
21
56796
2312
e quero começar definindo alguns termos,
01:11
and then I want to describe the scale
22
59108
2075
para depois descrever o tamanho
01:13
of the problem I think we face
23
61183
1863
do problema que temos em mão,
01:15
and then suggest the ways that I believe cities
24
63046
2426
e então sugerir jeitos para as cidades
01:17
can be the seat of the solution.
25
65472
2520
serem a base da solução.
01:19
So let me start with some definitions.
26
67992
3788
Então, comecemos com algumas definições.
01:23
By civics, I simply mean the art
27
71780
1777
Cívica quer dizer, simplesmente, a arte
01:25
of being a pro-social, problem-solving contributor
28
73557
3251
de ser um contribuinte pró-sociedade
solucionador de problemas
01:28
in a self-governing community.
29
76808
2127
em uma comunidade autônoma.
01:30
Civics is the art of citizenship,
30
78935
2429
A Cívica é a arte da cidadania,
01:33
what Bill Gates Sr. calls simply
31
81364
2115
que Bill Gates Pai chama, simplesmente,
01:35
showing up for life,
32
83479
2092
de comparecer à vida.
01:37
and it encompasses three things:
33
85571
2385
E ela engloba três coisas:
01:39
a foundation of values,
34
87956
3544
um alicerce de valores,
uma compreensão dos sistemas
que fazem o mundo girar
01:43
an understanding of the systems
that make the world go round,
35
91500
3766
01:47
and a set of skills
36
95266
2354
e um grupo de habilidades
01:49
that allow you to pursue goals
37
97620
1484
que lhe permitem perseguir objetivos
01:51
and to have others join in that pursuit.
38
99104
3673
e fazer outros se juntarem
a você nessa busca.
E isso me traz à minha definição de poder,
01:54
And that brings me to my definition of power,
39
102777
2259
01:57
which is simply this:
40
105036
2168
que é, basicamente,
a capacidade de fazer outros
01:59
the capacity to make others do
41
107204
2666
fazerem o que você quer que eles façam.
02:01
what you would have them do.
42
109870
2761
02:04
It sounds menacing, doesn't it?
43
112631
2681
Soa ameaçador, não é?
02:07
We don't like to talk about power.
44
115312
2341
Nós não gostamos de falar de poder.
02:09
We find it scary. We find it somehow evil.
45
117653
5694
É assustador, maligno por alguma razão.
02:15
We feel uncomfortable naming it.
46
123347
1782
É desconfortável dar nomes a ele.
02:17
In the culture and mythology of democracy,
47
125129
2413
Na cultura e mitologia da democracia,
02:19
power resides with the people.
48
127542
1743
o poder reside no povo.
02:21
Period. End of story.
49
129285
1793
Ponto final. Fim da história.
02:23
Any further inquiry not necessary
50
131078
1575
Quaisquer dúvidas não são necessárias
02:24
and not really that welcome.
51
132653
1980
e não muito bem-vindas.
02:26
Power has a negative moral valence.
52
134633
4058
O poder tem um valor moral negativo.
02:30
It sounds Machiavellian inherently.
53
138691
2782
Soa maquiavélico por natureza.
02:33
It seems inherently evil.
54
141473
2634
Parece maligno por natureza.
02:36
But in fact power is no more inherently good or evil
55
144107
3805
Mas, na verdade, o poder não é
por natureza melhor ou pior
02:39
than fire or physics.
56
147912
3118
do que o fogo ou as leis da física.
02:43
It just is.
57
151030
2110
Ele só existe.
E o poder dita
02:45
And power governs
58
153140
1206
02:46
how any form of government operates,
59
154346
1601
como qualquer forma de governo funciona,
02:47
whether a democracy or a dictatorship.
60
155947
3480
seja uma democracia ou uma ditadura.
E o problema que enfrentamos hoje,
aqui nos EUA em particular,
02:51
And the problem we face today,
here in America in particular,
61
159427
3241
mas em qualquer lugar do mundo,
02:54
but all around the world,
62
162668
1530
02:56
is that far too many people
are profoundly illiterate
63
164198
3285
é que pessoas demais
são profundamente analfabetas
sobre o poder --
02:59
in power —
64
167483
1980
o que ele é, quem o detém,
03:01
what it is, who has it,
65
169463
2070
03:03
how it operates, how it flows,
66
171533
2463
como ele funciona, como ele flui,
que parte dele é visível,
que parte dele não é,
03:05
what part of it is visible,
what part of it is not,
67
173996
2520
03:08
why some people have it,
why that's compounded.
68
176516
3612
por que algumas pessoas o têm,
por que isso tende a se repetir.
03:12
And as a result of this illiteracy,
69
180128
3489
E como consequência
desse analfabetismo,
03:15
those few who do understand
70
183617
2866
os poucos que de fato entendem
03:18
how power operates in civic life,
71
186483
2490
como o poder funciona na vida cívica,
esses que entendem
03:20
those who understand
72
188973
1338
03:22
how a bill becomes a law, yes,
73
190311
1823
como uma proposta vira uma lei, sim,
03:24
but also how a friendship
becomes a subsidy,
74
192134
4155
mas também como uma amizade
se torna um subsídio,
03:28
or how a bias becomes a policy,
75
196289
3405
como um preconceito
se torna uma política
03:31
or how a slogan becomes a movement,
76
199694
2935
ou como um slogan se torna um movimento.
As pessoas que entendem essas coisas
03:34
the people who understand those things
77
202629
1980
exercem uma influência desproporcional
03:36
wield disproportionate influence,
78
204609
1571
03:38
and they're perfectly happy
79
206180
1480
e elas estão mais do que felizes
03:39
to fill the vacuum created by the ignorance
80
207660
3080
em preencher esse vácuo
criado pela ignorância
03:42
of the great majority.
81
210740
2547
da grande maioria.
03:47
This is why it is so fundamental for us right now
82
215124
3419
É por isso que é fundamental
para nós nesse exato momento
03:50
to grab hold of this idea of power
83
218543
4456
agarrar essa ideia de poder
e democratizá-la.
03:54
and to democratize it.
84
222999
1756
03:56
One of the things that is so profoundly exciting
85
224755
4544
Uma das coisas que é
tão profundamente empolgante
04:01
and challenging about this moment
86
229299
1983
e desafiadora sobre esse momento
04:03
is that as a result of this power illiteracy
87
231282
3202
é que, como resultado desse
analfabetismo sobre o poder
04:06
that is so pervasive,
88
234484
2667
que é tão prevalente,
há uma concentração
04:09
there is a concentration
89
237151
3089
de conhecimento, de compreensão
e de influência.
04:12
of knowledge, of understanding, of clout.
90
240240
4251
04:16
I mean, think about it:
91
244491
2087
Quer dizer, pare para pensar:
04:18
How does a friendship become a subsidy?
92
246578
3415
Como se transforma a amizade num subsídio?
04:21
Seamlessly,
93
249993
1277
Perfeitamente,
04:23
when a senior government official decides
94
251270
2635
quando um funcionário veterano do governo
04:25
to leave government and become a lobbyist
95
253905
2497
decide deixar a esfera pública
e se tornar um lobista
04:28
for a private interest
96
256402
1914
para um interesse privado
e converter seus contatos em capital
04:30
and convert his or her relationships into capital
97
258316
2702
04:33
for their new masters.
98
261018
2307
para seus novos mestres.
04:35
How does a bias become a policy?
99
263325
2425
Como um preconceito
vira uma política?
04:37
Insidiously, just the way that
100
265750
3600
Traiçoeiramente, assim como
as revistas aleatórias, por exemplo,
04:41
stop-and-frisk, for instance,
101
269350
2160
04:43
became over time a bureaucratic numbers game.
102
271510
3656
se tornaram um jogo de números
burocrático com o passar do tempo.
Como um slogan se torna um movimento?
04:47
How does a slogan become a movement?
103
275166
3105
04:50
Virally, in the way that the Tea Party, for instance,
104
278271
2981
Como um vírus, do jeito
que o Tea Party, por exemplo,
04:53
was able to take the "Don't Tread on Me" flag
105
281252
3466
conseguiu usar a bandeira do
"Não Pise em Mim"
04:56
from the American Revolution,
106
284718
1747
da Revolução Americana,
04:58
or how, on the other side,
107
286465
1850
ou como, na outra ponta,
05:00
a band of activists could take a magazine headline,
108
288315
2964
um grupo ativista conseguiu
tornar uma manchete de revista,
05:03
"Occupy Wall Street,"
109
291279
1937
"Ocupe Wall Street",
05:05
and turn that into a global meme and movement.
110
293216
2916
em um meme e movimento globais.
05:08
The thing is, though, most people
111
296132
2506
O que acontece é que
a maioria das pessoas
05:10
aren't looking for and don't
want to see these realities.
112
298638
3252
não estão procurando
e nem querem ver essas realidades.
05:13
So much of this ignorance, this civic illiteracy,
113
301890
3435
Uma grande parte dessa ignorância,
desse analfabetismo cívico
05:17
is willful.
114
305325
1797
é voluntário.
05:19
There are some millennials, for instance,
115
307122
1848
Alguns jovens nascidos
no Novo Milênio, por exemplo,
05:20
who think the whole business is just sordid.
116
308970
2666
acham que a história toda é podre.
05:23
They don't want to have anything to do with politics.
117
311636
1676
Eles não querem nem saber de política.
05:25
They'd rather just opt out
118
313312
1079
Preferem pular fora
05:26
and engage in volunteerism.
119
314391
2788
e se dedicar a trabalho voluntário.
05:29
There are some techies out there
120
317179
2193
Há alguns geeks por aí
05:31
who believe that the cure-all
121
319372
1296
que acham que o santo remédio
05:32
for any power imbalance or power abuse
122
320668
2548
para qualquer abuso
ou desequilíbrio de poder
05:35
is simply more data,
123
323216
2394
é simplesmente mais dados,
05:37
more transparency.
124
325610
2483
mais transparência.
05:40
There are some on the left who think power resides
125
328093
2215
Alguns na esquerda acham que o poder
05:42
only with corporations,
126
330308
1859
reside só com as corporações,
05:44
and some on the right who think power
127
332167
1923
e alguns na direita acham que o poder
05:46
resides only with government,
128
334090
1513
reside só com o governo,
05:47
each side blinded by their selective outrage.
129
335603
4361
os dois lados cegos
por seu ultraje seletivo.
05:51
There are the naive who believe that
130
339964
2044
Há os ingênuos que acreditam
que coisas boas simplesmente acontecem
05:54
good things just happen
131
342008
1307
05:55
and the cynical who believe
that bad things just happen,
132
343315
3350
e os cínicos que acreditam
que coisas ruins simplesmente acontecem,
05:58
the fortunate and unfortunate unlike
133
346665
2352
tanto os sortudos quanto os azarados
06:01
who think that their lot is simply what they deserve
134
349017
3523
que acham que seu lugar
é simplesmente o que eles merecem
06:04
rather than the eminently alterable result
135
352540
3961
ao invés do inerentemente
alterável resultado
06:08
of a prior arrangement, an inherited allocation,
136
356501
3282
de um acordo anterior,
uma alocação herdada
06:11
of power.
137
359783

de poder.
06:15
As a result of all of this
creeping fatalism in public life,
138
363446
3676
Como resultado de todo esse fatalismo
rastejante na vida pública,
06:19
we here, particularly in America today,
139

nós aqui, particularmente nos
Estados Unidos hoje,
06:21
have depressingly low levels
140

temos níveis depressivamente baixos
06:23
of civic knowledge, civic engagement, participation,

371141
3058
de educação cívica, engajamento,
participação social,
06:26
awareness.
142

consciência.
06:29
The whole business of politics has been
143
377380
1878
Todo o negócio da política foi
06:31
effectively subcontracted out
to a band of professionals,
144
379258
3692
efetivamente terceirizado
para um grupo de profissionais,
os caras do dinheiro,
das relações públicas,
06:34
money people, outreach people,

06:36
message people, research people.

das mensagens, da pesquisa.
06:38
The rest of us are meant to feel like amateurs

É para o resto de nós
se sentir como amadores,

394614
1382
06:47
We begin to opt out.
151
395996
2255
Começamos a pular fora.
06:53
Well, this problem, this challenge,
152
401590
3631
Bom, esse problema, esse desafio,
é algo que temos que confrontar,
06:57
is a thing that we must now confront,
153
405221
2689
06:59
and I believe that when you have
154
407910
991
e eu acho que quando se tem
07:00
this kind of disengagement, this willful ignorance,
155
408901
2979
esse tipo de alienação,
essa ignorância voluntária,
07:03
it becomes both a cause and a consequence
156
411880
3479
ela se torna tanto uma causa
quanto uma consequência
07:07
of this concentration of opportunity
157
415359
2876
dessa concentração de oportunidade
07:10
of wealth and clout that I was
describing a moment ago,
158
418235
2361
de riqueza e influência que
mencionei agora há pouco,
07:12
this profound civic inequality.
159
420596
3738
essa profunda desigualdade cívica.
07:16
This is why it is so important in our time right now
160
424334
3141
É por isso que é tão importante
no nosso tempo de vida, agora mesmo,
07:19
to reimagine civics as the teaching of power.
161
427475
3447
reimaginar a Educação Cívica
como a educação sobre o poder.
07:22
Perhaps it's never been more important
162
430922
2644
Talvez nunca tenha sido tão importante
07:25
at any time in our lifetimes.
163
433566
5389
em outro momento de nossas vidas.
Se as pessoas não aprenderem sobre poder,
07:30
If people don't learn power,
164
438955
1935
07:32
if people don't wake up,
165
440890
1568
elas não vão acordar,
07:34
and if they don't wake up,
166
442458
1755
e se elas não acordarem,
07:36
they get left out.
167
444213
2767
vão ser deixadas de fora.
Agora...
07:38
Now, part of the art of practicing power
168
446980
4472
Parte da arte de exercer o poder
07:43
means being awake and having a voice,
169
451452
2060
significa estar acordado e ter uma voz,
07:45
but it also is about having an arena
170
453512
2385
mas também significa ter uma arena
07:47
where you can plausibly practice deciding.
171
455897
4062
onde se pode plausivelmente
praticar a tomada de decisões.
07:51
All of civics boils down to the simple question
172
459959
2182
Toda a Cívica se resume à questão
07:54
of who decides,
173
462141
1758
de quem decide,
07:55
and you have to play that out
174
463899
1762
e você tem que executar isso
07:57
in a place, in an arena.
175
465661
2033
em um lugar, em uma arena.
07:59
And this brings me to the third
point that I want to make today,
176
467694
2928
E isso nos traz ao terceiro
comentário que eu quero fazer hoje,
08:02
which is simply that there is no better arena
177
470622
3611
que é o de que não existe arena melhor
08:06
in our time for the practicing of power
178
474233
3049
na nossa época para o exercício do poder
08:09
than the city.
179
477282
2892
que as cidades.
08:12
Think about the city where you live,
180
480174
1854
Pense na cidade onde você vive,
08:14
where you're from.
181
482028
1857
de onde você é.
08:15
Think about a problem in
the common life of your city.
182
483885
3251
Pense em um problema
no cotidiano da sua cidade.
08:19
It can be something small,
183
487136
1033
Pode ser algo pequeno,
08:20
like where a street lamp should go,
184
488169
2507
como onde se deve
instalar um poste de luz,
08:22
or something medium like
185
490676
1621
algo médio como
08:24
which library should have its hours extended or cut,
186
492297
3937
qual biblioteca deve ficar aberta
por mais ou menos tempo
08:28
or maybe something bigger,
187
496234
1570
ou talvez algo maior,
08:29
like whether a dilapidated waterfront should be
188
497804
2698
como se uma margem de rio deteriorada
deve ser transformada em
uma rodovia ou uma reserva,
08:32
turned into a highway or a greenway,
189
500502
2935
ou se todos os comércios da cidade
08:35
or whether all the businesses in your town
190
503437
1698
08:37
should be required to pay a living wage.
191
505135
4050
devem ser obrigados
a pagar salários dignos.
08:41
Think about the change that you want in your city,
192
509185
2351
Pensem na mudança que
você quer na sua cidade,
08:43
and then think about how you would get it,
193
511536
3712
e aí pense como você
faria para realizá-la,
como você a faria acontecer.
08:47
how you would make it happen.
194
515248
3632
Faça uma lista de todas as formas de poder
08:50
Take an inventory of all the forms of power
195
518880
2330
08:53
that are at play in your city's situation:
196
521210
3144
que operam na situação da sua cidade:
08:56
money, of course, people, yes,
197
524354
4339
Dinheiro, claro. Pessoas, sim,
09:00
ideas, information, misinformation,
198
528693
4910
ideias, informação, desinformação,
09:05
the threat of force, the force of norms.
199
533603
3624
a ameaça de coação, a força das leis.
09:09
All of these form of power are at play.
200
537227
1911
Todas essas formas de poder estão atuando,
agora pense como você ativaria
09:11
Now think about how you would activate
201
539138
1542
09:12
or perhaps neutralize these various forms of power.
202
540680
4803
ou mesmo neutralizaria essas
várias formas de poder.
Essas não são questões
09:17
This is not some Game of Thrones
203
545483
3206
a um nível de império de Game of Thrones.
09:20
empire-level set of questions.
204
548689
2336
09:23
These are questions that play out
205
551025
1893
São questões que surgem
09:24
in every single place on the planet.
206
552918
2746
em todos os lugares do planeta.
09:27
I'll just tell you quickly about two stories
207
555664
2159
Eu vou contar, rapidamente, duas histórias
09:29
drawn from recent headlines.
208
557823
2036
extraídas de manchetes recentes.
09:31
In Boulder, Colorado,
209
559859
1442
Na cidade de Boulder, Colorado,
09:33
voters not too long ago approved a process
210
561301
3989
os eleitores aprovaram
há pouco tempo um processo
09:37
to replace the private power company,
211
565290
2892
para substituir a empresa de energia,
09:40
literally the power company,
the electric company Xcel,
212
568182
2312
a concessionária de força,
a empresa Xcel,
09:42
with a publicly owned utility
213
570494
2296
por um serviço público
09:44
that would forego profits
214
572790
1346
sem fins lucrativos
09:46
and attend far more to climate change.
215
574136
3709
e com muito mais atenção
a mudanças climáticas.
09:49
Well, Xcel fought back,
216
577845
2125
Bom, a Xcel comprou a briga,
09:51
and Xcel has now put in play a ballot measure
217
579970
2360
e está organizando um referendo
09:54
that would undermine or undo
218
582330
1896
que prejudicaria ou eliminaria
09:56
this municipalization.
219
584226
1796
a municipalização.
09:58
And so the citizen activists in
Boulder who have been pushing this
220
586022
2614
Então, os ativistas de Boulder
que estiveram militando por isso
10:00
now literally have to fight the power
221
588636
2734
agora vão ter que brigar com a força
para brigar pela energia.
10:03
in order to fight for power.
222
591370
2599
10:05
In Tuscaloosa, at the University of Alabama,
223
593969
4373
Em Tuscaloosa, na Universidade do Alabama,
há uma organização no campus
10:10
there's an organization on campus
224
598342
1936
10:12
called, kind of menacingly, the Machine,
225
600278
3873
chamada de "A Máquina",
o que é meio assustador,
10:16
and it draws from largely white sororities
226
604151
3371
que vem de fraternidades
e organizações majoritariamente brancas,
10:19
and fraternities on campus,
227
607522
1440
10:20
and for decades, the Machine has dominated
228
608962
2419
e por décadas, A Máquina tem dominado
10:23
student government elections.
229
611381
1853
as eleições para representantes de alunos.
10:25
Well now, recently, the Machine
230
613234
2396
Recentemente, a Máquina
10:27
has started to get involved
231
615630
1297
começou a se envolver
10:28
in actual city politics,
232
616927
1683
na política da própria cidade,
10:30
and they've engineered the election
233
618610
1658
e eles arquitetaram a eleição
10:32
of a former Machine member,
234
620268
1372
de um ex-membro,
10:33
a young, pro-business recent graduate
235
621640
2706
um jovem recém-formado e pró-comércio,
10:36
to the Tuscaloosa city school board.
236
624346
3514
para o corpo de diretores da
escola municipal de Tuscaloosa.
10:39
Now, as I say, these are just two examples
237
627860
2836
Agora, como eu disse,
esses são só dois exemplos
10:42
drawn almost at random from the headlines.
238
630696
2704
retirados quase que a esmo das manchetes.
10:45
Every day, there are thousands more like them.
239
633400
3200
A cada dia, há milhares mais como eles.
10:48
And you may like or dislike
240
636600
1764
E vocês podem gostar ou não
10:50
the efforts I'm describing here
241
638364
1905
das ações que eu estou descrevendo
10:52
in Boulder or in Tuscaloosa,
242
640269
1329
ocorridas em Boulder e Tuscaloosa,
10:53
but you cannot help but admire
243
641598
2642
mas não dá para deixar de admirar
10:56
the power literacy of the players involved,
244
644240
3071
a compreensão do poder
que os envolvidos têm,
10:59
their skill.
245
647311
1175
sua habilidade.
11:00
You cannot help but reckon with and recognize
246
648486
2976
Não dá para não reconhecer e compreender
11:03
the command they have
247
651462
1611
o domínio que eles têm
11:05
of the elemental questions
248
653073
2535
das questões elementares
11:07
of civic power —
249
655608
1876
do poder cívico --
11:09
what objective, what strategy, what tactics,
250
657484
4038
qual é o objetivo, qual é a estratégia,
quais são as táticas,
11:13
what is the terrain, who are your enemies,
251
661522
2978
onde é o campo de batalha,
quem são seus inimigos,
quem são seus aliados?
11:16
who are your allies?
252
664500
2150
11:18
Now I want you to return
253
666650
1745
Agora, eu quero que voltem
11:20
to thinking about that problem or that opportunity
254
668395
3395
a pensar sobre aquele problema,
aquela oportunidade
ou aquele desafio na sua cidade,
11:23
or that challenge in your city,
255
671790
2161
11:25
and the thing it was that you want to fix
256
673951
1873
e aquilo que você gostaria de consertar
11:27
or create in your city,
257
675824
1811
ou criar nela,
11:29
and ask yourself,
258
677635
2315
e pergunte-se:
11:31
do you have command of these
elemental questions of power?
259
679950
3650
você tem o domínio dessas
questões fundamentais do poder?
11:35
Could you put into practice effectively
260
683600
3050
Você conseguiria colocar
em prática efetivamente
o que você sabe?
11:38
what it is that you know?
261
686650
3014
11:41
This is the challenge and the opportunity for us.
262
689664
4397
Esse é o nosso desafio e oportunidade.
11:46
We live in a time right now
263
694061
2516
Nós vivemos em uma época
11:48
where in spite of globalization
264
696577
2987
em que, apesar da globalização,
11:51
or perhaps because of globalization,
265
699564
2160
ou talvez por causa dela,
11:53
all citizenship is ever more resonantly,
266
701724
2036
toda cidadania é ainda mais
profunda e poderosamente local.
11:55
powerfully local.
267
703760
1780
11:57
Indeed, power in our time is flowing
268
705540
2708
De fato, o poder na nossa época flui
12:00
ever faster to the city.
269
708248
2362
cada vez mais rápido para a cidade.
12:02
Here in the United States, the national government
270
710610
1648
Aqui nos EUA, o governo federal
se enroscou num nó cego.
12:04
has tied itself up in partisan knots.
271
712258
3001
12:07
Civic imagination and innovation and creativity
272
715259
2922
A imaginação, a inovação
e a criatividade cívicas
12:10
are emerging from local ecosystems now
273
718181
2617
estão aflorando dos ecossistemas locais
12:12
and radiating outward,
274
720798
1890
e se espalhando para fora,
12:14
and this great innovation,
275
722688
3440
e essa grande inovação,
12:18
this great wave
276
726128
2927
essa grande onda
12:21
of localism that's now arriving,
277
729055
3926
de localismo que está chegando,
que pode ser vista
no jeito que as pessoas comem,
12:24
and you see it in how people eat
278
732981
1665
12:26
and work and share and buy and move
279
734646
2648
trabalham, compartilham,
compram, se movem
e vivem seu cotidiano.
12:29
and live their everyday lives,
280
737294
1695
12:30
this isn't some precious parochialism,
281
738989
3153
Isso não é um paroquialismo,
um retorno à insularidade, não.
12:34
this isn't some retreat into insularity, no.
282
742142
3314
12:37
This is emergent.
283
745456
2363
Isso é emergente.
12:39
The localism of our time is networked powerfully.
284
747819
3791
O localismo da nossa época
é interconectado, forte.
Sendo assim, por exemplo,
12:43
And so, for instance,
285
751610
1263
12:44
consider the ways that strategies
286
752873
2163
pensem no jeito como as estratégias
12:47
for making cities more bike-friendly
287
755036
2434
para favorecer o uso
de bicicletas nas cidades
12:49
have spread so rapidly from Copenhagen
288
757470
2546
se espalharam tão rápido de Copenhagen
12:52
to New York to Austin to Boston to Seattle.
289
760016
5122
para Nova Iorque, Austin, Boston e Seattle.
12:57
Think about how experiments
in participatory budgeting,
290
765138
3564
Pensem nos experimentos
de orçamento participativo,
13:00
where everyday citizens get a chance
291
768702
1473
onde todos os dias os cidadãos
têm a chance de alocar e decidir
13:02
to allocate and decide upon
292
770175
2801
sobre a alocação de verbas municipais.
13:04
the allocation of city funds.
293
772976
2934
13:07
Those experiments have
spread from Porto Alegre, Brazil
294
775910
3580
Esses experimentos se
espalharam de Porto Alegre, Brasil
para aqui em Nova Iorque,
para os bairros de Chicago.
13:11
to here in New York City,
to the wards of Chicago.
295
779490
4350
13:15
Migrant workers from Rome to Los Angeles
296
783853
2138
Trabalhadores imigrantes
de Roma a Los Angeles
13:17
and many cities between
297
785991
2350
e várias cidades no meio
13:20
are now organizing to stage strikes
298
788341
2283
estão organizando greves gerais
13:22
to remind the people who live in their cities
299
790624
2070
para lembrar aos moradores das cidades
13:24
what a day without immigrants would look like.
300
792694
3286
como é um dia sem imigrantes.
13:27
In China, all across that country,
301
795980
2458
Na China, por todo o país,
13:30
members of the New Citizens' Movement
302
798438
2208
membros do Movimento dos Novos Cidadãos
estão entrando em ação e se organizando
13:32
are beginning to activate and organize
303
800646
1586
13:34
to fight official corruption and graft,
304
802232
2654
para combater a corrupção
e improbidade oficiais,
13:36
and they're drawing the ire of officials there,
305
804886
2104
e estão ganhando o ódio
dos oficiais de lá,
13:38
but they're also drawing the attention
306
806990
1743
mas também estão ganhando a atenção
13:40
of anti-corruption activists all around the world.
307
808733
3555
de ativistas anticorrupção
por todo o mundo.
13:44
In Seattle, where I'm from,
308
812288
1935
Em Seattle, de onde eu sou,
nós nos tornamos parte de uma
enorme rede global de cidades
13:46
we've become part of a great global array of cities
309
814223
2446
13:48
that are now working together
310
816669
1559
que estão trabalhando juntas
13:50
bypassing government altogether,
311
818228
1530
suprimindo totalmente o governo,
13:51
national government altogether,
312

Our task now is to bring more and more people
321

Nosso dever é trazer mais e mais pessoas

14:18
That's why my organization, Citizen University,
323
846695
2749
É por isso que minha organização,
a Universidade Cidadã,
14:21
has undertaken a project now
324
849444
2004
iniciou um projeto
14:23
to create an everyman's curriculum
325
851448
2845
para criar um curso
de ensino de poder cívico
acessível a qualquer um.
14:26
in civic power.
326
854293
2317
14:28
And this curriculum starts with this triad
327
856610
2205
E esse curso começa com
essa trindade que eu descrevi
14:30
that I described earlier of values,
328
858815
2015
de valores, sistemas e habilidades.
14:32
systems and skills.
329
860830
3126
14:35
And what I'd like to do is to invite all of you
330
863956
2852
E eu gostaria de convidar todos vocês
14:38
to help create this curriculum
331
866808
2650
a ajudar a criar esse curso
14:41
with the stories and the experiences
332
869458
2427
com as histórias, experiências
e desafios que cada um
de vocês vive e enfrenta,
14:43
and the challenges that each of you lives and faces,
333
871885
3257
14:47
to create something powerfully collective.
334
875142
3004
para criar algo poderosamente coletivo.
14:50
And I want to invite you in particular to try
335
878146
2411
E quero convidá-los,
em especial, a fazer
14:52
a simple exercise drawn
336
880557

um simples exercício criado
dos esboços iniciais desse curso.
14:54
from the early frameworks of this curriculum.
337
882656
2543
14:57
I want you to write a narrative,
338
885199
2431
Eu quero que vocês escrevam uma narrativa,
situada no futuro da sua cidade,
14:59
a narrative from the future of your city,
339
887630
3050
15:02
and you can date it, set it out one year from now,
340
890680
3541
e você pode datá-la um ano no futuro,
15:06
five years from now, a decade from now,
341
894221
1744
cinco anos no futuro, uma década,
15:07
a generation from now,
342
895965

uma geração,
e escrevê-la como
uma análise do passado,
15:09
and write it as a case study looking back,
343
897766
3845
uma retrospectiva da mudança
15:13
looking back at the change
344
901611
1645
15:15
that you wanted in your city,
345
903256
2096
que você queria na sua cidade,
15:17
looking back at the cause
that you were championing,
346
905352
2739
da causa que você estava promovendo
15:20
and describing the ways that that change
347
908091
2734
e descrevendo como aquela mudança
15:22
and that cause came, in fact, to succeed.
348
910825

e aquela causa se tornaram realidade.

15:28
of your fellow citizens that you activated,
350
916948
2385
que você inspirou
em seus concidadãos,
15:31
and the sense of moral purpose
that you were able to stir.
351
919333
3607
e a sensação de propósito moral
que você conseguiu despertar.
15:34
Recount all the different ways
352
922940

Conte todos os jeitos diferentes
15:36
that you engaged the systems of government,
353
924602

que você fez uso
dos sistemas de governo,
do mercado,
15:39
of the marketplace,
354

das instituições sociais e religiosas,
15:40
of social institutions, of faith organizations,
355
928741

15:42
of the media.
356
930946
3202
da mídia.
15:46
Catalog all the skills you had to deploy,
357
934148
3965
Catalogue as habilidades
que você teve que usar,
15:50
how to negotiate, how to advocate,
358
938113
2414
como negociar, como promover,
15:52
how to frame issues,
359
940527
1395
como definir problemas,
15:53
how to navigate diversity in conflict,
360
941922
2541
como ultrapassar os diversos conflitos,
todas essas habilidades que lhe permitiram
15:56
all those skills that enabled you
361
944463
1819
15:58
to bring folks on board
362
946282
2071
fazer as pessoas embarcarem na sua ideia
16:00
and to overcome resistance.
363
948353
2697
e superar a resistência.
16:03
What you'll be doing when you write that narrative
364
951050
3372
O que você vai estar fazendo
enquanto escreve essa narrativa
16:06
is you'll be discovering how to read power,
365
954422
4079
é descobrindo como ler o poder,
e, no caminho, como escrever o poder.
16:10
and in the process, how to write power.
366
958501
5197
Então compartilhe o que você escreve,
16:15
So share what you write,
367
963698
2205
faça o que você escreve,
16:17
do you what you write,
368
965903
1338
16:19
and then share what you do.
369
967241

e então compartilhe o que você faz.
16:23
I invite you to literally share
370
971058

16:29
But even beyond that, it's in the conversations
373

Mas além disso, o segredo
está nas conversas
16:32
that we have today
374

que temos hoje
16:34
all around the world in the simultaneous gatherings

one another's teachers and students in power.
378

we can make civics sexy again.
