ABOUT THE SPEAKER
Ellen Dunham-Jones - Architect
Ellen Dunham-Jones takes an unblinking look at our underperforming suburbs -- and proposes plans for making them livable and sustainable.

Why you should listen

Ellen Dunham-Jones teaches architecture at the Georgia Institute of Technology, is an award-winning architect and a board member of the Congress for the New Urbanism. She shows how design of where we live impacts some of the most pressing issues of our times -- reducing our ecological footprint and energy consumption while improving our health and communities and providing living options for all ages.

Dunham-Jones is widely recognized as a leader in finding solutions for aging suburbs. She is the co-author of Retrofitting Suburbia: Urban Design Solutions for Redesigning Suburbs. She and co-author June Williamson share more than 50 case studies across North America of "underperforming asphalt properties" that have been redesigned and redeveloped into walkable, sustainable vital centers of community—libraries, city halls, town centers, schools and more.

In the last 50 years,
0
1000
2000
Nos últimos 50 anos,
00:18
we've been building the suburbs
1
3000
2000
estivemos construindo subúrbios
00:20
with a lot of unintended consequences.
2
5000
2000
com várias consenquências não intencionais.
00:22
And I'm going to talk about some of those consequences
3
7000
3000
E eu vou falar sobre algumas dessas consequências
00:25
and just present a whole bunch of really interesting projects
4
10000
3000
e apresentar alguns projetos realmente interessantes
00:28
that I think give us tremendous reasons
5
13000
3000
que eu acredito que nos deem razões imensas
00:31
to be really optimistic
6
16000
2000
para sermos realmente otimistas
00:33
that the big design and development project of the next 50 years
7
18000
3000
de que o próximo grande projeto de design e construção dos próximos 50 anos
00:36
is going to be retrofitting suburbia.
8
21000
3000
será a adaptação dos subúrbios.
00:39
So whether it's redeveloping dying malls
9
24000
3000
Então, seja reformando shoppings morimbundos
00:42
or re-inhabiting dead big-box stores
10
27000
3000
ou reabitando grandes lojas
00:45
or reconstructing wetlands
11
30000
2000
ou restaurando mangues
00:47
out of parking lots,
12
32000
2000
onde fizeram estacionamentos,
00:49
I think the fact is
13
34000
2000
eu creio que
00:51
the growing number
14
36000
2000
um número crescente
00:53
of empty and under-performing,
15
38000
2000
de espaços vazios e subutilizados
00:55
especially retail, sites
16
40000
2000
especialmente, locais de venda de varejo
00:57
throughout suburbia
17
42000
2000
nos subúrbios
00:59
gives us actually a tremendous opportunity
18
44000
3000
nos dá, na verdade, uma grande oportunidade
01:02
to take our least-sustainable
19
47000
2000
de pegar nossa pouco sustentável
01:04
landscapes right now
20
49000
2000
paisagem de hoje
01:06
and convert them into
21
51000
2000
e transformá-la em
01:08
more sustainable places.
22
53000
2000
locais mais sustentáveis.
01:10
And in the process, what that allows us to do
23
55000
3000
E no processo, o que nos permite fazer
01:13
is to redirect a lot more of our growth
24
58000
2000
é redirecionar muito mais do nosso crescimento
01:15
back into existing communities
25
60000
2000
de volta às comunidades existentes no passado
01:17
that could use a boost,
26
62000
2000
que pudéssemos usar como impulso,
01:19
and have the infrastructure in place,
27
64000
2000
e ter a infraestrutura no lugar,
01:21
instead of continuing
28
66000
2000
em vez de continuar
01:23
to tear down trees
29
68000
2000
a derrubar árvores
01:25
and to tear up the green space out at the edges.
30
70000
2000
e empurrar os espaços verdes para fora da periferia.
01:27
So why is this important?
31
72000
3000
Então, por que isto é importante?
01:30
I think there are any number of reasons,
32
75000
3000
Eu acredito que haja muitas razões.
01:33
and I'm just going to not get into detail but mention a few.
33
78000
3000
Eu não vou entrar em detalhes, mas apenas mencionar alguns.
01:36
Just from the perspective of climate change,
34
81000
3000
Apenas da perspectiva de mudanças climáticas
01:39
the average urban dweller in the U.S.
35
84000
2000
a média dos moradores urbanos dos Estados Unidos
01:41
has about one-third the carbon footprint
36
86000
3000
possui um terço da pegada de carbono
01:44
of the average suburban dweller,
37
89000
3000
comparado à média dos moradores do subúrbio,
01:47
mostly because suburbanites drive a lot more,
38
92000
3000
principalmente porque moradores dos subúrbios dirigem muito mais,
01:50
and living in detached buildings,
39
95000
3000
e residem em edificações separadas
01:53
you have that much more exterior surface
40
98000
2000
você tem muito mais superfície externa
01:55
to leak energy out of.
41
100000
2000
para dar vazão à energia.
01:58
So strictly from
42
103000
2000
Assim, estritamente
02:00
a climate change perspective,
43
105000
3000
do ponto de vista de mudanças climáticas,
02:03
the cities are already
44
108000
2000
as cidades já são
02:05
relatively green.
45
110000
2000
relativamente verdes.
02:07
The big opportunity
46
112000
2000
A grande oportunidade
02:09
to reduce greenhouse gas emissions
47
114000
2000
para reduzir as emissões de gases do efeito estufa
02:11
is actually in urbanizing
48
116000
2000
está, na verdade, na urbanização
02:13
the suburbs.
49
118000
2000
dos subúrbios.
02:15
All that driving that we've been doing out in the suburbs,
50
120000
3000
Todo este percurso que fazemos saindo dos subúrbios,
02:18
we have doubled the amount of miles we drive.
51
123000
3000
duplicamos a quantidade de quilômetros que dirigimos.
02:21
It's increased our dependence
52
126000
2000
Aumentou nossa dependência
02:23
on foreign oil
53
128000
2000
do petróleo estrangeiro
02:25
despite the gains in fuel efficiency.
54
130000
2000
apesar dos ganhos em eficiência energética
02:27
We're just driving so much more;
55
132000
2000
Estamos apenas dirigindo mais,
02:29
we haven't been able to keep up technologically.
56
134000
2000
não temos sido capazes de nos atualizar tecnologicamente.
02:31
Public health is another reason
57
136000
2000
A saúde pública é outra razão
02:33
to consider retrofitting.
58
138000
2000
para considerar a adaptação.
02:35
Researchers at the CDC and other places
59
140000
3000
Pesquisadores do Centro de Controle de Doenças e outras instituições
02:38
have increasingly been linking
60
143000
2000
veem cada vez mais conectando
02:40
suburban development patterns
61
145000
2000
os padrões de desenvolvimento suburbano
02:42
with sedentary lifestyles.
62
147000
2000
com estilos de vida sedentários.
02:44
And those have been linked then
63
149000
2000
E estão conectando esses estilos
02:46
with the rather alarming,
64
151000
2000
com um alarmante
02:48
growing rates of obesity,
65
153000
2000
aumento das taxas de obesidade,
02:50
shown in these maps here,
66
155000
3000
mostradas nestes mapas aqui,
02:53
and that obesity has also been triggering
67
158000
2000
e que a obesidade também vem desencadeando
02:55
great increases in heart disease
68
160000
2000
grandes aumentos de doenças cardíacas
02:57
and diabetes
69
162000
2000
e diabetes
02:59
to the point where a child born today
70
164000
2000
ao ponto onde uma criança nascida hoje
03:01
has a one-in-three chance
71
166000
2000
tem uma chance em três
03:03
of developing diabetes.
72
168000
2000
de desenvolver diabetes.
03:05
And that rate has been escalating at the same rate
73
170000
3000
E essa taxa vem aumentando na mesma proporção do número
03:08
as children not walking
74
173000
2000
de crianças que não caminham
03:10
to school anymore,
75
175000
2000
mais para a escola,
03:12
again, because of our development patterns.
76
177000
2000
novamente, por causa dos padrões de construção.
03:14
And then there's finally -- there's the affordability question.
77
179000
3000
E finalmente há a questão do custo.
03:18
I mean, how affordable is it
78
183000
3000
Quero dizer, quão econômico é
03:21
to continue to live in suburbia
79
186000
3000
continuar a morar em subúrbios
03:24
with rising gas prices?
80
189000
2000
com o aumento dos preços dos combustíveis?
03:26
Suburban expansion to cheap land,
81
191000
3000
A expansão do subúrbio para terras baratas
03:29
for the last 50 years --
82
194000
2000
pelos últimos 50 anos --
03:31
you know the cheap land out on the edge --
83
196000
2000
sabem, os terrenos baratos nas periferias --
03:33
has helped generations of families
84
198000
2000
contribuiu para gerações de familias
03:35
enjoy the American dream.
85
200000
2000
desfrutarem do sonho Americano.
03:37
But increasingly,
86
202000
2000
Mas cada vez mais
03:39
the savings promised
87
204000
2000
as economias prometidas
03:41
by drive-till-you-qualify affordability --
88
206000
2000
de melhora da qualidade de vida
03:43
which is basically our model --
89
208000
2000
o que é basicamente nosso modelo --
03:45
those savings are wiped out
90
210000
2000
aquelas economias foram varridas
03:47
when you consider the transportation costs.
91
212000
3000
quando você considera o preço do transporte.
03:50
For instance, here in Atlanta,
92
215000
2000
Por exemplo, aqui em Atlanta,
03:52
about half of households
93
217000
2000
cerca da metade das residências
03:54
make between $20,000 and $50,000 a year,
94
219000
3000
têm renda entre 20.000 e 50.000 por ano.
03:57
and they are spending 29 percent of their income
95
222000
3000
E estão gastando 29% de suas rendas
04:00
on housing
96
225000
2000
em habitação
04:02
and 32 percent
97
227000
2000
e 32%
04:04
on transportation.
98
229000
2000
em transporte.
04:06
I mean, that's 2005 figures.
99
231000
2000
Digo, estes são números de 2005.
04:08
That's before we got up to the four bucks a gallon.
100
233000
3000
Isto foi antes de chegarmos a 4 dólares o galão.
04:11
You know, none of us
101
236000
2000
Sabem, nenhum de nós
04:13
really tend to do the math on our transportation costs,
102
238000
3000
tem realmente a tendência de fazer os cálculos com nossos gastos com transporte.
04:16
and they're not going down
103
241000
2000
E os números não vão diminuir
04:18
any time soon.
104
243000
2000
de uma hora para outra.
04:20
Whether you love suburbia's leafy privacy
105
245000
3000
Quer você ame a frondosa privacidade dos subúrbios
04:23
or you hate its soulless commercial strips,
106
248000
2000
ou odeie seus monótonos centros comerciais,
04:25
there are reasons why it's important to retrofit.
107
250000
3000
há razões porque é importante a readaptação.
04:28
But is it practical?
108
253000
2000
mas é prática?
04:30
I think it is.
109
255000
2000
acho que sim.
04:32
June Williamson and I have been researching this topic
110
257000
2000
June Williamson e eu pesquisamos sobre este assunto
04:34
for over a decade,
111
259000
2000
por mais de uma década.
04:36
and we've found over 80
112
261000
2000
E encontramos mais de 80
04:38
varied projects.
113
263000
3000
diferentes projetos.
04:41
But that they're really all market driven,
114
266000
2000
Mas todos estão realmente impulsionados pelo mercado.
04:43
and what's driving the market in particular --
115
268000
3000
O que está particularmente impulsionando o mercado --
04:46
number one -- is major demographic shifts.
116
271000
3000
Número um é a grande mudança demográfica.
04:49
We all tend to think of suburbia
117
274000
3000
Todos nós temos a tendência de pensar nos subúrbios
04:52
as this very family-focused place,
118
277000
3000
como naquele lugar projetado para famílias.
04:55
but that's really not the case anymore.
119
280000
3000
Mas este não é mais o caso.
04:58
Since 2000,
120
283000
2000
Desde 2000,
05:00
already two-thirds of households in suburbia
121
285000
3000
cerca de dois terços das residências nos subúrbios
05:03
did not have kids in them.
122
288000
3000
não possuem crianças.
05:06
We just haven't caught up with the actual realities of this.
123
291000
3000
Nós apenas não nos demos conta da realidade dos fatos.
05:09
The reasons for this have a lot to with
124
294000
3000
A razão disto tem muito a ver com
05:12
the dominance of the two big
125
297000
2000
o domínio de dois grandes
05:14
demographic groups right now:
126
299000
2000
grupos demográficos do momento,
05:16
the Baby Boomers retiring --
127
301000
3000
a aposentadoria dos Baby Boomers,
05:19
and then there's a gap,
128
304000
2000
e então há uma lacuna,
05:21
Generation X, which is a small generation.
129
306000
2000
Geração X, que é uma geração pequena.
05:23
They're still having kids --
130
308000
2000
Eles ainda estão tendo filhos.
05:25
but Generation Y hasn't even started
131
310000
3000
Mas a Geração Y ainda nem começou
05:28
hitting child-rearing age.
132
313000
2000
a atingir a idade de ter filhos.
05:30
They're the other big generation.
133
315000
3000
Eles são a outra grande geração.
05:33
So as a result of that,
134
318000
2000
Então, como resultado disto
05:35
demographers predict
135
320000
2000
os demógrafos predizem
05:37
that through 2025,
136
322000
2000
que até 2025,
05:39
75 to 85 percent of new households
137
324000
3000
75% a 85% das residências
05:42
will not have kids in them.
138
327000
3000
não terão crianças.
05:45
And the market research, consumer research,
139
330000
3000
E a pesquisa de mercado, e pesquisa de consumo
05:48
asking the Boomers and Gen Y
140
333000
2000
ao perguntar aos Boomers e à Geração Y
05:50
what it is they would like,
141
335000
2000
o que eles desejam,
05:52
what they would like to live in,
142
337000
2000
como eles gostariam de viver,
05:54
tells us there is going to be a huge demand --
143
339000
3000
nos diz que haverá uma enorme demanda --
05:57
and we're already seeing it --
144
342000
3000
e já estamos vendo isto --
06:00
for more urban lifestyles
145
345000
3000
por estilos de vida mais urbanos
06:03
within suburbia.
146
348000
3000
dentro dos subúrbios.
06:06
That basically, the Boomers want to be able to age in place,
147
351000
3000
Que basicamente os Boomers desejam envelhecer no local,
06:09
and Gen Y would like to live
148
354000
2000
e que a Geração Y gostaria de viver
06:11
an urban lifestyle,
149
356000
2000
um estilo de vida urbano,
06:13
but most of their jobs will continue to be out in suburbia.
150
358000
3000
mas a maioria dos empregos continuarão a ser fora dos subúrbios.
06:16
The other big dynamic of change
151
361000
3000
A outra grande dinâmica da mudança
06:19
is the sheer performance of
152
364000
2000
é a pura performance do
06:21
underperforming asphalt.
153
366000
2000
asfalto ineficiente.
06:23
Now I keep thinking this would be a great name
154
368000
2000
Estou pensando agora que este seria um ótimo nome
06:25
for an indie rock band,
155
370000
2000
para uma banda de rock independente.
06:27
but developers generally use it
156
372000
3000
mas imobiliárias geralmente utilizam isto
06:30
to refer to underused parking lots --
157
375000
3000
para se referirem aos estacionamentos subutilizados.
06:33
and suburbia is full of them.
158
378000
3000
E os subúrbios estão cheios deles.
06:36
When the postwar suburbs were first built
159
381000
3000
Quando os primeiros subúrbios pós-guerra foram construídos
06:39
out on the cheap land
160
384000
2000
nas áreas baratas
06:41
away from downtown,
161
386000
2000
longe dos centros,
06:43
it made sense to just build
162
388000
2000
fazia sentido construir
06:45
surface parking lots.
163
390000
2000
estacionamentos térreos.
06:47
But those sites have now been leapfrogged
164
392000
2000
Mas este locais estão sendo deixados para trás
06:49
and leapfrogged again,
165
394000
2000
e ultrapassados novamente,
06:51
as we've just continued to sprawl,
166
396000
2000
uma vez que continuamos a expandir.
06:53
and they now have
167
398000
3000
E eles agora possuem
06:56
a relatively central location.
168
401000
2000
uma localização relativamente central.
06:58
It no longer just makes sense.
169
403000
3000
Não faz mais sentido.
07:01
That land is more valuable than just surface parking lots.
170
406000
3000
A terra é mais valiosa que apenas estacionamentos térreos.
07:04
It now makes sense to go back in,
171
409000
2000
Agora faz sentido voltar,
07:06
build a deck and build up
172
411000
3000
constuir um edifício-garagem
07:09
on those sites.
173
414000
2000
naqueles lugares.
07:11
So what do you do
174
416000
2000
Então o que você faz
07:13
with a dead mall,
175
418000
2000
com um shopping morto,
07:15
dead office park?
176
420000
2000
escritórios mortos?
07:17
It turns out, all sorts of things.
177
422000
3000
Todos os tipos de coisas.
07:20
In a slow economy like ours,
178
425000
2000
Em uma economia lenta como a nossa,
07:22
re-inhabitation is
179
427000
2000
a reabitação é
07:24
one of the more popular strategies.
180
429000
2000
uma das estratégias mais populares.
07:26
So this happens to be
181
431000
2000
Portanto este é
07:28
a dead mall in St. Louis
182
433000
2000
um shopping morto em St. Louis
07:30
that's been re-inhabited as art-space.
183
435000
3000
que foi transformado em um espaço de artes.
07:33
It's now home to artist studios,
184
438000
2000
Agora abriga estúdios de artistas,
07:35
theater groups, dance troupes.
185
440000
2000
grupos teatrais e trupes de dança.
07:37
It's not pulling in as much tax revenue
186
442000
2000
Não dá mais tanta receita tributária
07:39
as it once was,
187
444000
2000
quanto antes.
07:41
but it's serving its community.
188
446000
2000
Mas está servindo à comunidade.
07:43
It's keeping the lights on.
189
448000
2000
Está mantendo as luzes acessas.
07:45
It's becoming, I think, a really great institution.
190
450000
3000
Está se tornando, creio eu, realmente uma grande instituição.
07:48
Other malls have been re-inhabited
191
453000
2000
Outros shoppings foram transformados
07:50
as nursing homes,
192
455000
2000
em lares para idosos,
07:52
as universities,
193
457000
2000
em universidades,
07:54
and as all variety of office space.
194
459000
2000
e em todos tipos de espaço corporativo.
07:56
We also found a lot of examples
195
461000
2000
Também encontramos muitos exemplos
07:58
of dead big-box stores
196
463000
2000
de grandes lojas mortas
08:00
that have been converted into
197
465000
2000
que foram transformadas
08:02
all sorts of community-serving uses as well --
198
467000
3000
em várias formas de atender a comunidade --
08:05
lots of schools, lots of churches
199
470000
3000
muitas escolas, muitas igrejas
08:08
and lots of libraries like this one.
200
473000
2000
muitas bibliotecas como esta.
08:10
This was a little grocery store, a Food Lion grocery store,
201
475000
3000
Este era um pequeno mercado, o mercado Food Lion
08:13
that is now a public library.
202
478000
3000
que agora é a biblioteca pública.
08:17
In addition to, I think, doing a beautiful adaptive reuse,
203
482000
3000
Além disso, eu acho que fazendo uma bela reutilização adaptativa,
08:20
they tore up some of the parking spaces,
204
485000
2000
eles acabaram com alguns espaços destinados a estacionamento,
08:22
put in bioswales to collect and clean the runoff,
205
487000
3000
instalaram bio filtros para coleta e limpeza das calhas,
08:25
put in a lot more sidewalks
206
490000
3000
construiram mais calçadas
08:28
to connect to the neighborhoods.
207
493000
2000
para conectar os bairros.
08:30
And they've made this,
208
495000
2000
E transformaram
08:32
what was just a store along a commercial strip,
209
497000
3000
o que era apenas uma loja em um centro comercial,
08:35
into a community gathering space.
210
500000
3000
em um centro de encontros comunitário.
08:38
This one is a little L-shaped strip shopping center
211
503000
3000
Este é um pequeno shopping center em formato de L
08:41
in Phoenix, Arizona.
212
506000
2000
em Phoenix, Arizona.
08:43
Really all they did was they gave it a fresh coat of bright paint,
213
508000
3000
Realmente tudo o que fizeram foi dar uma nova cobertura de tinta brilhante,
08:46
a gourmet grocery,
214
511000
2000
uma mercearia gourmet,
08:48
and they put up a restaurant in the old post office.
215
513000
3000
e instalaram um restaurante em uma antiga agência de correio.
08:51
Never underestimate the power of food
216
516000
3000
Nunca subestime o poder da comida
08:54
to turn a place around
217
519000
2000
para mudar completamente o lugar
08:56
and make it a destination.
218
521000
2000
e torná-lo um ponto de encontro.
08:58
It's been so successful, they've now taken over the strip across the street.
219
523000
3000
Tem sido tão bem sucedido que eles agora assumiram o outro lado da rua.
09:01
The real estate ads in the neighborhood
220
526000
3000
E os anúncios imobiliários na vizinhança
09:04
all very proudly proclaim,
221
529000
2000
todos orgulhosamente proclamam,
09:06
"Walking distance to Le Grande Orange,"
222
531000
3000
"Distância a pé do Le Grande Orange,"
09:09
because it provided its neighborhood
223
534000
3000
porque deu à vizinhança
09:12
with what sociologists like to call
224
537000
2000
o que os sociólogos gostam de chamar
09:14
"a third place."
225
539000
2000
"um terceiro lugar".
09:16
If home is the first place
226
541000
2000
Se o lar é o primeiro lugar
09:18
and work is the second place,
227
543000
2000
e o trabalho o segundo lugar,
09:20
the third place is where you go to hang out
228
545000
2000
o terceiro lugar é onde você vai para curtir
09:22
and build community.
229
547000
2000
e se socializar.
09:24
And especially as suburbia is becoming
230
549000
2000
E especialmente como os subúrbios estão se tornando
09:26
less centered on the family,
231
551000
2000
cada vez menos centralizados em famílias,
09:28
the family households,
232
553000
2000
residências familiares,
09:30
there's a real hunger
233
555000
2000
há uma fome real
09:32
for more third places.
234
557000
3000
por mais terceiros lugares.
09:35
So the most dramatic retrofits
235
560000
3000
Então, as modernizações mais dramáticas
09:38
are really those in the next category,
236
563000
2000
são realmente aquelas na próxima categoria,
09:40
the next strategy: redevelopment.
237
565000
2000
a próxima estratégia, reconstrução.
09:42
Now, during the boom, there were several
238
567000
2000
Agora, durante o boom, houve vários
09:44
really dramatic redevelopment projects
239
569000
2000
projetos de reformas realmente dramáticas
09:46
where the original building
240
571000
2000
onde o edifício original
09:48
was scraped to the ground and then the whole site was rebuilt
241
573000
3000
foi posto ao chão e um novo local foi reconstruído
09:51
at significantly greater density,
242
576000
2000
com uma densidade significativamente maior,
09:53
a sort of compact, walkable urban neighborhoods.
243
578000
3000
um tipo compacto, bairros urbanos possíveis de se caminhar.
09:56
But some of them have been much more incremental.
244
581000
2000
Mas alguns deles foram muito mais graduais.
09:58
This is Mashpee Commons,
245
583000
2000
Este é o Mashpee Commons,
10:00
the oldest retrofit that we've found.
246
585000
2000
a readaptação mais velha que encontramos.
10:02
And it's just incrementally, over the last 20 years,
247
587000
3000
E apenas gradualmente, nos últimos 20 anos
10:05
built urbanism
248
590000
2000
construiu urbanismo
10:07
on top of its parking lots.
249
592000
2000
em cima de seus estacionamentos.
10:09
So the black and white photo shows
250
594000
2000
A foto em preto em branco mostra
10:11
the simple 60's strip shopping center.
251
596000
2000
o típico shopping center dos anos 60.
10:13
And then the maps above that
252
598000
2000
E então os mapas acima que
10:15
show its gradual transformation
253
600000
2000
mostram sua transformação gradual
10:17
into a compact,
254
602000
2000
em uma compacta
10:19
mixed-use New England village,
255
604000
3000
vila New England de uso misto,
10:22
and it has plans now that have been approved
256
607000
3000
e agora possui planos que foram aprovados
10:25
for it to connect
257
610000
3000
para conectá-lo
10:28
to new residential neighborhoods
258
613000
2000
a novos bairros residenciais
10:30
across the arterials
259
615000
2000
por meio de vias arteriais
10:32
and over to the other side.
260
617000
2000
e de um lado a outro.
10:34
So, you know, sometimes it's incremental.
261
619000
2000
Então, sabem, às vezes é gradual.
10:36
Sometimes, it's all at once.
262
621000
3000
Às vezes é tudo de uma vez.
10:39
This is another infill project on the parking lots,
263
624000
3000
Este é outro projeto de construção em áreas vazias de estacionamentos,
10:42
this one of an office park outside of Washington D.C.
264
627000
3000
este outro de um conjunto de escritórios na periferia de Washington D.C.
10:45
When Metrorail expanded transit into the suburbs
265
630000
3000
Quando a empresa metroviária expandiu as linhas para os subúrbios
10:48
and opened a station nearby to this site,
266
633000
3000
e abriu uma estação próxima a este local,
10:51
the owners decided
267
636000
2000
os proprietários decidiram
10:53
to build a new parking deck
268
638000
3000
construir um novo edifício garagem
10:56
and then insert on top of their surface lots
269
641000
3000
e colocar no lugar de seus estacionamentos térreos
10:59
a new Main Street, several apartments
270
644000
3000
uma nova rua comercial, vários apartamentos
11:02
and condo buildings,
271
647000
2000
e condomínios,
11:04
while keeping the existing office buildings.
272
649000
2000
enquanto mantinham os prédios de escritórios existentes.
11:06
Here is the site in 1940:
273
651000
3000
Aqui está o lugar em 1940.
11:09
It was just a little farm
274
654000
2000
Era apenas uma pequena fazenda
11:11
in the village of Hyattsville.
275
656000
2000
na vila de Hyattsville.
11:13
By 1980, it had been subdivided
276
658000
2000
Em 1980 ela foi subdividida
11:15
into a big mall on one side
277
660000
2000
em um grande mercado de um lado
11:17
and the office park on the other
278
662000
2000
e um conjunto de escritórios do outro.
11:19
and then some buffer sites for a library
279
664000
2000
e algumas zonas neutras para uma biblioteca
11:21
and a church to the far right.
280
666000
2000
e uma igreja à extrema direita.
11:23
Today, the transit,
281
668000
2000
Hoje, transporte público,
11:25
the Main Street and the new housing
282
670000
2000
a rua comercial e novas moradias
11:27
have all been built.
283
672000
2000
foram todas construídas.
11:29
Eventually, I expect that the streets
284
674000
2000
Eventualmente eu espero que as ruas
11:31
will probably extend through a redevelopment of the mall.
285
676000
3000
provavelmente se estenderão através de uma remodelagem do shopping.
11:34
Plans have already been announced
286
679000
2000
Já anunciaram planos
11:36
for a lot of those garden apartments
287
681000
2000
para construção de prédios de apartamentos com jardins
11:38
above the mall to be redeveloped.
288
683000
3000
em cima do shopping que será reformado.
11:41
Transit is a big driver of retrofits.
289
686000
3000
O transporte público é um grande responsável por adaptações.
11:44
So here's what it looks like.
290
689000
2000
Então aqui está como ele deverá ser.
11:46
You can sort of see the funky new condo buildings
291
691000
2000
Vocês podem ver aqui os novos condominios de prédios não convencionais
11:48
in between the office buildings
292
693000
2000
entre os edifícios de escritórios
11:50
and the public space and the new Main Street.
293
695000
3000
e o espaço público e a rua comercial.
11:53
This one is one of my favorites, Belmar.
294
698000
2000
Este é um dos meu favoritos, Belmar.
11:55
I think they really built an attractive place here
295
700000
3000
Acredito que eles realmente construiram um lugar atraente aqui
11:58
and have just employed all-green construction.
296
703000
3000
e utilizaram toda a construção verde.
12:01
There's massive P.V. arrays on the roofs
297
706000
3000
Há muitas fileiras de painéis solares nos telhados
12:04
as well as wind turbines.
298
709000
2000
assim como turbinas eólicas.
12:06
This was a very large mall
299
711000
2000
Este é um grande mercado
12:08
on a hundred-acre superblock.
300
713000
2000
numa superquadra de 40 hectares.
12:10
It's now 22
301
715000
2000
Agora são 22
12:12
walkable urban blocks
302
717000
2000
quadras urbanas de pedestres
12:14
with public streets,
303
719000
2000
com ruas públicas,
12:16
two public parks, eight bus lines
304
721000
2000
dois parques públicos, oito linhas de ônibus
12:18
and a range of housing types,
305
723000
2000
e uma variedade de tipos de habitação.
12:20
and so it's really given Lakewood, Colorado
306
725000
3000
Assim ele deu a Lakewood, no Colorado
12:23
the downtown
307
728000
2000
o centro da cidade
12:25
that this particular suburb never had.
308
730000
3000
que este subúrbio em particlar nunca teve.
12:28
Here was the mall in its heyday.
309
733000
2000
Aqui era o shopping em seu auge.
12:30
They had their prom in the mall. They loved their mall.
310
735000
3000
Eles faziam seus bailes no shopping. Adoravam o lugar.
12:33
So here's the site in 1975
311
738000
3000
Aqui está o local em 1975
12:36
with the mall.
312
741000
2000
com o shopping.
12:38
By 1995, the mall has died.
313
743000
2000
Em 1995 o lugar havia morrido.
12:40
The department store has been kept --
314
745000
2000
A loja de departamentos foi mantida.
12:42
and we found this was true in many cases.
315
747000
2000
E descobrimos que isto foi verdadeiro em muito casos.
12:44
The department stores are multistory; they're better built.
316
749000
2000
As lojas de departamentos são multi-lojas; elas foram bem construídas.
12:46
They're easy to be re-adapted.
317
751000
2000
Elas são fáceis de serem readaptadas.
12:48
But the one story stuff ...
318
753000
2000
Mas essas coisas de um só andar...
12:50
that's really history.
319
755000
3000
elas realmente se foram.
12:53
So here it is at projected build-out.
320
758000
3000
Então aqui está uma construção projetada.
12:56
This project, I think, has great connectivity
321
761000
2000
Este projeto, penso, possui grande conectividade
12:58
to the existing neighborhoods.
322
763000
2000
com os bairrros existentes.
13:00
It's providing 1,500 households with the option
323
765000
2000
Está fornecendo 1,500 habitações com a opção
13:02
of a more urban lifestyle.
324
767000
2000
de um estilo de vida mais urbano.
13:04
It's about two-thirds built out right now.
325
769000
3000
Dois terços já foram construídos até agora.
13:07
Here's what the new Main Street looks like.
326
772000
2000
Aqui está a nova aparência da rua comercial.
13:09
It's very successful,
327
774000
2000
É um sucesso.
13:11
and it's helped to prompt --
328
776000
2000
E ajudou a impulsionar
13:13
eight of the 13
329
778000
2000
oito dos treze
13:15
regional malls in Denver
330
780000
2000
shoppings regionais que Denver
13:17
have now, or have announced plans to
331
782000
2000
possui agora, ou anunciou planos de
13:19
be, retrofitted.
332
784000
2000
readaptar.
13:21
But it's important to note that all of this retrofitting
333
786000
3000
mas é importante notar que todas essas readaptações
13:24
is not occurring --
334
789000
2000
não estão ocorrendo --
13:26
just bulldozers are coming and just plowing down the whole city.
335
791000
3000
apenas escavedeiras estão chegando e avançando por toda a cidade.
13:29
No, it's pockets of walkability
336
794000
3000
Não, é um bolsão de locais para caminhar
13:32
on the sites of
337
797000
2000
em lugares de
13:34
under-performing properties.
338
799000
2000
propriedades sub-utilizadas.
13:36
And so it's giving people more choices,
339
801000
3000
E também está dando mais opções às pessoas.
13:39
but it's not taking away choices.
340
804000
3000
Mas não está retirando as escolhas.
13:42
But it's also not really enough
341
807000
2000
Mas também não e o suficiente
13:44
to just create pockets of walkability.
342
809000
3000
apenas criar bolsões de locais para pedestres.
13:47
You want to also try to get more systemic transformation.
343
812000
3000
Você também quer tentar obter transformações mais sistêmicas.
13:50
We need to also retrofit the corridors themselves.
344
815000
3000
Precisamos também readaptar os próprios corredores.
13:53
So this is one that has been
345
818000
2000
Este é um que foi
13:55
retrofitted in California.
346
820000
2000
readaptado na Califórnia.
13:57
They took the commercial strip
347
822000
2000
Eles pegaram o centro comercial
13:59
shown on the black-and-white images below,
348
824000
2000
mostrado nas imagens em preto e branco abaixo
14:01
and they built a boulevard
349
826000
2000
e construíram um boulevard
14:03
that has become the Main Street for their town.
350
828000
3000
que se tornou a rua comercial da cidade deles.
14:06
And it's transformed from being
351
831000
2000
E transformou de um
14:08
an ugly, unsafe,
352
833000
2000
feio, inseguro,
14:10
undesirable address,
353
835000
2000
e endereço não desejável,
14:12
to becoming a beautiful,
354
837000
3000
em um belo
14:15
attractive, dignified sort of good address.
355
840000
3000
atraente, bom e digno endereço.
14:18
I mean now we're hoping we start to see it;
356
843000
2000
Significa que agora esperamos começar a ver --
14:20
they've already built City Hall, attracted two hotels.
357
845000
3000
Eles já constuíram a prefeitura, atraíram dois hotéis.
14:23
I could imagine beautiful housing going up along there
358
848000
3000
Consigo imaginar bonitas residências construídas nessas direção aqui
14:26
without tearing down another tree.
359
851000
3000
sem derrubar outra árvore.
14:29
So there's a lot of great things,
360
854000
2000
Há muitas coisas ótimas.
14:31
but I'd love to see more corridors getting retrofitting.
361
856000
3000
Mas adoraria ver outros corredores sendo readaptados.
14:34
But densification
362
859000
2000
Mas a densificação
14:36
is not going to work everywhere.
363
861000
2000
não funcionará em todos os locais.
14:38
Sometimes re-greening
364
863000
2000
Às vezes tornar verde novamente
14:40
is really the better answer.
365
865000
3000
é realmente a melhor resposta.
14:43
There's a lot to learn from successful
366
868000
2000
Há muito que se aprender de
14:45
landbanking programs
367
870000
2000
programas de estoques de terrenos bem sucedidos
14:47
in cities like Flint, Michigan.
368
872000
2000
em cidades como Flint, em Michigan.
14:49
There's also a burgeoning suburban farming movement --
369
874000
2000
Há também um movimento crescente de subúrbios agrícolas
14:51
sort of victory gardens meets the Internet.
370
876000
3000
do tipo jardins vitorianos casando com a internet.
14:54
But perhaps one of the most important re-greening aspects
371
879000
3000
mas talvez um dos aspectos mais importantes da recuperação do verde
14:57
is the opportunity to restore
372
882000
2000
seja a oportunidade de restaurar
14:59
the local ecology,
373
884000
2000
a ecologia local,
15:01
as in this example outside of Minneapolis.
374
886000
2000
como neste exemplo fora de Minneapolis.
15:03
When the shopping center died,
375
888000
2000
Quando o shopping center fechou,
15:05
the city restored the site's
376
890000
2000
a cidade restaurou
15:07
original wetlands,
377
892000
2000
os mangues originais do local
15:09
creating lakefront property,
378
894000
2000
criando uma propriedade à beira do lago
15:11
which then attracted private investment,
379
896000
3000
a qual atraiu então investimentos particulares,
15:14
the first private investment to this very low-income neighborhood
380
899000
3000
o primeiro investimento privado neste bairro de baixíssima renda
15:17
in over 40 years.
381
902000
2000
nos últimos 40 anos.
15:19
So they've managed to both restore the local ecology
382
904000
3000
Assim eles conseguiram recuperar a ecologia local
15:22
and the local economy at the same time.
383
907000
3000
e a economia local ao mesmo tempo.
15:25
This is another re-greening example.
384
910000
2000
Este é outro exemplo de restauração verde.
15:27
It also makes sense in very strong markets.
385
912000
2000
Também faz sensitido em mercados muito fortes.
15:29
This one in Seattle
386
914000
2000
Este em Seattle
15:31
is on the site of a mall parking lot
387
916000
2000
está no local do estacionamento de um shopping
15:33
adjacent to a new transit stop.
388
918000
2000
adjacente a uma nova parada de trânsito.
15:35
And the wavy line
389
920000
2000
E a linha ondulada
15:37
is a path alongside a creek that has now been daylit.
390
922000
3000
é um caminho ao longo de um riacho que foi recuperado.
15:40
The creek had been culverted under the parking lot.
391
925000
3000
O riacho tinha sido canalizado sob o estacionamento.
15:43
But daylighting our creeks
392
928000
2000
Mas recuperando nossos riachos
15:45
really improves their water quality
393
930000
2000
realmente melhora a qualidade das águas
15:47
and contributions to habitat.
394
932000
2000
e contribui para o habitat.
15:49
So I've shown you some of
395
934000
2000
Eu mostrei a vocês alguns
15:51
the first generation of retrofits.
396
936000
2000
exemplos da primeira geração de readaptação.
15:53
What's next?
397
938000
2000
E depois?
15:55
I think we have three challenges for the future.
398
940000
3000
Acredito que tenhamos três desafios para o futuro.
15:58
The first is to plan retrofitting
399
943000
3000
O primeiro é planejar a readaptação
16:01
much more systemically
400
946000
2000
muito mais sistematicamente
16:03
at the metropolitan scale.
401
948000
2000
em escala metropolitana.
16:05
We need to be able to target
402
950000
2000
Precisamos ser capazes de focar
16:07
which areas really should be re-greened.
403
952000
2000
em quais áreas realmente deveriam ser recuperadas.
16:09
Where should we be redeveloping?
404
954000
2000
Onde deveríamos reformar?
16:11
And where should we be encouraging re-inhabitation?
405
956000
3000
E onde deveríamos encorajar a reabitação?
16:14
These slides just show two images
406
959000
2000
Esses slides mostram apenas duas imagens
16:16
from a larger project
407
961000
2000
de um projeto maior
16:18
that looked at trying to do that for Atlanta.
408
963000
2000
que parece que estão tentando fazer em Atlanta.
16:20
I led a team that was asked to imagine
409
965000
2000
Chefio uma equipe que foi solicitada a imaginar
16:22
Atlanta 100 years from now.
410
967000
3000
Atlanta daqui a 100 anos.
16:25
And we chose to try to reverse sprawl
411
970000
3000
E escolhemos reverter a expansão
16:28
through three simple moves -- expensive, but simple.
412
973000
3000
através de três movimentos simples -- caros, mas simples.
16:31
One, in a hundred years,
413
976000
2000
Um, em cem anos,
16:33
transit on all major
414
978000
2000
transporte público nos principais
16:35
rail and road corridors.
415
980000
2000
corredores de trem e rodoviários
16:37
Two, in a hundred years,
416
982000
2000
Dois, em cem anos,
16:39
thousand foot buffers
417
984000
2000
trezentos metros de recuo
16:41
on all stream corridors.
418
986000
2000
em todas as margens de córregos.
16:43
It's a little extreme, but we've got a little water problem.
419
988000
3000
É um pouco extremista, mas temos um probleminha de água.
16:46
In a hundred years,
420
991000
2000
Em cem anos,
16:48
subdivisions that simply end up too close to water
421
993000
2000
subdivisões que simplesmente acabam muito próximo à água
16:50
or too far from transit won't be viable.
422
995000
3000
ou muito longe do transporte público, não serão viáveis.
16:53
And so we've created the eco-acre
423
998000
3000
E assim criamos a transferência de acre ecológico
16:56
transfer-to-transfer development rights
424
1001000
2000
para transferir direitos de desenvolvimento
16:58
to the transit corridors
425
1003000
2000
para os corredores de transporte público
17:00
and allow the re-greening
426
1005000
2000
e permitir a restauração do verde
17:02
of those former subdivisions
427
1007000
2000
daquelas primeiras subdivisões
17:04
for food and energy production.
428
1009000
3000
para produção alimentícia e energética.
17:08
So the second challenge
429
1013000
3000
Assim o segundo desafio
17:11
is to improve the architectural design quality
430
1016000
3000
é melhorar a qualidade de design arquitetônico
17:14
of the retrofits.
431
1019000
2000
das readaptações.
17:16
And I close with this image
432
1021000
2000
E encerro com esta imagem
17:18
of democracy in action:
433
1023000
3000
da democracia em ação.
17:21
This is a protest that's happening
434
1026000
2000
Este é um protesto que está acontecendo
17:23
on a retrofit in Silver Spring, Maryland
435
1028000
3000
em uma readaptação em Silver Spring, Maryland
17:26
on an Astroturf town green.
436
1031000
3000
em um parque de grama artificial.
17:30
Now, retrofits are often accused
437
1035000
2000
Agora, as readaptações são frequentemente acusadas
17:32
of being examples of faux downtowns
438
1037000
3000
de serem exemplos de falsos centros
17:35
and instant urbanism,
439
1040000
3000
e urbanismos instantâneos.
17:38
and not without reason; you don't get much more phony
440
1043000
2000
e não sem razão; não há nada mais falso
17:40
than an Astroturf town green.
441
1045000
3000
quem um parque de grama artificial.
17:43
I have to say, these are very hybrid places.
442
1048000
3000
Tenho que dizer, esses são lugares muito híbridos.
17:46
They are new but trying to look old.
443
1051000
3000
São novos, mas tentando parecer velhos.
17:49
They have urban streetscapes,
444
1054000
2000
Eles possuem ruas projetadas para pedestres,
17:51
but suburban parking ratios.
445
1056000
2000
mas taxas de estacionamento suburbanas.
17:53
Their populations are
446
1058000
2000
Suas populações são
17:55
more diverse than typical suburbia,
447
1060000
3000
mais diversas que dos suburbios típicos,
17:58
but they're less diverse than cities.
448
1063000
2000
mas eles são menos diferentes que das cidades.
18:00
And they are
449
1065000
2000
e eles são
18:02
public places,
450
1067000
2000
lugares públicos,
18:04
but that are managed by private companies.
451
1069000
3000
mas que são administrados por companhias privadas.
18:07
And just the surface appearance
452
1072000
3000
E apenas a aparência superficial
18:10
are often -- like the Astroturf here --
453
1075000
3000
é - como a grama artificial aqui --
18:13
they make me wince.
454
1078000
3000
eles me fazem estremecer.
18:16
So, you know, I mean I'm glad that
455
1081000
2000
Então, como sabem, eu fico orgulhosa de que
18:18
the urbanism is doing its job.
456
1083000
2000
o urbanismo esteja fazendo seu trabalho.
18:20
The fact that a protest is happening
457
1085000
3000
O fato do protesto estar acontecendo
18:23
really does mean
458
1088000
2000
realmente significa
18:25
that the layout of the blocks, the streets and blocks, the putting in of public space,
459
1090000
3000
que o layout das quarteirões, ruas e quadras, colocadas em espaço público,
18:28
compromised as it may be,
460
1093000
2000
comprometido como pode ser,
18:30
is still a really great thing.
461
1095000
2000
é ainda algo muito legal.
18:32
But we've got to get the architecture better.
462
1097000
2000
Mas tivermos que melhorar a arquitetura,
18:34
The final challenge is for all of you.
463
1099000
3000
O desafio final é para todos vocês.
18:37
I want you to join the protest
464
1102000
2000
Quero que se unam ao protesto
18:39
and start demanding
465
1104000
2000
e comecem a exigir
18:41
more sustainable suburban places --
466
1106000
2000
mais subúrbios sustentáveis --
18:43
more sustainable places, period.
467
1108000
3000
mais locas sustentáveis, ponto final.
18:46
But culturally,
468
1111000
2000
Mas culturalmente,
18:48
we tend to think that downtowns
469
1113000
2000
tendemos a acreditar que os centros
18:50
should be dynamic, and we expect that.
470
1115000
2000
deveriam ser dinâmicos, e esperamos isso.
18:52
But we seem to have an expectation
471
1117000
2000
Mas parece que temos uma expectativa
18:54
that the suburbs should forever remain frozen
472
1119000
2000
de que os subúrbios deveriam ficar congelados para sempre
18:56
in whatever adolescent form
473
1121000
2000
em qualquer formato adolescente
18:58
they were first given birth to.
474
1123000
2000
em que eles surgiram primeiramente.
19:00
It's time to let them grow up,
475
1125000
3000
É hora de deixá-los crescer.
19:03
so I want you
476
1128000
2000
Então eu quero que vocês
19:05
to all support the zoning changes,
477
1130000
2000
apoiem as mudanças de zoneamento,
19:07
the road diets, the infrastructure improvements
478
1132000
3000
restrições de uso de estradas, melhorias de infraestrutura
19:10
and the retrofits that are coming soon to a neighborhood near you.
479
1135000
3000
e as readaptações que estarão chegando em breve em bairros perto de vocês
19:13
Thank you.
480
1138000
2000
Obrigada.
