ABOUT THE SPEAKER
Janette Sadik-Khan - City transportation expert
As commissioner of the NYC Department of Transportation under the Bloomberg administration, Janette Sadik-Khan was responsible for the smooth running of a New York that hides in plain sight ... the streets, highways, bridges, signs and lights.

Why you should listen

Janette Sadik-Khan was appointed commissioner of the New York City Department of Transportation in 2007. For six years, she managed nearly 5,000 employees and was responsible for the operation and management of some 6,300 miles of streets throughout the city's 5 boroughs.

Despite her access to a budget of some $2 billion, Sadik-Khan adopted a designer's approach to urban innovation: rapid testing and regular iteration. In other words, try an idea to see if it would work; if it didn't, try something else, no harm done. In Times Square, an iconic New York City location visited by 350,000 people every day, this involved the creation of pedestrian zones by painting the asphalt and putting up some lawn chairs. The success of the approach allowed her to create 50 pedestrian zones throughout the city, in the process repurposing 26 acres of space previously allocated to cars.

In 2013, she helped to introduce the instantly-popular Citi Bike bicycle-sharing program to the city, making New York one of the cycling capitals in the United States.

When we started开始 out, we did some early surveys调查

about how our streets街道 were used,

02:57
and we found发现 that New York纽约 City was largely大部分
59

03:08
(Laughter

03:10
It's not great for parents父母 with kids孩子.
64

03:13
It's not great for seniors老年人. It's not great for retailers零售商.
65
181435
3236
03:16
It's probably大概 not good for the fire hydrants消防栓.
66
184671
3041
03:19
Certainly当然 not good for the police警察 department.
67
187712
3052
03:22
So we worked工作 hard to change更改 that balance平衡,
68
190764
3009
03:25
and probably大概 the best最好 example of our new approach途径
69
193773
3335
03:29
is in Times Square广场.
70
197108
1635
03:30
Three hundred and fifty五十 thousand people a day
71
198743
3830
03:34
walk步行 through通过 Times Square广场,
72
202573
1710
03:36
and people had tried试着 for years年份 to make changes变化.
73
204283
2490
03:38
They changed signals信号, they changed lanes车道,
74
206773
2388
03:41
everything they could do to make Times Square广场 work better.
75
209161
2903
03:44
It was dangerous危险, hard to cross交叉 the street.
76
212064
2922
03:46
It was chaotic
77
214986
1721
03:48
And so, none没有 of those approaches方法 worked工作,
78
216707
2782
03:51
so we took a different不同 approach途径, a bigger approach途径,
79
219489
2049
03:53
looked看着 at our street differently不同.
80
221538
1669
03:55
And so we did a six-month6个月 pilot飞行员.
81

And the temporary临时 materials物料 are an important重要 part部分
85
236346
3167
04:11
of the program程序, because we were able能够 to show显示
86
239513
3425
04:14
how it worked工作.
87
242938
1369
04:16
And I work for a data-driven数据驱动 mayor市长, as you probably大概 know.
88
244307
2979
04:19
So it was all about the data数据.
89
247286
1836
04:21
So if it worked工作 better for traffic交通, if it was better for mobility流动性,
90
249122
3173
04:24
if it was safer更安全, better for business商业, we would keep it,
91
252295
2353
04:26
and if it didn't work, no harm危害, no foul犯规,
92
254648
2731
04:29
we could put it back the way that it was,
93
257379
1890
04:31
because these were temporary临时 materials物料.
94
259269
1261
04:32
And that was a very big part部分 of the buy-in买入,
95
260530
2909
04:35
much less anxiety焦虑 when you think that something

Every一切 project项目 has its surprises惊喜,

05:09
was how quickly很快 people flocked蜂拥而至 to the space空间.
109
297546

05:13
We put out the orange橙子 barrels,

It was like a Star Trek跋涉 episode插曲, you know?

05:24
Where they'd他们会 been, I don't know, but they were there.
115
312640
2758
05:27
And this actually其实 posed构成 an immediate即时 challenge挑战 for us,
116
315398
3144
05:30
because the street furniture家具 had not yet然而 arrived到达.
117
318542
3516
05:34
So we went to a hardware硬件 store商店
118
322058
2622
05:36
and bought hundreds数以百计 of lawn草坪 chairs椅子,
119

05:39
and we put those lawn草坪 chairs椅子 out on the street.
120
327027
3192
05:42
And the lawn草坪 chairs椅子 became成为 the talk of the town.
121
330219
3896
05:46
It wasn't about that we'd星期三 closed关闭 Broadway百老汇 to cars汽车.
122
334115
2884
05:48
It was about those lawn草坪 chairs椅子.
123
336999
1359
05:50
"What did you think about the lawn草坪 chairs椅子?"
124

“你觉得这些躺椅怎么样?”
05:51
"Do you like the color颜色 of the lawn草坪 chairs椅子?"
125

“你喜欢它们的颜色吗?”
05:53
So if you've got a big, controversial争论的 project项目,
