ABOUT THE SPEAKER
Carne Ross - Diplomat
Carne Ross is the founder of Independent Diplomat, a nonprofit that offers freelance diplomatic representation to small, developing and yet-unrecognized nations in the complex world of international negotiations.

Why you should listen

Carne Ross was a member of the British diplomat corps for a decade and a half -- until a crisis of faith in the system drove him to go freelance. With his nonprofit, Independent Diplomat, he and a team advise small and developing nations without a diplomatic corps, as well as unrecognized nations that would otherwise lack a voice in negotiations on their own futures. His group helped advise the Kosovars in their quest for recognition as a nation, and with Croatia on its application to join the EU. They're now working with Southern Sudan as it approaches a vote to separate (a vote that, on Sept. 8, 2010, US Secretary of State Clinton called "inevitable").

As Ross said to Time magazine, when it profiled him in a 2008 story called "Innovators/Peacemakers": "Our work is based on the belief that everybody has a right to some say in the resolution of their issues." He's the author of the 2007 book Independent Diplomat: Dispatches from an Unaccountable Elite.

06:57
that the government政府 exaggerated夸张的 the intelligence情报,

402000
3000
07:00
which哪一个 was very clear明确 in all the years年份 I'd read it.

2000
09:20
And that year, in Kosovo
222
545000
2000
09:22
this terrible可怕, terrible可怕 thing happened发生, which哪一个 I saw.

09:44
And the only way that rampaging狂暴 mob暴民 coming未来 down the street will stop
233
569000
3000
09:47
is when they decide决定 to stop

10:21
and the Kosovo科索沃 government政府, let alone单独 the Kosovo科索沃 people,
247
606000
2000
10:23
were not actually其实
248
608000
2000
10:25
participating参与 in those talks会谈.
249
610000
2000
10:27
There was this whole整个 fancy幻想 diplomatic外交 system系统,

254
623000
3000
10:41
It wasn't the only reason原因,

626000
2000
10:43
and life is not simple简单, one reason原因 narratives叙事.
256
628000
2000
10:45
It was a complicated复杂 thing,
257
630000
2000
10:47
and I'm not pretending假装 it was more simple简单 than it was.
258
632000
2000
10:49
But that was one of the reasons原因.
259
634000
2000
10:51
And that kind of gave me the inspiration
260
636000
2000
10:53
or rather to be precise精确,
261
638000
2000
10:55
it gave my wife妻子 the inspiration灵感.
262
640000
2000
10:57
She said, "Why don't you advise劝告 the Kosovars科索沃?

11:03
And the Kosovars科索沃 were not allowed允许 a diplomatic外交 service服务.
265
648000
2000
11:05
They were not allowed允许 diplomats外交官.
