ABOUT THE SPEAKER
Jaime Lerner - City evangelist
From building opera houses with wire to mapping the connection between the automobile and your mother-in-law, Jaime Lerner delights in discovering eccentric solutions to vexing urban problems. In the process he has transformed the face of cities worldwide.

Why you should listen

For many city governments seeking visible improvements in their congested streets, the pace of change is measured in months and years. For Jaime Lerner, it's measured in hours. As mayor of Curitiba, he transformed a gridlocked commercial artery into a spacious pedestrian mall over a long weekend, before skeptical merchants had time to finish reading their Monday papers.

Since then he's become a hero not only to his fellow Brazilians, but also to the growing ranks of municipal planners seeking greener, more sustainable cities. His dictum that "creativity starts when you cut a zero from your budget" has inspired a number of his unique solutions to urban problems, including sheltered boarding tubes to improve speed of bus transit; a garbage-for-food program allowing Curitibans to exchange bags of trash for bags of groceries; and trimming parkland grasses with herds of sheep.

In addition to serving three terms as mayor of Curitiba, Lerner has twice been elected governor of Parana State in Brazil. His revolutionary career in urban planning and architecture has not only improved cities worldwide, but has also brought him international renown. Among his many awards are the United Nations Environmental Award (1990), the Child and Peace Award from UNICEF (1996), and the 2001 World Technology Award for Transportation.

During many許多 years年份, I made製作 some speeches演講 starting開始 with this
3
12000
5000
00:35
saying: "City is not a problem問題, it's a solution."
4
17000
5000
"城市不是一個問題,而是一個解決辦法。”
00:40
And more and more, I'm convinced相信 that
5
22000
6000
00:46
it's not only a solution for a country國家,
6
28000
4000
00:50
but it's a solution for the problem問題 of climate氣候 change更改.
7
32000
5000
00:55
But we have a very pessimistic悲觀 approach途徑 about the cities城市.
8
37000
7000
01:02
I'm working加工 in cities城市 for almost幾乎 40 years年份,
9
44000
4000
01:06
and where every一切 mayor市長 is trying to tell me his city is so big,
10
48000
7000
01:13
or the other mayors市長 say, "We don't have financial金融 resources資源,"
11
55000
6000
01:19
I would like to say
12
61000
3000
01:22
from the experience經驗 I had: every一切 city in the world世界
13
64000
4000
01:26
can be improved改善 in less than three years年份.
14
68000
8000
01:34
There's no matter of scale規模. It's not a question of scale規模,
15
76000
4000
01:38
it's not a question of financial金融 resources資源.
16
80000
3000
01:41
Every一切 problem問題 in a city has to have its own擁有 equation方程 of co-responsibility共同責任
17
83000
7000
01:48
and also a design設計.
18
90000
3000
01:51
So to start開始, I want to introduce介紹 some characters人物
19
93000
6000
01:57
from a book I made製作 for teenagers青少年.
20
99000
3000
02:00
The best最好 example of quality質量 of life is the turtle
21
102000
6000
02:06
because the turtle is an example of living活的 and working加工 together一起.
22
108000
7000
02:13
And when you realize實現 that the casque of the turtle
23
115000
5000
02:18
looks容貌 like an urban城市的 tessituraTESSITURA,
24
120000
5000
02:23
and can we imagine想像, if we cut the casque of the turtle, how sad傷心 she's going to be?
25
125000
9000
02:32
And that's what we're doing in our cities城市:
26
134000
2000
02:34
living活的 here, working加工 here, having leisure閒暇 here.
27
136000
3000
02:37
And most of the people are leaving離開 the city
28
139000
4000
02:41
and living活的 outside of the city.
29
143000
3000
02:44
So, the other character字符 is Otto玫瑰油, the automobile汽車.
30
146000
6000
02:50
He is invited邀請 for a party派對 -- he never wants to leave離開.
31
152000
5000
02:55
The chairs椅子 are on the tables and still drinking,
32
157000
5000
03:00
and he drinks飲料 a lot. (Laughter笑聲)
33
162000
2000
03:02
And he coughs咳嗽 a lot. Very egotistical自負:
34
164000
4000
03:06
he carries攜帶 only one or two people
35
168000
3000
03:09
and he asks always for more infrastructure基礎設施.
36
171000
7000
03:16
Freeways
03:18
He's a very demanding嚴格 person.
38
180000
3000
03:21
And on the other hand, Accordion手風琴, the friendly友善 bus總線,
39
183000
4000
03:25
he carries攜帶 300 people --
40
187000
3000
03:39
Speaking請講 about the design設計: every一切 city has its own擁有 design設計.
42
201000
5000
03:44
Curitiba庫里蒂巴, my city: three million百萬 in the metropolitan宗主 area,
43
206000
4000
03:48
1,800,000 people in the city itself本身.
44
210000
5000
03:53
Curitiba庫里蒂巴, Rio里約熱內盧: it's like two birds鳥類 kissing接吻 themselves他們自己.
45
215000
3000
03:56
Oaxaca瓦哈卡, San Francisco弗朗西斯科 -- it's very easy簡單:
46
218000
3000
03:59
Market市場 Street, Van麵包車 Ness內斯 and the waterfront濱水.
47
221000
3000
04:02
And every一切 city has its own擁有 design設計.
48
224000
4000
04:06
But to make it happen發生, sometimes有時 you have to propose提出 a scenario腳本
49
228000
4000
04:10
and to propose提出 a design設計 --
50
232000
3000
04:13
an idea理念 that everyone大家, or the large majority多數,
51
235000
3000
04:16
will help you to make it happen發生.
52
238000
3000
04:19
And that's the structure結構體 of the city of Curitiba庫里蒂巴.
53
241000
5000
04:24
And it's an example of living活的 and working加工 together一起.
54
246000
5000
04:29
And this is where we have more density密度;
55
251000
5000
04:34
it's where we have more public上市 transport運輸.
56
256000
3000
04:37
So, this system系統 started開始 in '74. We started開始 with 25,000 passengers乘客 a day,
57
259000
8000
04:45
now it's 2,200,000 passengers乘客 a day.
58
267000
3000
04:48
And it took 25 years年份 until直到 another另一個 city ...
59
270000
4000
04:52
which哪一個 is Bogota波哥大, and they did a very good job工作.
60
274000
5000
04:57
And now there's 83 cities城市 all over the world世界 that they
61
279000
5000
05:02
are doing what they call the BRTBRT of Curitiba庫里蒂巴.
62
284000
4000
05:06
And one thing: it's important重要 not for only your own擁有 city;
63
288000
7000
05:13
every一切 city, besides除了 its normal正常 problems問題,
64
295000
4000
05:17
they have a very important重要 role角色
65
299000
3000
05:20
in being存在 with the whole整個 humanity人性.
66
302000
3000
05:23
That means手段 mostly大多 two main主要 issues問題 --
67
305000
5000
05:28
mobility流動性 and sustainability可持續性 -- are becoming變得 very important重要 for the cities城市.
68
310000
5000
05:33
And this is an articulated鉸接式 bus總線, double-articulated雙鉸接.
69
315000
5000
05:38
And we are very close to my house.
70
320000
3000
05:41
You can come when you are in Curitiba庫里蒂巴 and have a coffee咖啡 there.
71
323000
5000
05:46
And that's the evolution演化 of the system系統.
72
328000
2000
05:48
What in the design設計 that made製作 the difference區別
73
330000
4000
05:52
is the boarding登機 tubes:
74
334000
2000
05:54
the boarding登機 tube gives to the bus總線 the same相同 performance性能 as a subway地鐵.
75
336000
5000
05:59
That's why, I'm trying to say,
76
341000
5000
06:04
it's like metro-nizing城域nizing the bus總線.
77
346000
2000
06:06
This is the design設計 of the bus總線,
78
348000
6000
06:12
and you can pay工資 before entering進入 the bus總線 you're boarding登機.
79
354000
3000
06:15
And for handicapped殘廢, they can use this as a normal正常 system系統.
80
357000
8000
06:23
What I'm trying to say is
81
365000
3000
06:26
the major重大的 contribution貢獻 on carbon emissions排放 are from the cars汽車 --
82
368000
6000
06:32
more than 50 percent百分 -- so when we depend依靠 only on cars汽車, it's ...
83
374000
7000
06:41
-- that's why when we're talking about sustainability可持續性,
84
383000
4000
06:45
it's not enough足夠, green綠色 buildings房屋.
85
387000
3000
06:48
It's not enough足夠, a new materials物料.
86
390000
3000
06:51
It's not enough足夠, new sources來源 of energy能源.
87
393000
3000
06:54
It's the concept概念 of the city, the design設計 of the city,
88
396000
4000
06:58
that's also important重要, too. And also, how to teach the children孩子.
89
400000
11000
07:09
I'll speak說話 on this later後來 on.
90
411000
5000
07:14
Our idea理念 of mobility流動性 is trying
91
416000
3000
07:17
to make the connections連接 between之間 all the systems系統.
92
419000
3000
07:20
We started開始 in '83, proposing建議 for the city of Rio里約熱內盧
93
422000
5000
07:25
how to connect the subway地鐵 with the bus總線.
94
427000
3000
07:28
The subway地鐵 was against反對, of course課程.
95
430000
3000
07:31
And 23 years年份 after, they called us to develop發展 -- we're developing發展 this idea理念.
96
433000
6000
07:37
And you can understand理解 how different不同 it's going to be,
97
439000
4000
07:41
the image圖片 of Rio里約熱內盧 with the system系統 --
98
443000
3000
07:48
And it's not Shanghai上海,
100
450000
2000
07:50
it's not being存在 colored有色 during the day, only at night
101
452000
4000
07:54
it will look this way.
102
456000
3000
07:57
And before you say it's a Norman諾曼 Foster培育 design設計,
103
459000
5000
08:02
we designed設計 this in '83.
104
464000
5000
08:07
And this is the model模型,
105
469000
1000
08:08
how it's going to work. So, it's the same相同 system系統;
106
470000
5000
這就是它工作的模式。這是一個完全一樣的系統;
08:13
the vehicle車輛 is different不同. And that's the model模型.
107
475000
7000
08:20
What I'm trying to say is, I'm not trying
108
482000
3000
08:23
to prove證明 which哪一個 system系統 of transport運輸 is better.
109
485000
6000
08:29
I'm trying to say we have to combine結合
110
491000
3000
08:32
all the systems系統, and with one condition條件:
111
494000
5000
08:37
never -- if you have a subway地鐵, if you have surface表面 systems系統,
112
499000
6000
08:43
if you have any kind of system系統 --
113
505000
3000
08:46
never compete競爭 in the same相同 space空間.
114
508000
5000
08:51
And coming未來 back to the car汽車, I always used to say
115
513000
7000
08:58
that the car汽車 is like your mother-in-law岳母:
116
520000
5000
09:03
you have to have good relationship關係 with her,
117
525000
3000
09:06
but she cannot不能 command命令 your life.
118
528000
5000
09:11
So, when the only woman女人 in your life is your mother-in-law岳母,
119
533000
10000
09:21
you have a problem問題. (Laughter笑聲)
120
543000
4000
09:25
So, all the ideas思路 about how to transform轉變 through通過 design設計 --
121
547000
7000
09:32
old quarries採石場 and open打開 universities高校 and botanic植物 garden花園 --
122
554000
7000
09:39
all of it's related有關 to how we teach the children孩子.
123
561000
8000
09:47
And the children孩子, we teach during six months個月 how to separate分離 their garbage垃圾.
124
569000
4000
09:51
And after, the children孩子 teach their parents父母.
125
573000
5000
09:56
And now we have 70 percent
126
578000
3000
09:59
since以來 20 years年份, it's the highest最高 rate of separation分割 of garbage垃圾 in the world世界.
127
581000
6000
10:05
Seven zero.
128
587000
2000
七零。
10:07
(Applause
129
589000
5000
10:12
So teach the children
130
594000
3000
10:15
I would like to say, if we want to have a sustainable可持續發展 world世界
131
597000
6000
10:21
we have to work with everything what's said,
132
603000
4000
