ABOUT THE SPEAKER
Gordon Brown - British Prime Minister
Britain's former prime minister Gordon Brown played a key role in shaping the G20 nations' response to the world's financial crisis, and was a powerful advocate for a coordinated global response to problems such as climate change, poverty and social justice.

Why you should listen

During his long term of office, former UK prime minister Gordon Brown became one of the world's most experienced political leaders, with a deep understanding of the global economy based on 10 years' experience as Great Britain's Chancellor of the Exchequer. He has been a key architect of the G8's agreements on poverty and climate change, and has provided a passionate voice to encourage the developed world to aid struggling African countries. He is an advocate of global solutions for global problems -- through both the reinvention of international institution and the advancement of a global ethics.

While prime minister, Brown promoted technology as a tool for economic (and environmental) recovery. With his charge to "count the carbon and the pennies," research on electric cars and residential energy efficiency are slated to become a major part of the UK's recovery plan. He pushed for universal broadband and a general increase in spending on science. And he sought to use new communication tools like Twitter and YouTube as a means to communicate government policy.

08:56
the challenge挑戰 of poverty貧窮, of climate氣候 change更改 -- global全球 challenges挑戰
150
524000
4000

09:02
and needed需要 the creation創建 of a truly global全球 society社會.

09:06
We are the first generation which哪一個 is in a position位置 to do this.

09:25
Climate氣候 change更改 cannot不能 be solved解決了 in one country國家,
158
553000
3000
09:28
but has got to be solved解決了 by the world世界 working加工 together一起.
159
556000
3000
09:31
A financial金融 crisis危機, just as we have seen看到, could not be solved解決了
160
559000
2000
09:33
by America美國 alone單獨 or Europe歐洲 alone單獨;
161
561000
2000
單由美國或單由歐洲去解決;
09:35
it needed需要 the world世界 to work together一起.
162
563000
2000
09:37
Take the problems問題 of security安全 and terrorism恐怖主義 and, equally一樣,
163
565000
3000

We cannot不能 solve解決 these problems問題 unless除非 we work together一起.
167
576000
3000
09:51
So the great project項目 of our generation, it seems似乎 to me,
168
579000
3000
09:54
is to build建立 for the first time, out of a global全球 ethic倫理
169
582000
3000

10:10
We have now, and are the first generation with, the power功率 to do this.
174
598000
5000
10:15
Take climate氣候 change更改. Is it not absolutely絕對 scandalous誹謗性的

10:19
where we know that there is a climate氣候 change更改 problem問題,

10:23
where we know also that that will mean we have to give more resources資源

10:26
to the poorest最窮 countries國家 to deal合同 with that,

10:28
when we want to create創建 a global全球 carbon market市場,

616000
3000
10:31
but there is no global全球 institution機構

10:33
that people have been able能夠 to agree同意 upon

10:35
to deal合同 with this problem問題?
183
623000
2000

10:58
One of the reasons原因 why an institution機構 is not in itself本身 enough足夠
191
646000
5000
11:03
is that we have got to persuade說服 people around the world世界
192
651000
2000
11:05
to change更改 their behavior行為 as well,
193
653000
2000
11:07
so you need that global全球 ethic倫理 of fairness公平 and responsibility責任
194
655000
3000
11:10
across橫過 the generations.
195
658000
2000
11:12
Take the financial金融 crisis危機.

11:35
then you cannot不能 rely依靠 on a system系統 of national國民 supervision監督.
204
683000
3000
11:38
You need in the long run for stability穩定性, for economic經濟 growth發展,
205
686000
3000
11:41
for jobs工作, as well as for financial金融 stability穩定性,
206
689000
3000
11:44
global全球 economic經濟 institutions機構 that make sure

11:47
that growth發展 to be sustained持續 has to be shared共享,

11:54
So another另一個 challenge挑戰 for our generation is to create創建 global全球 institutions機構
211
702000
3000
11:57
that reflect反映 our ideas思路 of fairness公平 and responsibility責任,

12:21
and yet然而, out of people’s desire慾望 for a global全球 ethic倫理

12:24
and a global全球 society社會 that can be doneDONE.
219
732000
