ABOUT THE SPEAKER
Jennifer Granholm - Former governor of Michigan
A former two-term governor of Michigan, Jennifer M. Granholm makes the case for empowering states to create jobs through a Clean Energy Jobs Race to the Top.

Why you should listen

Jennifer M. Granholm was elected governor of Michigan in 2002, and in 2006, she was re-elected with the largest number of votes ever cast for governor in Michigan. As governor, Granholm led the state through a brutal economic downturn that resulted from a meltdown in the automotive and manufacturing sectors. She worked relentlessly to diversify the state’s economy, strengthen its auto industry, preserve the advancedmanufacturing sector, and add new, emerging sectors, such as clean energy, to Michigan’s economic portfolio.

During her tenure, she pioneered clean energy policies, working with business and labor, Republicans and Democrats to create new economic opportunities in Michigan. In 2005, the Granholm economic development team put together an aggressive strategy to make Michigan the hub of clean-energy development in North America by developing entire supply chains in Michigan, fostering critical partnerships between industry, government and researchers and by creating economic incentives that made Michigan the place to locate. Granholm’s plan included specific clustering strategies targeted at battery manufacturing, bio-energy, solar and wind power. Her leadership attracted to Michigan more than 89,000clean energy jobs and $9.4 billion in investments in that sector.  By the time she left office at the start of 2011, Michigan’s economy was rebounding and Gallup listed Michigan as state with the most improved jobs climate.

Her book A Governor’s Story: The Fight for Jobs and America’s Economic Future tells how Michigan pioneered ways out of an economic storm and offers  advice for a nation desperate to create jobs.

01:10
I was electedgekozen in 2002 and, at the endeinde of my first yearjaar in officekantoor in 2003,

4510
Ik werd gekozen in 2002.
Aan het eind van mijn eerste jaar in functie, in 2003,
01:15
I got a call from one of my staffpersoneel membersleden, who said,
20

2532
belde een van mij stafleden mij en zei:
01:17
"GovGov, we have a biggroot problemprobleem.

01:25

25
72691
4819
een koelkastenfabriek van Electrolux."
01:33
And I said, "Well, how manyveel people work at ElectroluxElectrolux?"
26
77510
2679
Ik vroeg: "Hoeveel mensen werken er bij Electrolux?"
01:36
And he said, "3,000 of the 8,000 people in GreenvilleGreenville."
27
80189
4930
Hij zei: "3.000 van de 8.000 mensen in Greenville."
01:41
So it is a one-companyeen Incompany townstad-.
28
85119
2781
Dus het is een dorp met één bedrijf.
01:43
And ElectroluxElectrolux was going to go to MexicoMexico.
29
87900
4928
Electrolux vertrok naar Mexico.
01:48
So I said, "ForgetVergeten that. I'm the newnieuwe GovernorGouverneur.
30

2888
Dus ik zei: "Ik dacht het niet. Ik ben de nieuwe gouverneur."
01:51
We can fixrepareren this. We're going to go to GreenvilleGreenville
31
95716
2288
We kunnen dit oplossen. We gaan naar Greenville
01:53
with my wholegeheel cabinetkabinet and we will just
32

met mijn hele kabinet en we doen
01:55
make ElectroluxElectrolux an offeraanbod they can't refuseweigeren."
33
99972
2905
Electrolux een aanbod
dat ze niet kunnen weigeren."
01:58
So I broughtbracht my wholegeheel cabinetkabinet,
34
102877
2431
Dus nam ik mijn hele kabinet mee
02:01
and we metleerde kennen with all of the pooh-bahsPooh-bahs of little GreenvilleGreenville --
35
105308
3712

de burgemeester, de wethouder

02:08
and we basicallyeigenlijk emptiedgeleegd our pocketspockets
37

Wij maakten onze zakken leeg
02:11
and put all of our chipschips on the tabletafel,

39

dat Electrolux kon overtuigen om te blijven.
02:19
and as we madegemaakt our pilestapel of chipschips,

Die hele stapel voordelen
02:20
we slidgleed them acrossaan de overkant the tabletafel to the managementbeheer of ElectroluxElectrolux.
41
124917
5107
schoven we over de tafel
naar het management van Electrolux.
02:25
And in the pilestapel were things like zeronul taxesbelastingen for 20 yearsjaar,
42
130024
4108
In de stapel zaten zaken als
20 jaar geen belastingen
02:30
or that we'dwij hadden help to buildbouwen a newnieuwe factoryfabriek for the companybedrijf,
43
134132
4216
of hulp om een nieuwe fabriek voor het bedrijf te bouwen.
02:34
we'dwij hadden help to financefinanciën it. The UAWUAW, who representedvertegenwoordigd the workersarbeiders,
44
138348
2793
Wij zouden helpen met financieren.
De vakbond, die de werknemers vertegenwoordigde,

02:44
So the managementbeheer of ElectroluxElectrolux tooknam our pilestapel,
47

2878
Het management van Electrolux nam onze stapel,
02:47
our listlijst of incentivesprikkels, and they wentgegaan outsidebuiten the roomkamer

kwamen ze terug en ze zeiden:
02:55

51
159475
2941
"Wauw, dit is het meest genereuze aanbod
02:58

om te proberen de banen hier te behouden.
03:02
But there's nothing you can do

03:13
And they did. And when they did, it was like
56
