ABOUT THE SPEAKER
Rory Stewart - Politician
Rory Stewart -- a perpetual pedestrian, a diplomat, an adventurer and an author -- is the member of British Parliament for Penrith and the Border.

Why you should listen

Now the member of British Parliament for Penrith and the Border, in rural northwest England, Rory Stewart has led a fascinatingly broad life of public service. He joined the Foreign Office after school, then left to begin a years-long series of walks across the Muslim world. In 2002, his extraordinary walk across post-9/11 Afghanistan resulted in his first book, The Places in Between. After the invasion of Iraq in 2003, he served as a Deputy Governorate Co-Ordinator in Southern Iraq for the coalition forces, and later founded a charity in Kabul.

To secure his Conservative seat in Parliament, he went on a walking tour of Penrith, covering the entire county as he talked to voters. In 2008, Esquire called him one of the 75 most influential people of the 21st century.

He says: "The world isn't one way or another. Things can be changed very, very rapidly by someone with sufficient confidence, sufficient knowledge and sufficient authority."

Rory Stewart: Why democracy matters

Rory Stewart: Por que a democracia é importante.

Filmed:

So little Billy goes to school,

Então Joãozinho vai pra a escola,
00:19
and he sits down and the teacher says,
1

2757
se senta e a professora pergunta:
00:22
"What does your father do?"
2

"O que o seu pai faz?"
00:25
And little Billy says, "My father plays the piano

E Joãozinho responde: "Meu pai toca piano

in an opium den."

00:32
So the teacher rings up the parents, and says,

00:34
"Very shocking story from little Billy today.

"Joãozinho me contou uma estória bem chocante hoje.
00:37
Just heard that he claimed that you play the piano

And the father says, "I'm very sorry. Yes, it's true, I lied.

E o pai responde: "Sinto muito. Sim, é verdade, eu menti.
00:47
But how can I tell an eight-year-old boy

that his father is a politician?" (Laughter)

que o pai dele é um político?" (Risos)
00:55
Now, as a politician myself, standing in front of you,
12

or indeed, meeting any stranger anywhere in the world,

when I eventually reveal the nature of my profession,

they look at me as though I'm somewhere between

01:12
and through all of this, I feel, strongly,
17

e, por causa disso, sinto, fortemente,
01:16
that something is going wrong.
18

01:42
family doctors, businesspeople, professors,

médicos de família, empresários, professores,
01:47
distinguished economists, historians, writers,

economistas notáveis, historiadores, escritores,

army officers ranging from colonels down to regimental sergeant majors.

01:56
All of them, however, including myself, as we walk underneath
28

3661
02:00
those strange stone gargoyles just down the road,
29
104219
4108
daquelas estranhas gárgulas de pedras na rua,
02:04
feel that we've become less than the sum of our parts,
30
108327
4026
02:08
feel as though we have become profoundly diminished.
31
112353
5673
02:13
And this isn't just a problem in Britain.
32
118026
4128
02:18
It's a problem across the developing world,
33
122154
2733
02:20
and in middle income countries too. In Jamaica,
34
124887
2634
assim como de economias de renda média. Na Jamaica,
02:23
for example -- look at Jamaican members of Parliament,
35
127521
3308
02:26
you meet them, and they're often people who are
36
130829
2980
02:29
Rhodes Scholars, who've studied at Harvard or at Princeton,
37
133809
5444
02:35
and yet, you go down to downtown Kingston,
38
139253
3061
02:38
and you are looking at one of the most depressing sites
39
142314
3644
02:41
that you can see in any middle-income country in the world:
40
145958
4085
02:45
a dismal, depressing landscape
41
150043
2763
uma paisagem sombria e deprimente
02:48
of burnt and half-abandoned buildings.
42
152806
3190
de prédios queimados e meio abandonados.
02:51
And this has been true for 30 years, and the handover
43
155996
3128
02:55
in 1979, 1980, between one Jamaican leader who was
44
159124
4266
em 1979, 1980, de um líder jamaicano que era
02:59
the son of a Rhodes Scholar and a Q.C. to another
45

3475
03:02
who'd done an economics doctorate at Harvard,

03:05
over 800 people were killed in the streets

cerca de 800 pessoas foram mortas nas ruas

in drug-related violence.

por violência ligada às drogas.
03:12
Ten years ago, however, the promise of democracy
49
176625
3482
Dez anos atrás, no entanto, a promessa de democracia
03:16
seemed to be extraordinary. George W. Bush stood up
50
180107
3983
parecia extraordinária. George W. Bush, ao fazer
03:19
in his State of the Union address in 2003
51
184090
3160
seu discurso do Estado da Nação em 2003,
03:23
and said that democracy was the force that would beat
52
187250
4029
03:27
most of the ills of the world. He said,
53
191279
3026
a maioria dos males do mundo. Ele disse que,
03:30
because democratic governments respect their own people
54
194305
3773
03:33
and respect their neighbors, freedom will bring peace.
55
198078
5734
e respeitarem seus vizinhos, a liberdade traria paz.
03:39
Distinguished academics at the same time argued that
56
203812
3634
Ao mesmo tempo, acadêmicos notáveis defendiam que
03:43
democracies had this incredible range of side benefits.
57
207446
3678
as democracias tinham este incrível leque de benefícios colaterais.
03:47
They would bring prosperity, security,
58
211124
3300
Elas trariam prosperidade, segurança,
03:50
overcome sectarian violence,
59
214424
2821
subjugariam a violência sectária,
03:53
ensure that states would never again harbor terrorists.
60
217245
4465
03:57
Since then, what's happened?
61
221710
2354
Desde então, o que aconteceu?
03:59
Well, what we've seen is the creation, in places like Iraq
62
224064
3194
04:03
and Afghanistan, of democratic systems of government
63
227258
3988
e Afeganistão, de sistemas democráticos de governo
04:07
which haven't had any of those side benefits.
64
231246
2890
04:10
In Afghanistan, for example, we haven't just had one election
65
234136
2993
04:13
or two elections. We've gone through three elections,
66
237129
2667
nem duas eleições. Tivemos três eleições,
04:15
presidential and parliamentary. And what do we find?
67
239796
3127
presidenciais e parlamentares. E o que temos?
04:18
Do we find a flourishing civil society, a vigorous rule of law
68
242923
3611
04:22
and good security? No. What we find in Afghanistan
69
246534
3461
e segurança pública? Não. O que temos no Afeganistão
04:25
is a judiciary that is weak and corrupt,
70
249995
4145
é um Judiciário fraco e corrupto,
04:30
a very limited civil society which is largely ineffective,
71
254140
4185
uma sociedade civil muito limitada tremendamente ineficiente,
04:34
a media which is beginning to get onto its feet
72
258325
3004
04:37
but a government that's deeply unpopular,
73
261329
2825
mas um governo que é profundamente impopular,
04:40
perceived as being deeply corrupt, and security
74
264154
3768
percebido como profundamente corrupto, e a segurança
04:43
that is shocking, security that's terrible.
75
267922
3813
que é chocante, a segurança pública é horrível.
04:47
In Pakistan, in lots of sub-Saharan Africa,
76
271735
4658
No Paquistão, em partes da África subsaariana,
04:52
again you can see democracy and elections are compatible
77
276393
2992
04:55
with corrupt governments, with states that are unstable
78
279385
3849
com governos corruptos, com estados instáveis
04:59
and dangerous.
79
283234
2857
e perigosos.
05:01
And when I have conversations with people, I remember
80
286091
2284
05:04
having a conversation, for example, in Iraq,
81
288375
2881
de ter conversado, por exemplo, no Iraque,
05:07
with a community that asked me
82
291256
2689
com uma comunidade que me perguntou
05:09
whether the riot we were seeing in front of us,
83
293945
3510
05:13
this was a huge mob ransacking a provincial council building,
84
297455
3823
05:17
was a sign of the new democracy.
85
301278
4692
era um sinal da nova democracia.
05:21
The same, I felt, was true in almost every single one
86
305970
4141
05:26
of the middle and developing countries that I went to,
87
310111
2948
05:28
and to some extent the same is true of us.
88
313059
4051
05:33
Well, what is the answer to this? Is the answer to just
89
317110
2576
Seria simplesmente
05:35
give up on the idea of democracy?
90
319686
2658
desistir da ideia de democracia?
05:38
Well, obviously not. It would be absurd
91
322344
3742
Bem, obviamente que não. Seria um absurdo
05:41
if we were to engage again in the kind of operations
92
326086
2787
05:44
we were engaged in, in Iraq and Afghanistan
93
328873
3076
nas quais estivemos metidos no Iraque e no Afeganistão.
05:47
if we were to suddenly find ourselves in a situation
94
331949
3520
Se de repente nos colocássemos na situação
05:51
in which we were imposing
95
335469
2675
de impor
05:54
anything other than a democratic system.
96
338144
2439
qualquer outro sistema diferente do democrático.
05:56
Anything else would run contrary to our values,
97
340583
2552
Tudo o mais seria ir contra nossos valores,
05:59
it would run contrary to the wishes of the people
98
343135
2251
seria ir contra os desejos do povo
06:01
on the ground, it would run contrary to our interests.
99
345386
3623
do lugar, seria ir contra nossos próprios interesses.
06:04
I remember in Iraq, for example, that we went through
100
349009
3307
06:08
a period of feeling that we should delay democracy.
101
352316
2541
06:10
We went through a period of feeling that the lesson learned
102
354857
2692
06:13
from Bosnia was that elections held too early
103
357549
3578
na Bósnia foi que eleições realizadas precocemente
06:17
enshrined sectarian violence, enshrined extremist parties,
104
361127
4234
consagravam a violência sectária, consagravam partidos extremistas.
06:21
so in Iraq in 2003 the decision was made,
105
365361
2818
06:24
let's not have elections for two years. Let's invest in
106
368179
3117
não vamos ter eleições por dois anos. Vamos investir na
06:27
voter education. Let's invest in democratization.
107
371296
4172
educação do eleitor. Vamos investir na democratização.
06:31
The result was that I found stuck outside my office
108
375468
4018
06:35
a huge crowd of people, this is actually a photograph
109
379486
2172
06:37
taken in Libya but I saw the same scene in Iraq
110
381658
3480
06:41
of people standing outside screaming for the elections,
111
385138
4125
06:45
and when I went out and said, "What is wrong
112
389263
2766
06:47
with the interim provincial council?
113
392029
2960
com o conselho provincial interino?
06:50
What is wrong with the people that we have chosen?
114
394989
3668
06:54
There is a Sunni sheikh, there's a Shiite sheikh,
115
398657
2745
06:57
there's the seven -- leaders of the seven major tribes,
116
401402
3151
07:00
there's a Christian, there's a Sabian,
117
404553
2554
tem um cristão, tem um sabiano,
07:03
there are female representatives, there's every political party in this council,
118
407107
4244
07:07
what's wrong with the people that we chose?"
119
411351
2640
07:09
The answer came, "The problem isn't the people
120
413991
3098
07:12
that you chose. The problem is that you chose them."
121
417089
5801
que vocês escolheram. O problema é que vocês é que as escolheram."
07:18
I have not met, in Afghanistan, in even the most
122
422890
3432
Não encontrei, no Afeganistão, mesmo na comunidade
07:22
remote community, anybody who does not want
123
426322
3127
mais remota, alguém que não quisesse dar
07:25
a say in who governs them.
124
429449
2784
sua contribuição a quem os governava.
07:28
Most remote community, I have never met a villager
125
432233
2061
07:30
who does not want a vote.
126
434294
3582
que não quisesse votar.
07:33
So we need to acknowledge
127
437876
3280
Então precisamos saber
07:37
that despite the dubious statistics, despite the fact that
128
441156
3582
07:40
84 percent of people in Britain feel politics is broken,
129
444738
5423
07:46
despite the fact that when I was in Iraq, we did an opinion poll
130
450161
2972
07:49
in 2003 and asked people what political systems they preferred,
131
453133
4258
07:53
and the answer came back that
132
457391
2324
e a resposta foi que
07:55
seven percent wanted the United States,
133
459715
3061
7% queriam os Estados Unidos,
07:58
five percent wanted France,
134
462776
2723
5% queriam a França,
08:01
three percent wanted Britain,
135
465499
2655
3% queriam a Inglaterra,
08:04
and nearly 40 percent wanted Dubai, which is, after all,
136
468154
4355
08:08
not a democratic state at all but a relatively prosperous
137
472509
2766
08:11
minor monarchy, democracy is a thing of value
138
475275
4703
próspera. Democracia é algo de valor
08:15
for which we should be fighting. But in order to do so
139
479978
3162
pelo qual deveríamos estar lutando. No entanto, para fazer isso
08:19
we need to get away from instrumental arguments.
140
483140
3352
precisamos nos afastar dos argumentos instrumentais.
08:22
We need to get away from saying democracy matters
141
486492
3568
08:25
because of the other things it brings.
142
490060
3107
08:29
We need to get away from feeling, in the same way,
143
493167
2125
08:31
human rights matters because of the other things it brings,
144
495292
3597
08:34
or women's rights matters for the other things it brings.
145
498889
3692
08:38
Why should we get away from those arguments?
146
502581
2304
08:40
Because they're very dangerous. If we set about saying,
147
504885
2404
Porque eles são muito perigosos. Se começarmos a dizer,
08:43
for example, torture is wrong because it doesn't extract
148
507289
4693
08:47
good information, or we say, you need women's rights
149
511982
5198
08:53
because it stimulates economic growth by doubling the size of the work force,
150
517180
4680
08:57
you leave yourself open to the position where
151
521860
1657
você se coloca numa posição em que
08:59
the government of North Korea can turn around and say,
152
523517
2093
09:01
"Well actually, we're having a lot of success extracting
153
525610
2863
"Bem, na verdade, estamos tendo bastante sucesso conseguindo
09:04
good information with our torture at the moment,"
154
528473
2501
boa informação com nossa tortura no momento,"
09:06
or the government of Saudi Arabia to say, "Well,
155
530974
1960
09:08
our economic growth's okay, thank you very much,
156
532934
1729
nosso crescimento econômico vai muito bem, obrigado,
09:10
considerably better than yours,
157
534663
1460
consideravelmente melhor que o de vocês,
09:12
so maybe we don't need to go ahead with this program on women's rights."
158
536123
4806
09:16
The point about democracy is not instrumental.
159
540929
3681
09:20
It's not about the things that it brings.
160
544610
2789
09:23
The point about democracy is not that it delivers
161
547399
2565
09:25
legitimate, effective, prosperous rule of law.
162
549964
6244
09:32
It's not that it guarantees peace with itself or with its neighbors.
163
556208
4645
09:36
The point about democracy is intrinsic.
164
560853
2917
A questão central da democracia é intrínseca.
09:39
Democracy matters because it reflects an idea of equality
165
563770
5331
09:45
and an idea of liberty. It reflects an idea of dignity,
166
569101
4408
e uma ideia de liberdade. Ela reflete uma ideia de dignidade,
09:49
the dignity of the individual, the idea that each individual
167
573509
3870
09:53
should have an equal vote, an equal say,
168
577379
3601
09:56
in the formation of their government.
169
580980
3995
na formação de seu governo.
10:00
But if we're really to make democracy vigorous again,
170
584975
4066
10:04
if we're ready to revivify it, we need to get involved
171
589041
2613
se realmente vamos revivificá-la, precisamos nos envolver
10:07
in a new project of the citizens and the politicians.
172
591654
4801
10:12
Democracy is not simply a question of structures.
173
596455
4388
10:16
It is a state of mind. It is an activity.
174
600843
4017
É um estado mental. É uma atividade.
10:20
And part of that activity is honesty.
175
604860
3791
E parte dessa atividade é honestidade.
10:24
After I speak to you today, I'm going on a radio program
176
608651
3538
10:28
called "Any Questions," and the thing you will have noticed
177
612189
2303
10:30
about politicians on these kinds of radio programs
178
614492
3800
10:34
is that they never, ever say that they don't know the answer
179
618292
3465
10:37
to a question. It doesn't matter what it is.
180
621757
1635
a uma pergunta. Não importa qual seja.
10:39
If you ask about child tax credits, the future of the penguins
181
623392
3352
10:42
in the south Antarctic, asked to hold forth on whether or not
182
626744
4622
no sul da Antártica, se perguntarem se
10:47
the developments in Chongqing contribute
183
631366
2632
os empreendimentos em Chongqing contribuem
10:49
to sustainable development in carbon capture,
184
633998
2334
10:52
and we will have an answer for you.
185
636332
2762
10:54
We need to stop that, to stop pretending to be
186
639094
3185
10:58
omniscient beings.
187
642279
1885
seres oniscientes.
11:00
Politicians also need to learn, occasionally, to say that
188
644164
3560
11:03
certain things that voters want, certain things that voters
189
647724
3746
11:07
have been promised, may be things
190
651470
3863
prometidas aos eleitores, podem ser coisas
11:11
that we cannot deliver
191
655333
3145
que nós não vamos conseguir cumprir,
11:14
or perhaps that we feel we should not deliver.
192
658478
3782
11:18
And the second thing we should do is understand
193
662260
2891
11:21
the genius of our societies.
194
665151
2992
a índole das nossas sociedades,
11:24
Our societies have never been so educated, have never
195
668143
4029
nossas sociedades nunca foram tão instruídas, nunca foram
11:28
been so energized, have never been so healthy,
196
672172
2936
11:31
have never known so much, cared so much,
197
675108
2948
nunca souberam tanto, se importaram tanto,
11:33
or wanted to do so much, and it is a genius of the local.
198
678056
5896
11:39
One of the reasons why we're moving away
199
683952
2698
11:42
from banqueting halls such as the one in which we stand,
200
686650
3501
11:46
banqueting halls with extraordinary images on the ceiling
201
690151
4476
salões majestosos com imagens extraordinárias no teto
11:50
of kings enthroned,
202
694627
1775
de reis entronados,
11:52
the entire drama played out here on this space,
203
696402
3152
o drama inteiro encenado aqui neste lugar,
11:55
where the King of England had his head lopped off,
204
699554
2859
11:58
why we've moved from spaces like this, thrones like that,
205
702413
4331
12:02
towards the town hall, is we're moving more and more
206
706744
3725
12:06
towards the energies of our people, and we need to tap that.
207
710469
3948
12:10
That can mean different things in different countries.
208
714417
2790
12:13
In Britain, it could mean looking to the French,
209
717207
3313
12:16
learning from the French,
210
720520
1743
aprender com os franceses,
12:18
getting directly elected mayors in place
211
722263
3629
implementar a eleição direta para prefeito
12:21
in a French commune system.
212
725892
2488
num sistema de comunas francês.
12:24
In Afghanistan, it could have meant instead of concentrating
213
728380
2834
12:27
on the big presidential and parliamentary elections,
214
731214
2554
nas grandes eleições presidenciais e parlamentares,
12:29
we should have done what was in the Afghan constitution
215
733768
2317
12:31
from the very beginning, which is to get direct local elections going
216
736085
4680
12:36
at a district level and elect people's provincial governors.
217
740765
5547
no âmbito distrital e eleger governantes provinciais do povo.
12:42
But for any of these things to work,
218
746312
2723
Mas para qualquer uma dessas coisas funcionar,
12:44
the honesty in language, the local democracy,
219
749035
2823
a honestidade na linguagem, a democracia local,
12:47
it's not just a question of what politicians do.
220
751858
2768
12:50
It's a question of what the citizens do.
221
754626
2068
12:52
For politicians to be honest, the public needs to allow them to be honest,
222
756694
4907
12:57
and the media, which mediates between the politicians
223
761601
2579
13:00
and the public, needs to allow those politicians to be honest.
224
764180
4631
e o povo, precisa permitir que esses políticos sejam honestos.
13:04
If local democracy is to flourish, it is about the active
225
768811
3622
13:08
and informed engagement of every citizen.
226
772433
4236
13:12
In other words, if democracy is to be rebuilt,
227
776669
4401
13:16
is to become again vigorous and vibrant,
228
781070
4324
e se torne novamente vigorosa e vibrante,
13:21
it is necessary not just for the public
229
785394
3146
é necessário não apenas que o povo
13:24
to learn to trust their politicians,
230
788540
2914
aprenda a confiar em seus políticos,
13:27
but for the politicians to learn to trust the public.
231
791454
4872
13:32
Thank you very much indeed. (Applause)
232
796326
4000
Muito obrigado mesmo. (Aplausos)
