ABOUT THE SPEAKER
Chrystia Freeland - Plutocracy chronicler
In "Plutocrats," Chrystia Freeland explores the growing gap between the working poor and the increasingly disconnected mega-rich.

Why you should listen

Author Chrystia Freeland looks under the hood of global capitalism to expose the technological, economic and structural inequalities pushing society in unforeseen directions. Along the way, she takes the temperature of a rising caste -- the super rich -- and shows how the creation of vast fortunes at the top hollow out the middle class in western industrialised countries. This rising income inequality, she argues, has a structural character, and is becoming a cultural and social issue, with consequences for social cohesion and social mobility.

Freeland began her career as an “accidental journalist” with frontline bulletins from the Ukraine in the heat of the Soviet collapse. She is now an editor at Thomson Reuters, and is frequently featured on media outlets ranging from the International Herald Tribune to The Colbert Report.

Chrystia Freeland: A ascensão dos novos super-ricos globais

Filmed:

00:12
So here's the most important economic fact of our time.
0
629
5288
Então, eis aqui o fato econômico
mais importante de nossa era.
00:17
We are living in an age of surging income inequality,
1
5917
4030
Vivemos numa época de crescente
desigualdade de renda
00:21
particularly between those at the very top
2
9947
2925
especialmente entre aqueles
bem lá no topo
00:24
and everyone else.
3
12872
1836
e todas as outras pessoas.
00:26
This shift is the most striking in the U.S. and in the U.K.,
4
14708
4022
Esta situação é mais alarmante
nos EUA e no Reino Unido,
00:30
but it's a global phenomenon.
5
18730
2198
mas é um fenômeno mundial,
00:32
It's happening in communist China,
6
20928
2323
que está acontecendo na China comunista,
00:35
in formerly communist Russia,
7
23251
1723
na Rússia, que já foi comunista,
00:36
it's happening in India, in my own native Canada.
8
24974
3294
está acontecendo na Índia, e no meu
país de origem, o Canadá.
00:40
We're even seeing it in cozy social democracies
9
28268
2967
Acontece até no conforto
dos países social-democratas
00:43
like Sweden, Finland and Germany.
10
31235
3625
como Suécia, Finlândia e Alemanha.
00:46
Let me give you a few numbers to place what's happening.
11
34860
3911
Deixem-me dar algumas estatísticas,
para situar tudo isso.
00:50
In the 1970s, the One Percent
12
38771
2709
Nos anos 70, o 1% mais rico
00:53
accounted for about 10 percent of the national income
13
41480
4277
representava cerca de 10% da renda nacional
00:57
in the United States.
14
45757
1764
dos Estados Unidos.
00:59
Today, their share has more than doubled
15
47521
3309
Hoje, essa fatia mais do que dobrou
01:02
to above 20 percent.
16
50830
2439
para mais de 20%.
01:05
But what's even more striking
17
53269
2100
Mas ainda mais impressionante
01:07
is what's happening at the very tippy top
18
55369
2686
é o que está acontecendo bem, bem lá topo
01:10
of the income distribution.
19
58055
2242
da distribuição de renda.
01:12
The 0.1 percent in the U.S.
20
60297
3004
Somente 0,1% da população americana
01:15
today account for more than eight percent
21
63301
3229
representa hoje mais de 8%
01:18
of the national income.
22
66530
1890
da renda nacional.
01:20
They are where the One Percent was 30 years ago.
23
68420
4493
Eles estão onde o 1% estava há 30 anos.
01:24
Let me give you another number to put that in perspective,
24
72913
2768
Deixem-me dar mais uma estatística,
para pôr tudo isso em perspectiva.
01:27
and this is a figure that was calculated in 2005
25
75681
3518
Estes dados foram calculados em 2005,
01:31
by Robert Reich,
26
79199
1459
por Robert Reich,
01:32
the Secretary of Labor in the Clinton administration.
27
80658
2739
o Secretário do Trabalho
na administração Clinton.
01:35
Reich took the wealth of two admittedly very rich men,
28
83397
5304
Reich analisou a fortuna de dois caras
inegavelmente riquíssimos:
01:40
Bill Gates and Warren Buffett,
29
88701
2720
Bill Gates e Warren Buffett,
01:43
and he found that it was equivalent to the wealth
30
91421
2949
e descobriu que ela era equivalente à renda
01:46
of the bottom 40 percent of the U.S. population,
31
94370
4753
dos 40% mais pobres dos Estados Unidos juntos,
01:51
120 million people.
32
99123
2842
120 milhões de pessoas.
01:53
Now, as it happens,
33
101965
2364
Agora, acontece que
01:56
Warren Buffett is not only himself a plutocrat,
34
104329
2804
Warren Buffett não é apenas
um plutocrata por si só.
01:59
he is one of the most astute observers of that phenomenon,
35
107133
3727
Ele é um dos observadores
mais perspicazes desse fenômeno,
02:02
and he has his own favorite number.
36
110860
3302
e tem até uma estatística favorita.
02:06
Buffett likes to point out that in 1992,
37
114162
3943
Buffett gosta de destacar que em 1992,
02:10
the combined wealth of the people
38
118105
2162
a fortuna de todas as pessoas
02:12
on the Forbes 400 list --
39
120267
2329
que entraram para a lista
dos 400 da Forbes,
02:14
and this is the list of the 400 richest Americans --
40
122596
3397
que é a lista dos 400 americanos mais ricos,
02:17
was 300 billion dollars.
41
125993
2772
somava 300 bilhões de dólares.
02:20
Just think about it.
42
128765
1201
Imaginem só.
02:21
You didn't even need to be a billionaire
43
129966
2027
Você não precisava nem ser bilionário
02:23
to get on that list in 1992.
44
131993
2973
para entrar na lista de 1992.
02:26
Well, today, that figure has more than quintupled
45
134966
4013
Bem, atualmente, esse número
é mais do que cinco vezes maior:
02:30
to 1.7 trillion,
46
138979
2886
1,7 trilhões.
02:33
and I probably don't need to tell you
47
141865
2178
E acho que eu nem preciso dizer,
02:36
that we haven't seen anything similar happen
48
144043
2461
que não vimos nada parecido acontecer
02:38
to the middle class,
49
146504
1385
com a classe média.
02:39
whose wealth has stagnated if not actually decreased.
50
147889
4701
A renda da classe média estagnou,
isso se não tiver diminuído.
02:44
So we're living in the age of the global plutocracy,
51
152590
4060
Ou seja, vivemos na época
de plutocracia global,
02:48
but we've been slow to notice it.
52
156650
2041
mas estamos demorando pra perceber.
02:50
One of the reasons, I think,
53
158691
1683
Uma das razões, na minha opinião,
02:52
is a sort of boiled frog phenomenon.
54
160374
2978
é um fenômeno da metáfora do
"sapo cozido em água quente"
02:55
Changes which are slow and gradual
55
163352
2563
Mudanças lentas e graduais
02:57
can be hard to notice
56
165915
1540
às vezes são difíceis de perceber,
02:59
even if their ultimate impact is quite dramatic.
57
167455
2904
mesmo se seu impacto final for bastante
dramático. Acho que é por isso
03:02
Think about what happened, after all, to the poor frog.
58
170359
3232
que não percebemos.
Imaginem só, coitado do sapo.
03:05
But I think there's something else going on.
59
173591
2815
Mas eu acho que há algo mais acontecendo.
03:08
Talking about income inequality,
60
176406
2110
Falar sobre desigualdade de renda,
03:10
even if you're not on the Forbes 400 list,
61
178516
2531
até mesmo se você não está
no ranking da Forbes,
03:13
can make us feel uncomfortable.
62
181047
2141
pode ser desconfortável.
03:15
It feels less positive, less optimistic,
63
183188
3445
Parece menos positivo, menos otimista,
03:18
to talk about how the pie is sliced
64
186633
2529
discutir quem pega as maiores fatias do bolo
03:21
than to think about how to make the pie bigger.
65
189162
3052
do que pensar em como
fazer esse bolo crescer.
03:24
And if you do happen to be on the Forbes 400 list,
66
192214
2728
E se por acaso você estiver
no ranking da Forbes,
03:26
talking about income distribution,
67
194942
2798
falar sobre distribuição de renda,
03:29
and inevitably its cousin, income redistribution,
68
197740
3687
e, inevitavelmente, sua prima,
a redistribuição de renda,
03:33
can be downright threatening.
69
201427
2540
pode ser completamente ameaçador.
03:35
So we're living in the age of surging income inequality,
70
203967
4276
Vivemos numa época de crescente
desigualdade de renda,
03:40
especially at the top.
71
208243
2113
especialmente no topo.
03:42
What's driving it, and what can we do about it?
72
210356
3588
O que está causando isso,
e o que podemos fazer?
03:45
One set of causes is political:
73
213944
3666
Uma parte dos motivos é política:
03:49
lower taxes, deregulation, particularly of financial services,
74
217610
5595
impostos mais baixos, desregulamentação,
especialmente dos serviços financeiros,
03:55
privatization, weaker legal protections for trade unions,
75
223205
5130
privatização, proteções legais mais
fracas para os sindicatos,
04:00
all of these have contributed
76
228335
2440
tudo isso contribuiu
04:02
to more and more income going to the very, very top.
77
230775
4117
para a renda se deslocar
para quem está lá no topo.
04:06
A lot of these political factors can be broadly lumped
78
234892
3423
Muitos destes fatores políticos
podem ser agrupados
04:10
under the category of "crony capitalism,"
79
238315
3329
sob a ampla categoria
"capitalismo de compadrio",
04:13
political changes that benefit a group
80
241644
2177
mudanças politicas que beneficiam um grupo
04:15
of well-connected insiders
81
243821
2162
de informantes com relações vantajosas,
04:17
but don't actually do much good for the rest of us.
82
245983
3538
mas não são muito boas
para o resto de nós.
04:21
In practice, getting rid of crony capitalism
83
249521
3389
Na prática, livrar-se
do capitalismo de compadrio
04:24
is incredibly difficult.
84
252910
2041
é incrivelmente difícil.
04:26
Think of all the years reformers of various stripes
85
254951
3493
Pensem em quantos anos
reformistas de todo tipo
04:30
have tried to get rid of corruption in Russia, for instance,
86
258444
3394
tentaram se livrar da corrupção
na Rússia, por exemplo,
04:33
or how hard it is to re-regulate the banks
87
261838
3029
ou como é difícil instituir uma
nova regulamentação para os bancos,
04:36
even after the most profound financial crisis
88
264867
3157
até mesmo após
a crise financeira mais profunda
04:40
since the Great Depression,
89
268024
1622
desde a Grande Depressão,
04:41
or even how difficult it is to get the big multinational companies,
90
269646
4596
ou até mesmo como é difícil conseguir
que as grandes multinacionais,
04:46
including those whose motto might be "don't do evil,"
91
274242
4011
inclusive aquelas que têm
"não faça o mal" como slogan,
04:50
to pay taxes at a rate even approaching that
92
278253
2774
a pagar impostos
com taxa parecida à que
04:53
paid by the middle class.
93
281027
2108
a classe média paga.
04:55
But while getting rid of crony capitalism in practice
94
283135
3036
Mas, enquanto se livrar do capitalismo
de compadrio na prática
04:58
is really, really hard,
95
286171
1996
é muito, muito difícil,
05:00
at least intellectually, it's an easy problem.
96
288167
3468
ao menos intelectualmente,
é um problema fácil.
05:03
After all, no one is actually in favor of crony capitalism.
97
291635
5649
Afinal, ninguém é realmente a favor
do capitalismo de compadrio.
05:09
Indeed, this is one of those rare issues
98
297284
2647
Realmente, este é um dos raros tópicos
05:11
that unites the left and the right.
99
299931
3235
que unem a esquerda e a direita.
05:15
A critique of crony capitalism is as central
100
303166
2820
Criticar o capitalismo
de compadrio é tão importante
05:17
to the Tea Party as it is to Occupy Wall Street.
101
305986
4297
para o Tea Party quanto
para o Occupy Wall Street.
05:22
But if crony capitalism is, intellectually at least,
102
310283
4338
Mas se o capitalismo de compadrio é,
ao menos intelectualmente,
05:26
the easy part of the problem,
103
314621
2035
a parte fácil do problema,
05:28
things get trickier when you look at the economic drivers
104
316656
3275
as coisas ficam mais complicadas quando
olhamos para os fatores econômicos
05:31
of surging income inequality.
105
319931
2753
que levam ao crescimento
da desigualdade de renda.
05:34
In and of themselves, these aren't too mysterious.
106
322684
3739
Por si só, esses fatores
não são mistério nenhum.
05:38
Globalization and the technology revolution,
107
326423
3047
A globalização e a revolução tecnológica,
05:41
the twin economic transformations
108
329470
2540
as transformações econômicas gêmeas
05:44
which are changing our lives
109
332010
1698
que estão mudando nossas vidas
05:45
and transforming the global economy,
110
333708
2097
e transformando a economia global,
05:47
are also powering the rise of the super-rich.
111
335805
3467
estão levando ao crescimento dos super-ricos.
05:51
Just think about it.
112
339272
1580
Imaginem só.
05:52
For the first time in history,
113
340852
1988
Pela primeira vez na história,
05:54
if you are an energetic entrepreneur
114
342840
2739
se você for um empresário cheio de energia
05:57
with a brilliant new idea
115
345579
1699
com uma ideia nova brilhante
05:59
or a fantastic new product,
116
347278
2415
ou um produto novo fantástico,
06:01
you have almost instant, almost frictionless access
117
349693
3679
você tem acesso quase instantaneamente,
quase sem problemas,
06:05
to a global market of more than a billion people.
118
353372
3980
a um mercado global que conta com
mais de um bilhão de pessoas.
06:09
As a result, if you are very, very smart
119
357352
3834
Como resultado, se você for
muito, muito esperto
06:13
and very, very lucky,
120
361186
1795
e muito, muito sortudo,
06:14
you can get very, very rich
121
362981
2851
você pode ficar muito, muito rico
06:17
very, very quickly.
122
365832
2530
muito, muito depressa.
06:20
The latest poster boy for this phenomenon
123
368362
2842
O mais novo garoto propaganda
desse fenômeno
06:23
is David Karp.
124
371204
1980
é David Karp.
06:25
The 26-year-old founder of Tumblr
125
373184
2855
O fundador de 26 anos do Tumbir
06:28
recently sold his company to Yahoo
126
376039
2782
recentemente vendeu
sua empresa para o Yahoo
06:30
for 1.1 billion dollars.
127
378821
3033
por 1,1 bilhão de dólares.
06:33
Think about that for a minute:
128
381854
1538
Imaginem só:
06:35
1.1 billion dollars, 26 years old.
129
383392
4414
1,1 bilhão de dólares, 26 anos de idade.
06:39
It's easiest to see how the technology revolution
130
387806
3447
É mais fácil ver como
a revolução tecnológica
06:43
and globalization are creating this sort of superstar effect
131
391253
3621
e a globalização estão criando
esse tipo de efeito celebridade,
06:46
in highly visible fields,
132
394874
1943
em áreas bastante visíveis,
06:48
like sports and entertainment.
133
396817
2303
como esportes e entretenimento.
06:51
We can all watch how a fantastic athlete
134
399120
3375
Todo mundo já viu como um atleta fantástico
06:54
or a fantastic performer can today leverage his or her skills
135
402495
4344
ou um artista fantástico podem lucrar
com suas habilidades
06:58
across the global economy as never before.
136
406839
3668
usando a economia global, como nunca antes.
07:02
But today, that superstar effect
137
410507
2080
Mas atualmente, esse efeito celebridade
07:04
is happening across the entire economy.
138
412587
2982
ocorre em todas as áreas.
07:07
We have superstar technologists.
139
415569

Existem tecnólogos celebridade,
07:09
We have superstar bankers.
140

07:11
We have superstar lawyers and superstar architects.
141

Existem advogados celebridade

07:14
There are superstar cooks

Existem cozinheiros celebridade
07:16
and superstar farmers.

There are even, and this is my personal favorite example,
144
425744
2783
Existem até, esse é meu exemplo favorito,
07:20
superstar dentists,
145
428527

dentistas celebridade.
07:22
the most dazzling exemplar of whom

dos sorrisos de outras
celebridades como ele,
07:30
like Russian oligarch Roman Abramovich
149
438303
2681
como o oligarca russo Roman Abramovich
07:32
or European-born American fashion designer
150
440984
2861
ou a designer de moda europeia
naturalizada americana,
07:35
Diane von Furstenberg.
151
443845
2045
Diane von Furstenberg.
07:37
But while it's pretty easy to see how globalization
152
445890
3083
Ainda que seja fácil ver como a globalização
07:40
and the technology revolution
153
448973
1912
e a revolução tecnológica
07:42
are creating this global plutocracy,
154
450885
2471
estão criando esta plutocracia global,
07:45
what's a lot harder is figuring out what to think about it.
155
453356
4167
o difícil é descobrir o que
deveríamos achar de tudo isso.
07:49
And that's because,
156
457523
1526
Isso porque,
07:51
in contrast with crony capitalism,
157
459049
2377
diferente do capitalismo de compadrio,
07:53
so much of what globalization and the technology revolution
158
461426
3910
muito do que a globalização e
a revolução tecnológica fizeram
07:57
have done is highly positive.
159
465336
2363
é altamente positivo.
07:59
Let's start with technology.
160
467699
1735
Vamos começar pela tecnologia.
08:01
I love the Internet. I love my mobile devices.
161
469434
3610
Eu adoro a Internet. Adoro meus celulares.
08:05
I love the fact that they mean that
162
473044
1834
Adoro o fato de que eles permitem
08:06
whoever chooses to will be able to watch this talk
163
474878
3686
que qualquer pessoa assista a esta palestra,
08:10
far beyond this auditorium.
164
478564
2047
estando a quilômetros
de distância deste auditório.
08:12
I'm even more of a fan of globalization.
165
480611
3109
E sou ainda mais fã da globalização.
08:15
This is the transformation
166
483720
1987
Essa é a transformação
08:17
which has lifted hundreds of millions
167
485707
2424
que fez com que centenas
de milhões de pobres
08:20
of the world's poorest people out of poverty
168
488131
3049
saíssem da miséria,
08:23
and into the middle class,
169
491180
1442
e entrassem para a classe média,
08:24
and if you happen to live in the rich part of the world,
170
492622
3042
e se por acaso você viver
na parte rica do globo,
08:27
it's made many new products affordable --
171
495664
3507
novos produtos se tornaram
acessíveis por causa dela.
08:31
who do you think built your iPhone? —
172
499171
2526
Quem você acha que fez o seu iPhone?
08:33
and things that we've relied on for a long time much cheaper.
173
501697
3822
E coisas que já existem há muito
tempo ficaram mais baratas.
08:37
Think of your dishwasher or your t-shirt.
174
505519
2624
Pense na sua máquina de
lavar louça, ou na sua camiseta.
08:40
So what's not to like?
175
508143
2536
Então, o que existe de ruim na globalização?
08:42
Well, a few things.
176
510679
1892
Bem, algumas coisas.
08:44
One of the things that worries me
177
512571
2104
Uma das coisas que me preocupam
08:46
is how easily what you might call meritocratic plutocracy
178
514675
4163
é a facilidade com que a chamada
plutocracia meritocrática
08:50
can become crony plutocracy.
179
518838
2696
pode virar "plutocracia de compadrio".
08:53
Imagine you're a brilliant entrepreneur
180
521534
2659
Imagine que você é um empresário brilhante
08:56
who has successfully sold that idea or that product
181
524193
3377
que conseguiu vender
aquela sua ideia ou produto
para bilhões de pessoas em todo o mundo,
08:59
to the global billions
182
527570
1379
09:00
and become a billionaire in the process.
183
528949
2566
e virou um bilionário por causa disso.
09:03
It gets tempting at that point
184
531515
2369
Nesse momento, fica tentador
09:05
to use your economic nous
185
533884
2975
usar seus dons econômicos
09:08
to manipulate the rules of the global political economy
186
536859
4272
para manipular as regras da
política econômica global
09:13
in your own favor.
187
541131
2086
a seu favor.
09:15
And that's no mere hypothetical example.
188
543217
2749
E não se trata de um exemplo hipotético.
09:17
Think about Amazon, Apple, Google, Starbucks.
189
545966
4429
Pense na Amazon, Apple, Google, Starbucks.
09:22
These are among the world's most admired,
190
550395
2104
Essas empresas estão
entre as mais admiradas,
09:24
most beloved, most innovative companies.
191
552499
2546
mais amadas e mais inovadoras do mundo.
09:27
They also happen to be particularly adept
192
555045
2924
Elas também parecem especialmente hábeis
09:29
at working the international tax system
193
557969
2238
em mudar o sistema tributário internacional
09:32
so as to lower their tax bill very, very significantly.
194
560207
4558
para fazer reduções muito,
muito drásticas em seus impostos.
09:36
And why stop at just playing the global political
195
564765
4315
E por que se contentar em seguir o sistema
09:41
and economic system as it exists
196
569080
2088
político e econômico internacional,
tal como ele existe,
09:43
to your own maximum advantage?
197
571168
2145
tentando tirar o máximo
de vantagem?
09:45
Once you have the tremendous economic power
198
573313
4317
Uma vez que você tenha o poder
econômico extraordinário,
09:49
that we're seeing at the very, very top of the income distribution
199
577630
3073
que vemos bem lá no topo
da distribuição de renda,
09:52
and the political power that inevitably entails,
200
580703
3250
e o poder político que está incluído
no poder econômico,
09:55
it becomes tempting as well
201
583953
2513
torna-se tentador também
09:58
to start trying to change the rules of the game
202
586466
3588
tentar mudar as regras do jogo
10:02
in your own favor.
203
590054
2102
para ganhar vantagem.
10:04
Again, this is no mere hypothetical.
204
592156
2734
De novo, não é só uma hipótese.
10:06
It's what the Russian oligarchs did
205
594890
1935
Os oligarcas russos fizeram isso,
10:08
in creating the sale-of-the-century privatization
206
596825
3262
quando conduziram a privatização em massa
10:12
of Russia's natural resources.
207
600087
1970
dos recursos naturais da Rússia.
10:14
It's one way of describing what happened
208
602057
1774
Um dos jeitos de explicar
como isso aconteceu
10:15
with deregulation of the financial services
209
603831
2035
é a desregulamentação
dos serviços financeiros
10:17
in the U.S. and the U.K.
210
605866
2235
americanos e britânicos.
10:20
A second thing that worries me
211
608101
1926
Outra coisa que me preocupa
10:22
is how easily meritocratic plutocracy
212
610027
2731
é a facilidade com que
a plutocracia meritocrática
10:24
can become aristocracy.
213
612758
2746
pode virar aristocracia.
10:27
One way of describing the plutocrats
214
615504
2075
Os plutocratas podem ser descritos
10:29
is as alpha geeks,
215
617579
1807
como líderes de grande inteligência,
10:31
and they are people who are acutely aware
216
619386
2514
pessoas que têm plena consciência
10:33
of how important highly sophisticated
217
621900
2408
de como é importante ter habilidades
de análise e quantificação
10:36
analytical and quantitative skills are in today's economy.
218
624308
4182
altamente sofisticadas
no cenário econômico atual.
10:40
That's why they are spending
219
628490
2419
É por isso que eles gastam
10:42
unprecedented time and resources
220
630909
2777
tempo e recursos sem precedentes
10:45
educating their own children.
221
633686
1897
na educação de seus filhos.
10:47
The middle class is spending more on schooling too,
222
635583
3267
A classe média também
gasta mais com escolas,
10:50
but in the global educational arms race
223
638850
2361
mas nessa corrida armamentista por educação,
10:53
that starts at nursery school
224
641211
1784
que começa lá no jardim de infância
10:54
and ends at Harvard, Stanford or MIT,
225
642995
3738
e termina em Harvard, Stanford ou no MIT,
10:58
the 99 percent is increasingly outgunned
226
646733
3478
os 99% são ultrapassados pelo 1%,
11:02
by the One Percent.
227
650211
1539
cada vez mais.
11:03
The result is something that economists Alan Krueger
228
651750
2706
O resultado é o que
os economistas Alan Krueger
11:06
and Miles Corak call the Great Gatsby Curve.
229
654456
3705
e Miles Corak chamam
"Curva do Grande Gatsby".
11:10
As income inequality increases,
230
658161
2803
Com o aumento da desigualdade de renda,
11:12
social mobility decreases.
231
660964
2773
a mobilidade social diminui.
11:15
The plutocracy may be a meritocracy,
232
663737
2758
Plutocracia pode ser
uma questão de meritocracia,
11:18
but increasingly you have to be born
233
666495
2216
mas, cada dia mais, você tem que nascer
11:20
on the top rung of the ladder to even take part in that race.
234
668711
4884
no topo da pirâmide
se quiser entrar na disputa.
11:25
The third thing, and this is what worries me the most,
235
673595
3024
A terceira coisa, que é
a que mais me preocupa,
11:28
is the extent to which those same largely positive forces
236
676619
4351
é até que ponto essas forças, que são
em sua maioria positivas,
11:32
which are driving the rise of the global plutocracy
237
680970
3190
que impulsionam a ascenção
da plutocracia global,
11:36
also happen to be hollowing out the middle class
238
684160
3432
também estão, por acaso,
prejudicando a classe média
11:39
in Western industrialized economies.
239
687592
2954
nas economias industriais do ocidente.
11:42
Let's start with technology.
240
690546
2087
Vamos começar pela tecnologia.
11:44
Those same forces that are creating billionaires
241
692633
3073
As mesmas forças que criam bilionários
11:47
are also devouring many traditional middle-class jobs.
242
695706
4023
também devoram muitos dos empregos
tradicionais da classe média.
11:51
When's the last time you used a travel agent?
243
699729
2939
Quando foi a última vez que você
contratou um agente de viagens?
11:54
And in contrast with the industrial revolution,
244
702668
3081
E, ao contrário do que aconteceu
na revolução industrial,
11:57
the titans of our new economy
245
705749
2156
os titãs da nossa nova economia
11:59
aren't creating that many new jobs.
246
707905
2802
não estão gerando muitos empregos.
12:02
At its zenith, G.M. employed hundreds of thousands,
247
710707
3819
Em seu auge, a G.M. empregou
centenas de milhares.
12:06
Facebook fewer than 10,000.
248
714526
3023
O Facebook emprega menos de 10 mil.
12:09
The same is true of globalization.
249
717549
2670
Isso também ocorre com a globalização.
12:12
For all that it is raising hundreds of millions of people
250
720219
3243
Mesmo que ela esteja tirando
centenas de milhares de pessoas
12:15
out of poverty in the emerging markets,
251
723462
2340
da miséria, nos mercados emergentes,
12:17
it's also outsourcing a lot of jobs
252
725802
2866
ela está também terceirizando
muitos dos empregos
12:20
from the developed Western economies.
253
728668
2301
das economias desenvolvidas ocidentais.
12:22
The terrifying reality is
254
730969
2767
A terrível verdade é que
12:25
that there is no economic rule
255
733736
2257
não existe regra econômica aplicável
12:27
which automatically translates
256
735993
2937
que automaticamente se traduza
12:30
increased economic growth
257
738930
1703
em maior crescimento econômico
12:32
into widely shared prosperity.
258
740633
2310
e prosperidade bem distribuída.
12:34
That's shown in what I consider to be
259
742943
2674
Isso fica claro no que eu considero
12:37
the most scary economic statistic of our time.
260
745617
3683
a estatística mais assustadora
dos tempos atuais.
12:41
Since the late 1990s, increases in productivity
261
749300
4058
Desde o final da década de 90,
os aumentos na produtividade
12:45
have been decoupled from increases
262
753358
2662
não acompanham os números
de geração de emprego
12:48
in wages and employment.
263
756036
1934
e aumento de salário.
12:49
That means that our countries are getting richer,
264
757970
2944
Isso significa que nossos países
estão ficando mais ricos,
12:52
our companies are getting more efficient,
265
760914
2624
nossas empresas, mais eficientes,
12:55
but we're not creating more jobs
266
763538
1941
mas não estamos gerando mais empregos,
12:57
and we're not paying people, as a whole, more.
267
765479
3871
e não estamos pagando mais
às pessoas em geral.
13:01
One scary conclusion you could draw from all of this
268
769350
4209
Uma conclusão assustadora
que se pode tirar disso
13:05
is to worry about structural unemployment.
269
773559
3711
é a preocupação com desemprego estrutural.
13:09
What worries me more is a different nightmare scenario.
270
777270
3787
O que me preocupa mais ainda é uma
outra situação, que seria um pesadelo .
13:13
After all, in a totally free labor market,
271
781057
2592
Afinal, em um mercado
de trabalho totalmente livre,
13:15
we could find jobs for pretty much everyone.
272
783649
3202
poderíamos achar empregos
para quase todo mundo.
13:18
The dystopia that worries me
273
786851
2028
A distopia que me preocupa
13:20
is a universe in which a few geniuses
274
788879
3646
é a de um universo
em que uns poucos gênios
13:24
invent Google and its ilk
275
792525
2080
inventam o Google e coisas do tipo
13:26
and the rest of us are employed giving them massages.
276
794605
5195
e o restante de nós trabalha
como seus massagistas.
13:31
So when I get really depressed about all of this,
277
799800
2633
Então quando eu fico
muito deprimida com isso,
13:34
I comfort myself in thinking about the Industrial Revolution.
278
802433
3829
eu me consolo pensando
na Revolução Industrial.
13:38
After all, for all its grim, satanic mills,
279
806262
3895
Afinal, mesmo com aquelas
fábricas tenebrosas, diabólicas,
13:42
it worked out pretty well, didn't it?
280
810157
2500
acabou dando certo, não?
13:44
After all, all of us here are richer, healthier, taller --
281
812657
7023
Afinal, todo estamos mais ricos,
mais saudáveis, mais altos...
13:51
well, there are a few exceptions —
282
819680
2026
Bom, com algumas exceções...
13:53
and live longer than our ancestors in the early 19th century.
283
821706
4991
E vivemos mais do que nossos
ancestrais do início do século XIX.
13:58
But it's important to remember
284
826697
2584
Mas é importante lembrar
14:01
that before we learned how to share the fruits
285
829281
2822
que antes de aprendermos
a compartilhar os frutos
14:04
of the Industrial Revolution
286
832103
1679
da Revolução Industrial
14:05
with the broad swathes of society,
287
833782
2563
com as maiores fatias da sociedade,
14:08
we had to go through two depressions,
288
836345
3395
tivemos que passar por duas depressões,
14:11
the Great Depression of the 1930s,
289
839740
1859
a Grande Depressão da década de 1930,
14:13
the Long Depression of the 1870s,
290
841599
2854
a da década de 1870,
14:16
two world wars, communist revolutions
291
844453
3167
duas guerras mundiais,
revoluções comunistas
14:19
in Russia and in China,
292
847620
2079
na Rússia e na China,
14:21
and an era of tremendous social
293
849699
2325
e uma era de enorme agitação
14:24
and political upheaval in the West.
294
852024
2756
social e política no ocidente.
14:26
We also, not coincidentally,
295
854780
2720
Além disso, não por coincidência,
14:29
went through an era of tremendous
296
857500
2538
passamos por uma era de importantes
14:32
social and political inventions.
297
860038
2579
criações políticas e sociais.
14:34
We created the modern welfare state.
298
862617
2344
Criamos o estado de bem-estar social.
14:36
We created public education.
299
864961
1742
Criamos educação pública.
14:38
We created public health care.
300
866703
1704
Criamos planos de saúde públicos.
14:40
We created public pensions.
301
868407
1775
Criamos sistemas de pensão públicos.
14:42
We created unions.
302
870182
2025
Criamos os sindicatos.
14:44
Today, we are living through an era
303
872207
2516
Hoje, vivemos uma era
14:46
of economic transformation
304
874723
1961
de transformação econômica
14:48
comparable in its scale and its scope
305
876684
3306
