ABOUT THE SPEAKER
Simon Anholt - Policy advisor
After 20 years working with the presidents and prime ministers of 54 countries, Simon Anholt has a plan to make the world work better.

Why you should listen

For 20 years, Simon Anholt has worked with the presidents, prime ministers and governments of more than fifty nations, devising strategies and policies to help them to engage more imaginatively and productively with the international community.

In 2014, impatient to do better, Anholt founded the Good Country, a project aimed at helping countries work together to tackle global challenges like climate change, poverty, migration and terrorism, by mobilizing "the only superpower left on the planet: global public opinion."

According to The Independent, Anholt's aim is to change the way countries, cities and companies work "...by us all encouraging their leaders to think about the global impact of their actions, rather than cut-throat self-interest."

Measurement of Good Country progress is done through Anholt's Good Country Index, the only survey to rank countries according to their contribution to humanity and the planet rather than their domestic performance. According to The Guardian, "He has built his career in part as a formidable cruncher of data." Since 2005, his research into global perceptions of nations and cities has collected and analyzed over 300 billion data points.

In 2016, Anholt launched the Global Vote, a project that enables anybody in the world to vote in other countries' elections, choosing the candidate who is likely to do most for humanity and the planet: three months later over 100,000 people from 130 countries took part in the Global Vote on the US Presidential Election. The Global Vote now covers an election somewhere in the world almost every month.

Anholt is an Honorary Professor of Political Science and the author of five books about countries, cultures and globalisation. He is the founder and Editor Emeritus of a leading academic journal focused on public diplomacy and perceptions of places.

02:22
and that's the way it goes.
45
130080
1286
02:24
So why on earth地球 would you want to vote投票
in another另一個 country's election選舉?
46
132920
4720
02:30
Well, the reason原因
that you wouldn't不會 want to do it,
47
138720
3096
02:33
let me reassure再保證 you,
48
141840

02:35
is in order訂購 to interfere干擾 in the democratic民主的

49
143080
3896
02:39
That's not the purpose目的 at all.
50
147000
1656
02:40
In fact事實, you can't,
51
148680
1416
02:42
because usually平時 what I do
is I release發布 the results結果
52
150120
2456
02:44
after the electorate選民 in each
individual個人 country國家 has already已經 voted,
53
152600
3536
02:48
so there's no way that we could
interfere干擾 in that process處理.
54
156160
2816
02:51
But more importantly
55
159000
1376
02:52
I'm not particularly尤其 interested有興趣
56
160400
1576
02:54
in the domestic國內 issues問題
of individual個人 countries國家.
57
162000
2256
02:56
That's not what we're voting表決 on.
58
164280
1560
02:58
So what Donald唐納德 J. Trump王牌 or Hillary希拉里 Clinton克林頓
proposed建議 to do for the Americans美國人
59
166680
3936

is frankly坦率地說 none沒有 of our business商業.
60
170640

03:04
That's something that only
the Americans美國人 can vote投票 on.
61
172680
3016
03:07
No, in the global全球 vote投票,
you're only considering考慮 one aspect方面 of it,
62
175720
3536
03:11
which哪一個 is what are those leaders領導者
going to do for the rest休息 of us?
63
179280
3200
03:15
And that's so very important重要
because we live生活,
64
183480
2656
03:18
as no doubt懷疑 you're sick生病
of hearing聽力 people tell you,
65
186160
2416
03:20
in a globalized全球化, hyperconnected超級連接,

03:25
where the political政治 decisions決定

03:28
can and will have an impact碰撞 on our lives生活
68
196640

03:30
no matter who we are,
no matter where we live生活.
69
198880
2240
03:34
Like the wings翅膀 of the butterfly蝴蝶

2656
03:44
and the world世界 of politics政治.
74
212880
1696
03:46
There is no longer a dividing line between之間

75
214600
4200
03:51
Any country國家, no matter how small,

04:05
or they could be responsible主管
and they could help all of us.
81
233640
2920
04:09
And yet然而, the system系統 is so strange奇怪
82
237600
3096
04:12
because the system系統 hasn't有沒有 caught抓住 up
with this globalized全球化 reality現實.
83
240720
3696
04:16
Only a small number of people
are allowed允許 to vote投票 for those leaders領導者,
84
244440
3216
04:19
even though雖然 their impact碰撞 is gigantic巨大
85
247680
2056
04:21
and almost幾乎 universal普遍.
86
249760
1200
04:24
What number was it?
87
252040
1416
04:28
for the next下一個 president主席
of the United聯合的 States狀態,
89
256040
2256
04:30
and yet然而, as all of us knows知道,
in a few少數 weeks time,
90
258320
2935

04:37
Now, if that isn't having

93

04:40
I don't know what is.
94
268560

04:42
Similarly同樣, the election選舉
for the referendum公投 on the BrexitBrexit vote投票,
95
270520
5720
04:49
a small number of millions百萬

96
277200
3416
04:52
but the outcome結果 of the vote投票,
whichever任何 way it went,
97
280640
2696
04:55
would have had a significant重大 impact碰撞

05:01
And yet然而, only a tiny number could vote投票.

05:03
What kind of democracy民主 is that?

105

05:16
So I'm trying to clear明確 it up.
106
304360
1776
05:18
But as I say,
107
306160
1456
05:19
we don't ask about domestic國內 questions問題.
108
307640
1856
05:21
In fact事實, I only ever ask two questions問題
of all of the candidates候選人.
109
309520
3056
05:24
I send發送 them the same相同

110
312600
2496
05:27
I say, one,

05:28
if you get elected當選, what are you

05:45
They don't all answer回答. Don't get me wrong錯誤.
118
333360

05:47
I reckon估計 if you're standing常設
119
335480
1776

05:51
you're probably大概 pretty漂亮 tied up

05:54
so I'm not altogether surprised詫異
that they don't all answer回答, but many許多 do.

The one that we elect

06:45
That may可能 be partly部分地 because
we always seem似乎 to go for the woman女人.
142
393640

06:49
But I think it may可能 also be a sign標誌
143
397400

06:51
that the domestic國內 electorate選民
is still thinking思維 very nationally國內.

So what comes next下一個 for the global全球 vote投票?
174
472440
1896
08:06
Well, obviously
175
474360
1776
08:08
the Donald唐納德 and Hillary希拉里 show顯示
is a bit of a difficult one to follow跟隨,
176
476160
4456
08:12
but there are some other

08:44
It doesn't get less important重要.

08:47
It gets得到 more and more important重要.
191
515080
1599
is not a stand-alone單機 project項目.
192
518400
3776
08:54
It's not just there on its own擁有.
193
522200
1479
08:56
It has some background背景.
194
524760
1256
08:58
It's part部分 of a project項目
which哪一個 I launched推出 back in 2014,
195
526040
4016
09:02
which哪一個 I call the Good Country國家.
196
530080
1560
09:04
The idea理念 of the Good Country國家
is basically基本上 very simple簡單.
197
532440
2560
09:07
It's my simple簡單 diagnosis診斷
of what's wrong錯誤 with the world世界
198
535840
3456
09:11
and how we can fix固定 it.
199
539320
1200
09:13
What's wrong錯誤 with the world世界
I've already已經 hinted暗示 at.
200
541800
2416
an enormous巨大 and growing生長 number
201
544240
2736
09:19
of gigantic巨大, existential存在
09:30
All of these problems問題
which哪一個 threaten威脅 to wipe擦拭 us out
205
558080
3176
09:33
are by their very nature性質
09:35
No individual個人 country國家 has the capability能力
of tackling搶斷 them on its own擁有.
207
563440
4400
09:40
And so very obviously明顯
208
568760
1736
09:42
we have to cooperate合作
and we have to collaborate合作 as nations國家
209
570520
3616
09:46
if we're going to solve解決 these problems問題.
210
574160
1858
09:48
It's so obvious明顯, and yet然而 we don't.
211
576560
2360
09:51
We don't do it nearly幾乎 often經常 enough足夠.
212
579880
1880
09:54
Most of the time,
countries國家 still persist堅持 in behaving行為
213
582640
3576
09:58
as if they were warring交戰, selfish自私 tribes部落
battling作戰 against反對 each other,
214
586240
4656
10:02
much as they have doneDONE
since以來 the nation-state民族國家 was invented發明
215
590920
2736
10:05
hundreds數以百計 of years年份 ago.
216
593680
1576
10:07
And this has got to change更改.
217
595280
2136
10:09
This is not a change更改 in political政治 systems系統
or a change更改 in ideology思想.
218
597440
3336
10:12
This is a change更改 in culture文化.
219
600800
1936
10:14
We, all of us, have to understand理解
220
602760
2000
10:17
that thinking思維 inwards向內 is not the solution
to the world's世界 problems問題.
221
605640
4016
10:21
We have to learn學習 how to cooperate合作
and collaborate合作 a great deal合同 more
222
609680
3976
10:25
and compete競爭 just a tiny bit less.
223
613680
2400
are going to carry攜帶 on getting得到 bad
224
617200
2376
10:31
and they're going to get much worse更差,
much sooner than we anticipate預料.
225
619600
3200
10:35
This change更改 will only happen發生
226
623760
1896
10:37
if we ordinary普通 people
227
625680
1736
10:39
tell our politicians政治家
that things have changed.
228
627440
2816
10:42
We have to tell them
that the culture文化 has changed.
229
630280
2536
10:44
We have to tell them
that they've他們已經 got a new mandate要求.
230
632840
2576
10:47
The old mandate要求
was very simple簡單 and very single:
231
635440
2896
10:50
if you're in a position位置
of power功率 or authority權威,
232
638360
2176
10:52
you're responsible主管 for your own擁有 people
and your own擁有 tiny slice of territory領土,
233
640560
3616
10:56
and that's it.
234
644200
1216
10:57
And if in order訂購 to do
the best最好 thing for your own擁有 people,
235
645440
2696
11:00
you screw over everybody每個人 else其他
on the planet行星, that's even better.
236
648160
3056
11:03
That's considered考慮 to be a bit macho大男子主義.
237
651240
1736
11:05
Today今天, I think everybody每個人
in a position位置 of power功率 and responsibility責任
238
653000
3376
11:08
has got a dual mandate要求,
239
656400
1616
11:10
which哪一個 says if you're in a position位置
of power功率 and responsibility責任,
240
658040
2976
11:13
you're responsible主管 for your own擁有 people
241
661040
1856
11:14
and for every一切 single man, woman女人,
child兒童 and animal動物 on the planet行星.
242
662920
3240
11:19
You're responsible主管
for your own擁有 slice of territory領土
243
667280
2376
11:21
and for every一切 single square廣場 mile英里
of the earth's地球 surface表面
244
669680
3696
11:25
and the atmosphere大氣層 above以上 it.
245
673400
1376
11:26
And if you don't like that responsibility責任,
you should not be in power功率.
246
674800
3336
11:30
That for me is the rule規則 of the modern現代 age年齡,
247
678160
2056
11:32
and that's the message信息 that we've我們已經 got
to get across橫過 to our politicians政治家,
248
680240
3376
11:35
and show顯示 them that that's the way
things are doneDONE these days.
249
683640
3296
11:38
Otherwise除此以外, we're all screwed.
250
686960
1680
11:42
I don't have a problem問題, actually其實,
251
690040
1616
of "America美國 first."
252
691680
2936
11:46
It seems似乎 to me that that's
a pretty漂亮 banal平庸 statement聲明
253
694640
2416
11:49
of what politicians政治家 have always doneDONE
and probably大概 should always do.
254
697080
3176
11:52
Of course課程 they're elected當選 to represent代表
the interests利益 of their own擁有 people.
255
700280
3440
11:56
But what I find so boring無聊
and so old-fashioned過時
256
704480
2976
11:59
and so unimaginative缺乏想像力
about his take on that
257
707480
2736
12:02
is that America美國 first
means手段 everyone大家 else其他 last,
258
710240
2520
12:06
that making製造 America美國 great again
12:10
and it's just not true真正.
260
718480
1200
12:12
In my job工作 as a policy政策 advisor顧問
over the last 20 years年份 or so,
261
720640
2896
12:15
I've seen看到 so many許多 hundreds數以百計
of examples例子 of policies政策
262
723560
3616
12:19
that harmonize the international國際
and the domestic國內 needs需求,
263
727200
3536
12:22
and they make better policy政策.
264
730760
1976
12:24
I'm not asking nations國家
to be altruistic利他 or self-sacrificing自我犧牲.
265
732760
3576
12:28
That would be ridiculous
266
736360
1336
12:29
