ABOUT THE SPEAKER
Jonas Gahr Støre - Foreign Minister of Norway
Jonas Gahr Støre is the Norwegian Foreign Minister, charged with working for Norway's interests internationally.

Why you should listen

Norway sits on the edge of the strategically important North Atlantic and is blessed with oil, gas and marine resources. Its economy is open and busy, its social programs generous. As Minister of Foreign Affairs, Jonas Gahr Støre's job is to represent Norway in the international community and work to preserve the nation's peace and stability -- and to help create a modern multicultural society that welcomes immigrants and new traditions. This is not an abstract question after the shocking violence of 2011's terrorist attack on Norway.

Støre's approach to this task: We must talk.

He is a former executive director at the World Health Organization, and was also the Executive Chairman of the Norwegian think-tank ECON Analyse. Before becoming Foreign Minister he served as Secretary General of the Norwegian Red Cross from 2003 to 2005.

They need political政治 solutions解决方案.
48
118000
2000
02:15
And we, therefore因此, have a problem问题,
49
120000
2000
02:17
because they escape逃逸 traditional传统 diplomacy外交.
50
122000
3000
02:20
And we have among其中 states状态

02:24
Plus, during the last decade,
53
129000
2000
02:26
we've我们已经 been in the mode模式
54
131000

02:39
And groups are very often经常

61
146000

02:43
And who would talk to terrorists

02:46
The West西, as I would see it,
63

02:48
comes out of that decade weakened减弱,
64

2000
02:50
because we didn't understand理解 the group.
65
155000
3000
02:53
So we've我们已经 spent花费 more time
66
158000
2000
02:55
on focusing调焦 on why we should not talk to others其他
67
160000

68
163000
2000
03:00
Now I'm not naive
69
165000
3000
03:03
You cannot不能 talk to everybody每个人 all the time.
70
168000
2000
03:05
And there are times you should walk步行.
71
170000
3000
03:08
And sometimes有时 military军事 intervention介入 is necessary必要.
72
173000

03:10
I happen发生 to believe that Libya利比亚 was necessary必要
73
175000

03:13
and that military军事 intervention介入 in Afghanistan阿富汗 was also necessary必要.
74
178000
3000
03:16
And my country国家 relies依赖 on its security安全
75

3000
03:19
through通过 military军事 alliance联盟, that's clear明确.
76
184000
3000
03:22
But still we have a large deficit赤字
77
187000
3000
03:25
in dealing交易 with and understanding理解 modern现代 conflict冲突.
78
190000
2000
03:27
Let us turn to Afghanistan
79
192000
3000
03:30
10 years年份 after that military军事 intervention介入,
80
195000
2000
03:32
that country国家 is far from secure安全.
81
197000
2000
03:34
The situation情况, to be honest诚实, is very serious严重.
82
199000
3000
03:37
Now again, the military军事 is necessary必要,
83
202000
3000
03:40
but the military军事 is no problem-solver问题解决.
84
205000
3000
03:43
When I first came来了 to Afghanistan阿富汗 in 2005 as a foreign国外 minister部长,
85
208000
3000
03:46
I met会见 the commander指挥官 of ISAFISAF,
86
211000
2000
我见到了ISAF(国际安全援助部队)
03:48
the international国际 troops军队.
87
213000
2000
03:50
And he told me that, "This can be won韩元 militarily军事, minister部长.
88
215000
3000
03:53
We just have to persevere
03:58
we hear a different不同 message信息:
91
223000
2000
04:00
"This cannot不能 be won韩元 militarily军事.
92
225000
2000
04:02
We need military军事 presence存在,
93
227000
2000
04:04
but we need to move移动 to politics政治.
94
229000
2000
04:06
We can only solve解决 this through通过 a political政治 solution.
95
231000
3000
04:09
And it is not us who will solve解决 it;
96
234000
3000
而且解铃还须系铃人;
04:12
Afghans阿富汗人 have to solve解决 it."
97
237000
2000
04:14
But then they need a different不同 political政治 process处理
98
239000
2000

06:41
If you talk in the right way, you make it very clear

06:46
And how can we tell the Muslim穆斯林 Brotherhood手足情谊,

06:57
Because they may可能 turn out to be a majority多数.
164
402000
3000

How can we escape逃逸 [having] a double-standard双重标准,

07:13
Now my diplomats外交官 are instructed指示

08:21
And the reason原因 is what happened发生 in South Africa非洲:
196

08:44
Now as you know, Mandela曼德拉 didn't do that.

08:47
In his memoirs回忆录, "Long Road to Freedom自由,"
