ABOUT THE SPEAKER
Amanda Burden - Urban planner
As New York’s chief city planner under the Bloomberg administration, Amanda Burden led revitalization of some of the city's most familiar features -- from the High Line to the Brooklyn waterfront.

Why you should listen

With a keen eye for detail that extends to the most humble park bench -- and a gift for convincing developers and bureaucrats of her vision -- former New York City Planning Commissioner Amanda Burden rebuilt New York City.

Taking inspiration from her mentor, the influential urban theorist William H. “Holly” Whyte, Burden stepped out of the society pages (she's Babe Paley's daughter) and into a high-profile development career, which started with the planning and design of Battery Park and brought her to the Bloomberg administration. Her high design standards and flair for human-scale public spaces (as she told the Wall Street Journal, "You can actually change a city by a small stroke") ensures that her legacy will be an enduring element of New York’s urban landscape. Post-mayoralty, she is joining Mike Bloomberg's newly established global consultancy, Bloomberg Associates, as one of the founding Principals (along with Janette Sadik-Khan, former traffic commisioner).

00:13
When people think about cities,
0
1008
1690
00:14
they tend to think of certain things.
1
2698
2302
tendem a imaginar algumas coisas.
00:17
They think of buildings and streets
2
5000
2060
Pensam em prédios, ruas,
00:19
and skyscrapers, noisy cabs.
3
7060
2896
arranha-céus, táxis barulhentos.
00:21
But when I think about cities,
4
9956
1934
Mas quando eu penso em cidades,
00:23
I think about people.
5
11890
1801
eu penso em pessoas.
00:25
Cities are fundamentally about people,
6
13691
3470
As cidades compõem-se
fundamentalmente de pessoas,
00:29
and where people go
7
17161
1844
e aonde elas vão
00:31
and where people meet
8
19005
1515
e onde elas se encontram
00:32
are at the core of what makes a city work.
9
20520
3330
são a essência do funcionamento
de uma cidade.
00:35
So even more important than buildings in a city
10
23850
3180
Ainda mais importantes do que
os prédios em uma cidade
00:39
are the public spaces in between them.
11
27030
3008
são os espaços públicos entre eles.
00:42
And today, some of the most transformative
12
30038
2658
E hoje, algumas das mudanças
00:44
changes in cities
13
32696
1677
mais impactantes nas cidades
00:46
are happening in these public spaces.
14
34373
3186
estão acontecendo nesses espaços públicos.
00:49
So I believe that lively, enjoyable public spaces
15
37559
4193
Então eu acredito que espaços
públicos vivos e agradáveis
00:53
are the key to planning a great city.
16
41752
3120
são a chave para planejar uma boa cidade.
00:56
They are what makes it come alive.
17
44872
3420
São eles que lhe dão vida.
01:00
But what makes a public space work?
18
48292
3680
Mas o que faz um espaço público funcionar?
01:03
What attracts people to successful public spaces,
19
51972
3551
O que atrai as pessoas para
espaços públicos bem-sucedidos
01:07
and what is it about unsuccessful places
20
55523
2422
e o que faz com que espaços mal-sucedidos
01:09
that keeps people away?
21
57945
2680
mantenham-nas distantes?
01:12
I thought, if I could answer those questions,
22
60625
3359
Eu pensei, se eu pudesse
responder essas perguntas,
01:15
I could make a huge contribution to my city.
23
63984
3780
eu poderia contribuir muito
com a minha cidade.
01:19
But one of the more wonky things about me
24
67764
2154
Mas uma das coisas mais esquisitas em mim
01:21
is that I am an animal behaviorist,
25
69918
3551
é que eu sou uma comportamentalista animal
01:25
and I use those skills not to study animal behavior
26
73469
3577
e uso essa técnica não para
estudar o comportamento animal,
01:29
but to study how people in cities
27
77046
2934
mas para estudar como
as pessoas nas cidades
01:31
use city public spaces.
28
79980
2248
usam os espaços públicos urbanos.
01:34
One of the first spaces that I studied
29
82228
3321
Um dos primeiros espaços que estudei
01:37
was this little vest pocket park called Paley Park
30
85549
3405
foi um pequeno parque chamado Paley Park,
01:40
in midtown Manhattan.
31
88954
2308
no centro de Manhattan.
01:43
This little space became a small phenomenon,
32
91262
4125
Esse pequeno espaço se tornou
um pequeno fenômeno,
01:47
and because it had such a profound impact
33
95387
2868
e porque ele teve um impacto tão profundo
01:50
on New Yorkers,
34
98255
1216
nos nova-iorquinos,
01:51
it made an enormous impression on me.
35
99471
4084
causou-me uma enorme impressão.
Estudei esse parque
no começo da minha carreira
01:55
I studied this park very early on in my career
36
103555
2497
01:58
because it happened to have been built
37
106052
1586
porque ele foi construído
01:59
by my stepfather,
38
107638
1778
por meu padrasto,
02:01
so I knew that places like Paley Park
39
109416
2632
então eu sabia que lugares
como o Paley Park
02:04
didn't happen by accident.
40
112048
2400
não aconteciam por acaso.
02:06
I saw firsthand that they required
41
114448
2552
Eu vi em primeira mão que exigiam
02:09
incredible dedication
42
117000
1456
uma dedicação incrível
02:10
and enormous attention to detail.
43
118456
3058
e uma atenção enorme aos detalhes.
02:13
But what was it about this space
44
121514
1734
Mas o que havia nesse espaço
02:15
that made it special and drew people to it?
45
123248
3802
que o fazia especial
e atraía as pessoas para lá?
Bem, eu me sentava no parque
e observava com muito cuidado,
02:19
Well, I would sit in the park and watch very carefully,
46
127050
2901
02:21
and first among other things
47
129951
1892
e, em primeiro lugar, antes de tudo
02:23
were the comfortable, movable chairs.
48
131843
3063
havia assentos móveis confortáveis.
02:26
People would come in, find their own seat,
49
134906
2510
As pessoas entravam,
achavam seu próprio assento,
02:29
move it a bit, actually, and then stay a while,
50
137416
3394
moviam-no um pouco, na verdade,
e então ficavam um tempo,
02:32
and then interestingly,
51
140810
1848
e curiosamente,
02:34
people themselves attracted other people,
52
142658
2975
e elas mesmas atraíam outras pessoas,
02:37
and ironically, I felt more peaceful
53
145633
2777
e ironicamente, e me sentia mais tranquila
02:40
if there were other people around.
54
148410
1981
se houvesse outras pessoas perto.
02:42
And it was green.
55
150391
1890
E era verde.
02:44
This little park provided what New Yorkers crave:
56
152281
3761
Esse pequeno parque oferecia
o que os nova-iorquinos anseiam:
02:48
comfort and greenery.
57
156042
2538
conforto e vegetação.
02:50
But my question was,
58
158580
1688
Mas a minha questão era:
02:52
why weren't there more places with greenery
59
160268
3062
por que não havia mais lugares verdes
02:55
and places to sit in the middle of the city
60
163330
2509
e lugares para sentar-se no meio da cidade
02:57
where you didn't feel alone,
61
165839
2480
onde você não se sentisse sozinho,
03:00
or like a trespasser?
62
168319
2457
ou como um intruso?
03:02
Unfortunately, that's not how cities
63
170776
2232
Infelizmente, não era assim que as cidades
03:05
were being designed.
64
173008
2018
estavam sendo planejadas.
03:07
So here you see a familiar sight.
65
175026
3694
Então aqui vocês veem uma vista familiar.
03:10
This is how plazas have been
designed for generations.
66
178720
4281
É assim que as praças têm sido
projetadas por gerações.
03:15
They have that stylish, Spartan look
67
183001
3130
Elas têm essa aparência
elegante, espartana
03:18
that we often associate with modern architecture,
68
186131
3820
que associamos com frequência
à arquitetura moderna,
03:21
but it's not surprising that people
69
189951
2311
mas não é surpreendente que as pessoas
03:24
avoid spaces like this.
70
192262
1862
evitem espaços como esse.
03:26
They not only look desolate,
71
194124
2110
Eles não parecem apenas ermos,
03:28
they feel downright dangerous.
72
196234
2712
parecem muito perigosos.
03:30
I mean, where would you sit here?
73
198946
3277
Quero dizer, onde você se sentaria?
03:34
What would you do here?
74
202223
2546
O que você faria?
03:36
But architects love them.
75
204769
3476
Mas arquitetos os adoram.
03:40
They are plinths for their creations.
76
208245
3273
Eles são a base para as suas criações.
03:43
They might tolerate a sculpture or two,
77
211518
1933
Podem tolerar uma escultura ou duas,
03:45
but that's about it.
78
213451
1753
mas isso é tudo.
03:47
And for developers, they are ideal.
79
215204
3204
E para os construtores, eles são ideais.
03:50
There's nothing to water, nothing to maintain,
80
218408
2587
Não há nada para regar, nada para manter,
03:52
and no undesirable people to worry about.
81
220995
3960
e não há pessoas indesejadas
com quem se preocupar.
03:56
But don't you think this is a waste?
82
224955
3244
Mas vocês não acham que isso
é um desperdício?
04:00
For me, becoming a city planner
83
228199
2321
Para mim, tornar-se uma urbanista
04:02
meant being able to truly change the city
84
230520
2672
significava ser capaz
de realmente mudar a cidade
04:05
that I lived in and loved.
85
233192
2490
em que eu vivia e amava.
04:07
I wanted to be able to create places
86
235682
2488
Eu queria poder criar lugares
04:10
that would give you the feeling that you got
87
238170
1965
que oferecessem a sensação que se tem
04:12
in Paley Park,
88
240135
1538
em Paley Park,
04:13
and not allow developers to
build bleak plazas like this.
89
241673
4788
e não permitir que construtores
fizessem praças sombrias como essa.
Mas ao longo de muitos anos,
04:18
But over the many years,
90
246461
1415
04:19
I have learned how hard it is
91
247876
2596
aprendi como é difícil
04:22
to create successful, meaningful,
92
250472
2588
criar espaços públicos bem-sucedidos,
04:25
enjoyable public spaces.
93
253060
2028
significativos e agradáveis.
Como eu aprendi com o meu padrasto,
04:27
As I learned from my stepfather,
94
255088
1577
04:28
they certainly do not happen by accident,
95
256665
2288
eles certamente não ocorrem por acidente,
04:30
especially in a city like New York,
96
258953
2828
especialmente em uma cidade
como Nova Iorque,
04:33
where public space has to
be fought for to begin with,
97
261781
3279
onde é preciso lutar
por um espaço público,
04:37
and then for them to be successful,
98
265060
2108
e para que sejam bem-sucedidos,
04:39
somebody has to think very hard
99
267168
2022
alguém tem que pensar muito
04:41
about every detail.
100
269190
2024
sobre cada detalhe.
04:43
Now, open spaces in cities are opportunities.
101
271214
3946
Bem, os espaços abertos
das cidades são oportunidades.
04:47
Yes, they are opportunities
for commercial investment,
102
275160
3804
Sim, eles são oportunidades
para investimentos comerciais,
04:50
but they are also opportunities for the common good
103
278964
3569
mas também são oportunidades
para o bem comum da cidade,
04:54
of the city,
104
282533
1766
04:56
and those two goals are often
not aligned with one another,
105
284299
3515
e esses dois objetivos nem sempre
estão alinhados um com o outro,
04:59
and therein lies the conflict.
106
287814
2609
e aí reside o conflito.
05:02
The first opportunity I had to fight
107
290423
2652
A primeira oportunidade
que tive para lutar
por um grande espaço público aberto
foi no início dos anos 1980,
05:05
for a great public open space was in the early 1980s,
108
293075
3162
05:08
when I was leading a team of planners
109
296237
2338
quando eu liderava
uma equipe de urbanistas
05:10
at a gigantic landfill called Battery Park City
110
298575
3312
num aterro gigantesco
chamado Battery Park City,
05:13
in lower Manhattan on the Hudson River.
111
301887
2613
na cidade baixa
de Manhattan no Rio Hudson.
05:16
And this sandy wasteland had lain barren
112
304500
2814
E esse deserto de areia
tinha ficado estéril por 10 anos,
05:19
for 10 years,
113
307314
1450
e nos disseram que se não
encontrássemos um construtor
05:20
and we were told, unless we found a developer
114
308764
2644
05:23
in six months, it would go bankrupt.
115
311408
2128
em seis meses, ele iria falir.
05:25
So we came up with a radical,
116
313536
2001
Assim, nós tivemos uma ideia
05:27
almost insane idea.
117
315537
2390
radical, quase insana.
05:29
Instead of building a park
118
317927
1848
Em vez de construir um parque
05:31
as a complement to future development,
119
319775
2508
como complemento
para o desenvolvimento futuro
05:34
why don't we reverse that equation
120
322283
2085
por que não revertemos a equação
05:36
and build a small but very high-quality
121
324368
3053
e fazemos primeiro
um espaço público aberto,
05:39
public open space first,
122
327421
1985
pequeno mas de alta qualidade,
05:41
and see if that made a difference.
123
329406
3006
e vemos se ele fez a diferença.
05:44
So we only could afford to build a two-block section
124
332412
3698
Nós só podíamos arcar com a
construção de uma seção de dois blocos
05:48
of what would become a mile-long esplanade,
125
336110
3460
do que se tornaria uma esplanada
com quilômetros de extensão,
05:51
so whatever we built had to be perfect.
126
339570
2967
de modo que o que fôssemos fazer
tinha que ser perfeito.
05:54
So just to make sure, I insisted
127
342537
2996
Então, só para ter certeza, eu insisti
05:57
that we build a mock-up
128
345533
2217
que fizéssemos uma maquete
05:59
in wood, at scale, of the railing and the sea wall.
129
347750
3934
em madeira, em escala,
da cerca e do muro de proteção.
06:03
And when I sat down on that test bench
130
351684
3024
E quando eu me sentei
naquele banco de ensaio
06:06
with sand still swirling all around me,
131
354708
3198
com areia ainda rodopiando
em torno de mim,
06:09
the railing hit exactly at eye level,
132
357906
3093
a grade ficou exatamente
no nível dos olhos,
06:12
blocking my view and ruining my experience
133
360999
2991
bloqueando a minha visão
e arruinando a minha experiência
06:15
at the water's edge.
134
363990
2130
à beira da água.
06:18
So you see, details really do make a difference.
135
366120
3307
Então vejam, detalhes
realmente fazem a diferença.
06:21
But design is not just how something looks,
136
369427
3931
Mas o design não é apenas
a aparência de algo,
06:25
it's how your body feels on that seat in that space,
137
373358
5892
é como o seu corpo se sente
naquele lugar naquele espaço,
06:31
and I believe that successful design always depends
138
379250
3140
e eu acredito que o design
de sucesso depende sempre
06:34
on that very individual experience.
139
382390
3425
dessa experiência muito pessoal.
06:37
In this photo, everything looks very finished,
140
385815
4371
Nessa foto, tudo parece muito acabado,
06:42
but that granite edge, those lights,
141
390186
2718
mas aquela borda granito, aquelas luzes,
06:44
the back on that bench,
142
392904
1888
as costas daquele banco,
06:46
the trees in planting,
143
394792
1694
as árvores em plantio,
06:48
and the many different kinds of places to sit
144
396486
2603
e os vários tipos de lugares
diferentes para sentar
06:51
were all little battles that turned this project
145
399089
3182
foram todos pequenas batalhas
que transformaram esse projeto
06:54
into a place that people wanted to be.
146
402271
4044
em um lugar em que
as pessoas queriam estar.
06:58
Now, this proved very valuable 20 years later
147
406315
3835
Agora, ele provou ser
muito valioso 20 anos depois
quando Michael Bloomber me pediu para ser
07:02
when Michael Bloomberg asked me to be
148
410150
2008
07:04
his planning commissioner
149
412158
1582
a sua comissária de planejamento
07:05
and put me in charge of shaping
150
413740
1847
e me colocou no comando da modelagem
07:07
the entire city of New York.
151
415587
2071
da cidade inteira de Nova Iorque.
07:09
And he said to me on that very day,
152
417658
2099
E ele me disse naquele mesmo dia,
07:11
he said that New York was projected
153
419757
2096
ele disse que Nova Iorque foi projetada
07:13
to grow from eight to nine million people.
154
421853
3057
para crescer de oito
a nove milhões de pessoas.
07:16
And he asked me,
155
424910
1530
E ele me perguntou,
07:18
"So where are you going to put
156
426440
1843
"Então, onde você vai colocar
07:20
one million additional New Yorkers?"
157
428283
2716
um milhão a mais de nova-iorquinos?"
07:22
Well, I didn't have any idea.
158
430999
2645
Bem, eu não tinha a menor ideia.
07:25
Now, you know that New York does
159
433644
3039
Agora, vocês sabem que Nova Iorque
07:28
place a high value on attracting immigrants,
160
436683
2698
valoriza muito a atração de imigrantes,
07:31
so we were excited about the prospect of growth,
161
439381
2920
por isso ficamos animados
com a perspectiva de crescimento,
07:34
but honestly, where were we going to grow
162
442301
2879
mas, sinceramente, aonde iríamos crescer
07:37
in a city that was already built out to its edges
163
445180
3394
em uma cidade que já tinha se expandido
para fora dos seus limites
07:40
and surrounded by water?
164
448574
2800
e era cercada por água?
07:43
How were we going to find housing
165
451374
1602
Como iríamos encontrar moradia
07:44
for that many new New Yorkers?
166
452976
2298
para esses muitos novos nova-iorquinos?
07:47
And if we couldn't spread out,
167
455274
1813
E se não poderíamos espalhar-nos,
07:49
which was probably a good thing,
168
457087
1814
que provavelmente era uma coisa boa,
07:50
where could new housing go?
169
458901
2819
aonde poderiam ir as novas habitações?
07:53
And what about cars?
170
461720
1633
E o que dizer dos carros?
07:55
Our city couldn't possibly handle any more cars.
171
463353
4112
Nossa cidade não poderia
lidar com mais carros.
07:59
So what were we going to do?
172
467465
2834
Então, o que iríamos fazer?
08:02
If we couldn't spread out, we had to go up.
173
470299
3977
Se não poderíamos espalhar-nos,
tínhamos que subir.
E se tínhamos que subir,
08:06
And if we had to go up,
174
474276
1034
08:07
we had to go up in places
175
475310
1782
precisávamos fazê-lo em lugares
08:09
where you wouldn't need to own a car.
176
477092
2009
onde não é necessário ter um carro.
08:11
So that meant using one of our greatest assets:
177
479101
2863
Então, aquilo significava usar
um dos nossos maiores bens:
08:13
our transit system.
178
481964
2452
o nosso sistema de trânsito.
08:16
But we had never before thought
179
484416
1573
Mas nunca tínhamos pensado
08:17
of how we could make the most of it.
180
485989
2236
em como poderíamos
aproveitá-lo ao máximo.
08:20
So here was the answer to our puzzle.
181
488225
3213
Então, aqui estava a resposta
para o nosso enigma.
08:23
If we were to channel and redirect
182
491438
3631
Se fôssemos canalizar e redirecionar
08:27
all new development around transit,
183
495069
2294
todos as novas expansões
em torno do trânsito,
08:29
we could actually handle that population increase,
184
497363
3627
poderíamos dar conta daquele
aumento da população,
08:32
we thought.
185
500990
1274
pensávamos.
08:34
And so here was the plan,
186
502264
2558
E aqui estava o plano,
08:36
what we really needed to do:
187
504822
1648
o que precisávamos mesmo fazer:
08:38
We needed to redo our zoning --
188
506470
2848
tínhamos que refazer o nosso zoneamento,
08:41
and zoning is the city planner's regulatory tool --
189
509318
3351
e zoneamento é instrumento regulatório
do planejador da cidade,
08:44
and basically reshape the entire city,
190
512669
3311
e, basicamente, remodelar toda a cidade,
mirando aonde o novo
desenvolvimento poderia ir
08:47
targeting where new development could go
191
515980
2145
08:50
and prohibiting any development at all
192
518125
2191
e proibindo qualquer avanço
nos nossos bairros feitos para carros
08:52
in our car-oriented,
193
520316
1714
08:54
suburban-style neighborhoods.
194
522030
2162
e de estilo suburbano.
08:56
Well, this was an unbelievably ambitious idea,
195
524192
3732
Bem, foi uma ideia
incrivelmente ambiciosa,
08:59
ambitious because communities
196
527924
2576
ambiciosa porque as comunidades
09:02
had to approve those plans.
197
530500
3615
tinham que aprovar aqueles planos.
09:06
So how was I going to get this done?
198
534115
3019
Então, como eu ia conseguir fazer isso?
09:09
By listening. So I began listening,
199
537134
2908
Ouvindo. Então eu comecei a ouvir,
09:12
in fact, thousands of hours of listening
200
540042
3354
na verdade, milhares de horas de escuta
09:15
just to establish trust.
201
543396
1818
apenas para estabelecer confiança.
09:17
You know, communities can tell
202
545214
2089
Vocês sabem, as comunidades podem contar
09:19
whether or not you understand their neighborhoods.
203
547303
2152
se você compreende seus bairros.
09:21
It's not something you can just fake.
204
549455
3096
Não é algo que você
pode simplesmente fingir.
09:24
And so I began walking.
205
552551
2706
Então eu comecei a andar.
09:27
I can't tell you how many blocks I walked,
206
555257
2320
Não sei dizer quantos blocos eu andei,
09:29
in sweltering summers, in freezing winters,
207
557577
3409
nos verões escaldantes,
nos invernos congelantes,
09:32
year after year,
208
560986
1830
ano após ano,
09:34
just so I could get to understand
209
562816
2088
apenas para que eu pudesse
começar a entender
09:36
the DNA of each neighborhood
210
564904
2027
o DNA de cada bairro
09:38
and know what each street felt like.
211
566931
2575
e saber como cada rua era.
09:41
I became an incredibly geeky zoning expert,
212
569506
3495
Tornei-me uma especialista
em zoneamento incrivelmente nerd,
09:45
finding ways that zoning could address
213
573001
2069
encontrando maneiras de
o zoneamento atender
09:47
communities' concerns.
214
575070
2062
às preocupações das comunidades.
09:49
So little by little, neighborhood by neighborhood,
215
577132
2572
Assim, pouco a pouco, bairro a bairro,
09:51
block by block,
216
579704
1435
bloco a bloco,
09:53
we began to set height limits
217
581139
1873
começamos a definir limites de altura
09:55
so that all new development
218
583012
1732
para que todo novo desenvolvimento
09:56
would be predictable and near transit.
219
584744
3617
fosse previsível e próximo ao trânsito.
10:00
Over the course of 12 years,
220
588361
1781
Ao longo de 12 anos,
10:02
we were able to rezone
221
590142
2469
pudemos rezonear
10:04
124 neighborhoods,
222
592611
2569
124 bairros,
10:07
40 percent of the city,
223
595180
2779
40% da cidade,
10:09
12,500 blocks, so that now,
224
597959
4539
12.500 blocos, de modo que agora,
10:14
90 percent of all new development of New York
225
602498
3237
90% de todo novo
desenvolvimento de Nova Iorque
10:17
is within a 10-minute walk of a subway.
226
605735
2648
fica a 10 minutos a pé do metrô.
10:20
In other words, nobody in those new buildings
227
608383
2650
Em outras palavras,
ninguém nos novos edifícios
10:23
needs to own a car.
228
611033
1876
precisa possuir um carro.
10:24
Well, those rezonings were exhausting
229
612909
4093
Bem, esses rezoneamentos
foram desgastantes
10:29
and enervating and important,
230
617002
3038
e debilitantes e importantes,
10:32
but rezoning was never my mission.
231
620040
2550
mas rezonear nunca foi minha missão.
10:34
You can't see zoning and you can't feel zoning.
232
622590
3491
Não vemos o zoneamento
e não sentimos o zoneamento.
10:38
My mission was always to create
233
626081
2088
Minha missão sempre foi criar
10:40
great public spaces.
234
628169
1924
grandes espaços públicos.
10:42
So in the areas where we zoned
for significant development,
235
630093
3892
Assim, nas áreas que zoneamos
para um desenvolvimento significativo,
10:45
I was determined to create places
236
633985
2191
eu estava determinada a criar lugares
10:48
that would make a difference in people's lives.
237
636176
2694
que fizessem diferença
nas vidas das pessoas.
10:50
Here you see what was
238
638870
2086
Aqui vemos o que eram
três quilômetros de uma orla
abandonada e degradada
10:52
two miles of abandoned, degraded waterfront
239
640956
2424
10:55
in the neighborhoods of Greenpoint
240
643380
1767
nos bairros de Greenpoint
10:57
and Williamsburg in Brooklyn,
241
645147
1782
e Williamsburg no Brooklyn,
10:58
impossible to get to and impossible to use.
242
646929
3560
impossível de chegar
e impossível de usufruir.
11:02
Now the zoning here was massive,
243
650489
2494
Agora, o zoneamento ali foi enorme,
11:04
so I felt an obligation to create
244
652983
3022
de modo que eu senti a obrigação de criar
11:08
magnificent parks on these waterfronts,
245
656005
3025
parques magníficos nessas orlas,
11:11
and I spent an incredible amount of time
246
659030
2740
e eu passei uma quantidade
incrível de tempo
11:13
on every square inch of these plans.
247
661770
3105
em cada centímetro quadrado
desse projeto.
11:16
I wanted to make sure that there were
248
664875
2065
Eu queria ter certeza de que havia
11:18
tree-lined paths from the upland to the water,
249
666940
2539
caminhos arborizados
da parte alta para a água,
11:21
that there were trees and plantings everywhere,
250
669479
2411
de que havia árvores
e vegetação em toda parte,
11:23
and, of course, lots and lots of places to sit.
251
671890
4188
e, é claro, muitos e muitos
lugares para se sentar.
11:28
Honestly, I had no idea how it would turn out.
252
676078
3370
Honestamente, eu não tinha ideia
de como isso iria acabar.
11:31
I had to have faith.
253
679448
1625
Eu tinha que ter fé.
11:33
But I put everything that I had studied and learned
254
681073
2963
Mas eu pus tudo o que eu tinha
estudado e aprendido
11:36
into those plans.
255
684036
1734
nesses projetos.
11:37
And then it opened,
256
685770
1660
E depois que abriu,
11:39
and I have to tell you, it was incredible.
257
687430
3287
eu tenho que lhes falar, foi incrível.
As pessoas vinham
de todas as partes da cidade
11:42
People came from all over the city
258
690717
2085
11:44
to be in these parks.
259
692802
1657
para esses parques.
11:46
I know they changed the lives
of the people who live there,
260
694459
3420
Eu sei que mudaram as vidas
das pessoas que viviam ali,
mas também toda a imagem
que os nova-iorquinos tinham
11:49
but they also changed New Yorkers' whole image
261
697879
2495
11:52
of their city.
262
700374
1776
da sua cidade.
11:54
I often come down and watch people
263
702150
1579
Eu costumo ir lá e ver as pessoas
entrarem nessa pequena balsa
11:55
get on this little ferry
264
703729
1516
11:57
that now runs between the boroughs,
265
705245
1978
que agora circula entre os bairros,
11:59
and I can't tell you why,
266
707223
1487
e eu não sei dizer por quê,
12:00
but I'm completely moved
267
708710
1572
mas eu fico muito emocionada
12:02
by the fact that people are using it
268
710282
2147
pelo fato de as pessoas
estarem usufruindo dela
12:04
as if it had always been there.
269
712429
2182
como se tivesse estado sempre lá.
12:06
And here is a new park in lower Manhattan.
270
714611
3273
E aqui está um novo parque
na baixa Manhattan.
12:09
Now, the water's edge in lower Manhattan
271
717884
2757
A margem da água em Manhattan
12:12
was a complete mess before 9/11.
272
720641
2933
era uma completa bagunça
antes de 11 de setembro.
12:15
Wall Street was essentially landlocked
273
723574
1915
Wall Street estava sem litoral
12:17
because you couldn't get anywhere near this edge.
274
725489
2586
porque não dava para
chegar perto desta borda.
12:20
And after 9/11, the city had very little control.
275
728075
3834
E depois de 11 de setembro,
a cidade tinha muito pouco controle.
Mas eu pensei que, se nós fôssemos
12:23
But I thought if we went
276
731909
1545
12:25
to the Lower Manhattan Development Corporation
277
733454
2145
para a Lower Manhattan
Development Corporation
12:27
and got money to reclaim this two miles
278
735599
2961
e pegássemos dinheiro para recuperar
esses três quilômetros
12:30
of degraded waterfront
279
738560
1796
de orla degradada,
12:32
that it would have an enormous effect
280
740356
1851
isso teria um enorme efeito
12:34
on the rebuilding of lower Manhattan.
281
742207
2461
na reconstrução da baixa Manhattan.
12:36
And it did.
282
744668
1180
E teve.
12:37
Lower Manhattan finally has a public waterfront
283
745848
3391
A baixa Manhattan finalmente
tinha uma orla públcia
12:41
on all three sides.
284
749239
2114
em todos os três lados.
12:43
I really love this park.
285
751353
2384
Eu amo de verdade esse parque.
12:45
You know, railings have to be higher now,
286
753737
2225
Sabem, as grades têm
que ser maiores agora,
12:47
so we put bar seating at the edge,
287
755962
2544
então colocamos guarda-corpo na borda,
12:50
and you can get so close to the water
288
758506
2112
e dá para ficar tão perto da água
12:52
you're practically on it.
289
760618
1728
que você está praticamente nela.
12:54
And see how the railing widens
290
762346
1869
E vejam como a grade amplia
e fica plana para permitir colocar
12:56
and flattens out so you can lay down
291
764215
1416
12:57
your lunch or your laptop.
292
765631
1882
o seu lanche ou o seu laptop.
12:59
And I love when people come there
293
767513
1980
E eu adoro quando as pessoas vão lá
13:01
and look up and they say,
294
769493
1860
e olham para cima e dizem:
13:03
"Wow, there's Brooklyn, and it's so close."
295
771353
4027
"Uau, ali está o Brooklyn,
e está tão perto."
13:07
So what's the trick?
296
775380
2352
Então, qual é o truque?
13:09
How do you turn a park
297
777732
1809
Como transformar um parque
13:11
into a place that people want to be?
298
779541
3166
em um lugar em que
as pessoas querem estar?
13:14
Well, it's up to you,
299
782707
2843
Bem, isso cabe a você,
13:17
not as a city planner but as a human being.
300
785550
3365
não como um urbanista,
mas como um ser humano.
13:20
You don't tap into your design expertise.
301
788915
3400
Você não faz uso
do seu conhecimento em design.
13:24
You tap into your humanity.
302
792315
3515
Você usa a sua humanidade.
13:27
I mean, would you want to go there?
303
795830
3326
Quero dizer, você gostaria de ir para lá?
13:31
Would you want to stay there?
304
799156
1983
Você gostaria de estar ali?
13:33
Can you see into it and out of it?
305
801139
2138
Você pode ver dentro dele e fora dele?
13:35
Are there other people there?
306
803277
2252
Há outras pessoas lá?
13:37
Does it seem green and friendly?
307
805529
2647
Parece verdejante e amigável?
13:40
Can you find your very own seat?
308
808176
3238
Você pode encontrar um lugar para você?
13:43
Well now, all over New York City,
309
811414
3029
Bem, agora, por toda
a cidade de Nova Iorque,
13:46
there are places where you can
310
814443
1504
há lugares onde vocês podem
13:47
find your very own seat.
311
815947
1854
encontrar um lugar para vocês.
13:49
Where there used to be parking spaces,
312
817801
2522
Onde costumava haver lugares
de estacionamento,
13:52
there are now pop-up cafes.
313
820323
2293
há agora cafés temporários.
Onde o tráfego da Broadway
costumava passar,
13:54
Where Broadway traffic used to run,
314
822616
1978
13:56
there are now tables and chairs.
315
824594
1964
há agora mesas e cadeiras.
13:58
Where 12 years ago, sidewalk
cafes were not allowed,
316
826558
3554
Onde, há 12 anos, cafés na calçada
não eram autorizados,
14:02
they are now everywhere.
317
830112
1973
eles estão em toda parte.
14:04
But claiming these spaces for public use
318
832085
2995
Mas reivindicar esses espaços
para uso público
14:07
was not simple,
319
835080
1139
não foi fácil,
14:08
and it's even harder to keep them that way.
320
836219
2662
e é ainda mais difícil
mantê-los dessa forma.
14:10
So now I'm going to tell you a story
321
838881
1689
Agora vou contar uma história
14:12
about a very unusual park called the High Line.
322
840570
4280
sobre um parque muito incomum
chamado High Line.
14:16
The High Line was an elevated railway.
323
844850
2054
O High Line era uma ferrovia elevada...
14:18
(Applause)
324
846904
6631
(Aplausos)
14:25
The High Line was an elevated railway
325
853535
2276
O High Line era uma ferrovia elevada
14:27
that ran through three neighborhoods
326
855811
1812
que percorria três bairros
14:29
on Manhattan's West Side,
327
857623
1870
no West Side de Manhattan,
14:31
and when the train stopped running,
328
859493
1745
e quando o trem parou de funcionar,
14:33
it became a self-seeded landscape,
329
861238
2156
tornou-se uma paisagem auto-semeada,
14:35
a kind of a garden in the sky.
330
863394
2607
uma espécie de jardim no céu.
14:38
And when I saw it the first time,
331
866001
2149
E quando eu o vi pela primeira vez,
honestamente, quando subi
naquele velho viaduto,
14:40
honestly, when I went up on that old viaduct,
332
868150
2646
14:42
I fell in love the way you fall in love with a person,
333
870796
2816
apaixonei-me, como
me apaixonaria por uma pessoa,
14:45
honestly.
334
873612
1227
honestamente.
14:46
And when I was appointed,
335
874839
2121
E quando fui nomeada,
salvar as duas primeiras
seções do High Line
14:48
saving the first two sections of the High Line
336
876960
2076
14:51
from demolition became my first priority
337
879036
3372
da demolição tornou-se
a minha primeira prioridade
14:54
and my most important project.
338
882408
2672
e o meu projeto mais importante.
14:57
I knew if there was a day that I didn't
339
885080
3268
Eu sabia que se houvesse
um dia em que eu não
15:00
worry about the High Line, it would come down.
340
888348
3603
me preocupasse com o
High Line, ele viria abaixo.
15:03
And the High Line,
341
891951
1989
E o High Line,
15:05
even though it is widely known now
342
893940
2460
mesmo que seja amplamente conhecido agora
15:08
and phenomenally popular,
343
896400
1819
e extraordinariamente popular,
15:10
it is the most contested public space in the city.
344
898219
3904
é o espaço público
mais contestado na cidade.
15:14
You might see a beautiful park,
345
902123
2875
Vocês podem ver um belo parque,
15:16
but not everyone does.
346
904998
2447
mas nem todo mundo o vê.
15:19
You know, it's true, commercial interests
347
907445
2637
Sabem, é verdade, interesses comerciais
15:22
will always battle against public space.
348
910082
3217
vão sempre lutar contra o espaço público.
15:25
You might say,
349
913299
1824
Vocês podem dizer:
15:27
"How wonderful it is that more than
350
915123
1570
"Como é maravilhoso que mais
15:28
four million people come from all over the world
351
916693
2431
de quatro milhões de pessoas
venham do mundo todo
15:31
to visit the High Line."
352
919124
1647
para visitar o High Line."
15:32
Well, a developer sees just one thing: customers.
353
920771
4616
Bem, um construtor enxerga
apenas uma coisa: clientes.
15:37
Hey, why not take out those plantings
354
925387
2725
Ei, por que não tirar essas plantações
15:40
and have shops all along the High Line?
355
928112
2008
e ter lojas por todo o High Line?
15:42
Wouldn't that be terrific
356
930120
1497
Não seria espetacular
15:43
and won't it mean a lot more money for the city?
357
931617
2535
e não geraria muito mais
dinheiro para a cidade?
15:46
Well no, it would not be terrific.
358
934152
2492
Bem, não, não seria espetacular.
15:48
It would be a mall, and not a park.
359
936644
3299
Seria um shopping, não um parque.
15:51
(Applause)
360
939943
7379
(Aplausos)
E quer saber, isso pode significar
15:59
And you know what, it might mean
361
947322
1508
16:00
more money for the city,
362
948830
2210
mais dinheiro para a cidade,
16:03
but a city has to take the long view,
363
951040
4049
mas uma cidade tem que
tomar a visão de longo prazo,
16:07
the view for the common good.
364
955089
2936
a visão pelo bem comum.
16:10
Most recently, the last section of the High Line,
365
958025
3715
Mais recentemente,
a última parte do High Line,
16:13
the third section of the High Line,
366
961740
1616
a terceira parte do High Line,
16:15
the final section of the High Line,
367
963356
1570
a última parte do High Line,
16:16
has been pitted against development interests,
368
964926
2802
foi confrontada com interesses
da construção civil,
16:19
where some of the city's leading developers
369
967728
2300
onde alguns dos principais
construtores da cidade
16:22
are building more than 17 million square feet
370
970028
2682
estão construindo mais de
17 milhões de metros quadrados
16:24
at the Hudson Yards.
371
972710
2300
no Hudson Yards.
16:27
And they came to me and proposed
372
975010
1961
E eles vieram até mim e propuseram
16:28
that they "temporarily disassemble"
373
976971
2559
que "desmontassem temporariamente"
16:31
that third and final section.
374
979530
2730
aquela terceira e última parte.
16:34
Perhaps the High Line didn't fit in
375
982260
2463
Talvez o High Line não se encaixasse
na sua imagem de uma
cidade de arranha-céus reluzentes
16:36
with their image of a gleaming city of skyscrapers
376
984723
2887
16:39
on a hill.
377
987610
1463
sobre uma colina.
16:41
Perhaps it was just in their way.
378
989073
2724
Talvez estivesse
simplesmente no caminho.
16:43
But in any case, it took nine months
379
991797
2488
Mas em todo o caso, foram nove meses
16:46
of nonstop daily negotiation
380
994285
2474
de negociação diária ininterrupta
16:48
to finally get the signed agreement
381
996759
2013
para finalmente obter o acordo assinado
16:50
to prohibit its demolition,
382
998772
2024
para proibir a sua demolição
16:52
and that was only two years ago.
383
1000796
3809
e isso foi apenas dois anos atrás.
16:56
So you see, no matter how popular
384
1004605
2458
Então vejam, não importa o quão popular
16:59
and successful a public space may be,
385
1007063
2836
e bem-sucedido
um espaço público possa ser,
17:01
it can never be taken for granted.
386
1009899
2416
ele nunca pode ser dado como certo.
17:04
Public spaces always -- this is it saved --
387
1012315
2581
Espaços públicos sempre...
Ali está "salvo".
17:06
public spaces always need vigilant champions,
388
1014896
3712
Espaços públicos sempre precisam
de defensores vigilantes,
17:10
not only to claim them at the outset for public use,
389
1018608
3700
não só para reivindicá-los
a princípio para uso público,
17:14
but to design them for the people that use them,
390
1022308
3531
mas para projetá-los
para as pessoas que os utilizam,
e então, para mantê-los, para assegurar
17:17
then to maintain them to ensure
391
1025839
2031
17:19
that they are for everyone,
392
1027870
1970
que eles sejam para todos,
17:21
that they are not violated, invaded,
393
1029840
2413
que eles não sejam violados, invadidos,
17:24
abandoned or ignored.
394
1032253
2637
abandonados ou ignorados.
17:26
If there is any one lesson
395
1034890
1644
Se há alguma lição
17:28
that I have learned in my life as a city planner,
396
1036534
3152
que eu aprendi
na minha vida como urbanista,
17:31
it is that public spaces have power.
397
1039686
3760
é que os espaços públicos têm poder.
17:35
It's not just the number of people using them,
398
1043446
3069
Não é apenas o número
de pessoas que os usam,
17:38
it's the even greater number of people
399
1046515
1954
mas o número ainda maior de pessoas
17:40
who feel better about their city
400
1048469
2119
que se sentem melhor na sua cidade
17:42
just knowing that they are there.
401
1050588
3232
só por saber que estão nela.
17:45
Public space can change how you live in a city,
402
1053820
3472
Espaços públicos podem mudar
como você vive em uma cidade,
17:49
how you feel about a city,
403
1057292
2170
o que você sente da cidade,
17:51
whether you choose one city over another,
404
1059462
3288
se escolhe uma cidade em vez de outra,
17:54
and public space is one of
the most important reasons
405
1062750
2771
e o espaço público é uma das
razões mais importantes
17:57
why you stay in a city.
406
1065521
3121
para ficar em uma cidade.
18:00
I believe that a successful city
407
1068642
2465
Acredito que uma cidade de sucesso
18:03
is like a fabulous party.
408
1071107
2621
é como uma festa incrível.
18:05
People stay because they are having a great time.
409
1073728

As pessoas ficam nela
porque estão se divertindo.
