ABOUT THE SPEAKER
Jim Yong Kim - President, World Bank Group
Jim Yong Kim is leading a global effort to end extreme poverty and promote shared prosperity.

Why you should listen

Jim Yong Kim is the 12th president of the World Bank Group. Soon after he assumed his position in July 2012, the organization established two goals to guide its work: to end extreme poverty by 2030 and to boost shared prosperity, focusing on the bottom 40 percent of the population in developing countries. In September 2016, the World Bank Group Board unanimously reappointed Kim to a second five-year term as president.

During his first term, the World Bank Group supported the development priorities of countries at levels never seen outside a financial crisis and, with its partners, achieved two successive, record replenishments of the World Bank Group’s fund for the poorest. The institution also launched several innovative financial instruments, including facilities to address infrastructure needs, prevent pandemics and help the millions of people forcibly displaced from their homes by climate shocks, conflict, and violence.

Kim's career has revolved around health, education and delivering services to the poor. In 1987, he co-founded Partners In Health, a nonprofit medical organization that works in poor communities on four continents. He has received a MacArthur "genius" grant, was recognized as one of America's "25 Best Leaders" by U.S. News & World Report and was named one of TIME magazine's "100 Most Influential People in the World.

00:19
to many許多 of the poorest最窮

00:21
This scene現場 is one

00:25
and these young年輕 children孩子

00:28
and the smartphone手機 is having a huge巨大 impact碰撞

00:33
I said to my team球隊, you know,
7

00:34
what I see is a rise上升 in aspirations願望
all over the world世界.
8
22760
3736
00:38
In fact事實, it seems似乎 to me
that there's a convergence收斂 of aspirations願望.
9
26520
3680
00:42
And I asked a team球隊 of economists經濟學家
to actually其實 look into this.
10
30720
3616
00:46
Is this true真正?
11
34360
1216
00:47
Are aspirations願望 converging收斂
all around the world世界?
12
35600
2816
00:50
So they looked看著 at things like Gallup蓋洛普 polls民意調查
about satisfaction滿意 in life
13
38440
4256
00:54
and what they learned學到了 was
that if you have access訪問 to the internet互聯網,
14
42720
4456
00:59
your satisfaction滿意 goes up.
15
47200
2096
01:01
But another另一個 thing happens發生
that's very important重要:
16
49320
2400
01:04
your reference參考 income收入,
17
52200
1896
01:06
the income收入 to which哪一個 you compare比較 your own擁有,
18
54120
2656
01:08
also goes up.
19
56800
1456
01:10
Now, if the reference參考 income收入
of a nation國家, for example,
20
58280
3416
01:13
goes up 10 percent百分
21
61720
1376
01:15
by comparing比較 themselves他們自己 to the outside,
22
63120
2216
01:17
then on average平均,
23
65360
2256
01:19
people's人們 own擁有 incomes收入
have to go up at least最小 five percent百分
24
67640
3056
01:22
to maintain保持 the same相同
level水平 of satisfaction滿意.
25
70720
2536
01:25
But when you get down
into the lower降低 percentiles百分 of income收入,
26
73280
3976
01:29
your income收入 has to go up much more
27
77280
2216
01:31
if the reference參考 income收入
goes up 10 percent百分,
28
79520
2056
01:33
something like 20 percent百分.
29
81600
1576
01:35
And so with this rise上升 of aspirations願望,
30
83200
2496
01:37
the fundamental基本的 question is:
31
85720
1816
01:39
Are we going to have a situation情況
32
87560
1576
01:41
where aspirations願望
are linked關聯 to opportunity機會
33
89160
3176
01:44
and you get dynamism力度 and economic經濟 growth發展,
34
92360
2736
01:47
like that which哪一個 happened發生
in the country國家 I was born天生 in, in Korea韓國?
35
95120
3736
01:50
Or are aspirations願望
going to meet遇到 frustration挫折?
36
98880
4240
01:55
This is a real真實 concern關心,
because between之間 2012 and 2015,
37
103920
3680
increased增加 by 74 percent百分.
38
108400
2936
02:03
The number of deaths死亡 from terrorism恐怖主義
went up 150 percent百分.
39
111360
4256
02:07
Right now, two billion十億 people
40
115640
1856
02:09
live生活 in conditions條件
02:12
and by 2030, more than 60 percent百分
of the world's世界 poor較差的
42
120120
5456
02:17
will live生活 in these situations情況
of fragility脆弱性, conflict衝突 and violence暴力.
43
125600
3400
02:21
And so what do we do
about meeting會議 these aspirations願望?
44
129560
2936
02:24
Are there new ways方法 of thinking思維
45
132520
1696
02:26
about how we can rise上升
to meet遇到 these aspirations願望?
46
134240
3016
02:29
Because if we don't,
I'm extremely非常 worried擔心.
47
137280
3016
02:32
Aspirations問鼎 are rising升起 as never before
because of access訪問 to the internet互聯網.
48
140320
4336
02:39
Has our ability能力 to meet遇到 those aspirations願望
50
147200
2896
02:42
risen上升 as well?
51
150120
1416
02:43
And just to get at the details細節 of this,
52
151560
1936
02:45
I want to share分享 with you
my own擁有 personal個人 story故事.
53
153520
2416
02:47
This is not my mother母親,
54
155960

02:50
but during the Korean朝鮮的 War戰爭,

my mother母親 and father父親 both got

03:09
They actually其實 met會見 in New York紐約 City

62
177320
4616
03:13
My father父親, too, was a refugee難民.
63
181960
2216
03:16
At the age年齡 of 19, he left his family家庭
in the northern北方 part部分 of the country國家,

03:22
and never saw his family家庭 again.
66
190280

03:24
Now, when they were married已婚
and living活的 in New York紐約,
67
192640
3136
03:27
my father父親 was a waiter服務員

03:30
Their aspirations願望 went up.

03:32
They understood了解 what it was like
to live生活 in a place地點 like New York紐約 City
70
200920
3936
03:36
in the 1950s.
71
204880
1200
03:38
Well, my brother哥哥 was born天生
and they came來了 back to Korea韓國,
72
206760
4056
03:42
and we had what I remember記得
as kind of an idyllic田園 life,
73
210840
4016
03:46
but what was happening事件
in Korea韓國 at that time
74
214880
2456
03:49
was the country國家 was one
of the poorest最窮 in the world世界
75
217360
3176
03:52
and there was political政治 upheaval動盪.
76
220560
1616
03:54
There were demonstrations示威 just down
the street from our house all the time,
77
222200
3536
against反對 the military軍事 government政府.
78
225760
4040
04:02
And at the time,
79
230640
1200
04:04
the aspirations願望 of the World世界 Bank銀行 Group,
the organization組織 I lead now,
80
232680
3456
04:08
were extremely非常 low for Korea韓國.
81
236160
2440
04:11
Their idea理念 was that Korea韓國 would
find it difficult without foreign國外 aid援助
82
239040
4016
04:15
to provide提供 its people with more
than the bare necessities必需品 of life.
83
243080
3880
04:19
So the situation情況 is
Korea韓國 is in a tough強硬 position位置,
84
247440
3496
04:22
my parents父母 have seen看到

04:28
And they felt that in order

04:31
to reach達到 their aspirations願望 for us,
88

04:34
we had to go and come back

89
262200
2336
04:36
Now, we came來了 back.

And then one day,

05:08
And I said, "Dad," --
102
296640

My father父親, the Korean朝鮮的 dentist牙醫,

05:35
Now, I've told this story

05:57
and when he died死亡 in the middle中間

06:03
I studied研究 both of them in graduate畢業 school學校.
123
351920

06:08
But then right about that time,
I met會見 these two people,

07:24
and in 1988, we elaborated詳盡的
a sort分類 of mission任務 statement聲明,
152

07:29
which哪一個 is we are going to make
a preferential優惠 option選項 for the poor較差的
153
437360
3856

We were reading up one side of Marx

07:43
We were reading everything

08:18
So what do you do?

08:19
Well, Haiti海地, we started開始 building建造 --
172

08:23
Everyone大家 told us, the cost-effective經濟有效 thing

08:29
But what the Haitians海地人 wanted
was a hospital醫院.

08:33
They wanted schools

08:34
They wanted to provide提供 their children孩子

08:43
They wanted the same相同 kinds

08:48
I recognized認可 them.
181
516159

08:50
And so that's what we did.
We built內置 hospitals醫院.
182
518159
2177
08:52
We provided提供 education教育.
183
520360
1816
08:54
And we did everything we could

13:18
now, you guys know
so much better than I do,
275
786680
2096
13:20
but here's這裡的 the thing that concerns關注 me.
276
788800
1856
13:22
What we hear about is job工作 loss失利.
You've all heard聽說 that.
277
790680
2536
13:25
Our own擁有 data數據 suggest建議 to us
that two thirds三分之二 of all jobs工作,
278
793240

13:30
will be lost丟失 because of automation自動化.
280
798143
1713
13:31
Now, you've got to make up for those jobs工作.
281
799880
2136
13:34
Now, one of the ways方法
to make up for those jobs工作
282
802040
2176
13:36
is to turn community社區 health健康 workers工人
into a formal正式 labor勞動 force.
283
804240
3656
13:39
That's what we want to do.
284
807920
1256
13:41
(Applause
285
809200
1256
13:42
We think the numbers數字 will work out,
286
810480
2336
13:44
that as health健康 outcomes結果 get better
and as people have formal正式 work,
287
812840
3776
13:48
we're going to be able能夠 to train培養 them
288
816640
1736
13:50
with the soft-skills軟技能 training訓練
that you add to it
289
818400
2256
13:52
to become成為 workers工人
that will have a huge巨大 impact碰撞,
290
820680
3536
13:56
and that may可能 be the one area
that grows成長 the most.
291
824240
3376
13:59
But here's這裡的 the other thing
that bothers什麼麻煩事 me:
292
827640
2576
14:02
right now it seems似乎 pretty漂亮 clear明確 to me
that the jobs工作 of the future未來
293
830240
3896
14:06
will be more digitally數字 demanding嚴格,
294
834160
1856
14:08
and there is a crisis危機

14:12
So these are photos相片 from Charles查爾斯 Nelson納爾遜,

14:17
And what these photos相片 show顯示

14:34
Now, the neuronal神經元 connections連接
are important重要,
303
862360
2456
14:36
because that is
the definition定義 of human人的 capital首都.
304

14:40
Now, we know that we

305
868080

14:43
We can reduce減少 these rates利率
14:47
but if we don't, India印度, for example,
14:51
how are they going to compete競爭

15:04
in a way that will help

311
892080
3240

15:07
Now, what are we going to do?
312
895880
2616

19:52
CACA: Get nerdy書呆子. Absolutely絕對.
JYKJYK: So here's這裡的 what we did.
419
1180560
2576
19:55
Insurance保險 companies公司 never invest投資
19:58
for example, because
they can't take the risk風險.
421
1186480
2176
20:00
They're holding保持 money
for people who pay工資 for insurance保險.
422
1188680
2616
20:03
So what we did was a Swedish
20:06
gave us a little bit of money,
424
1194480
1456
20:07
we went out and raised上調 a little bit
more money, a hundred million百萬,
425
1195960
3136
20:11
and we took first loss失利,
meaning含義 if this thing goes bad,
426
1199120
2616
20:13
10 percent百分 of the loss失利 we'll just eat,
427
1201760
1856
20:15
and the rest休息 of you will be safe安全.
428
1203640
1776
20:17
And that created創建
a 90-percent-百分 chunk, tranche
429
1205440
3736
20:21
that was triple三倍 B, investment-grade投資等級,
so the insurance保險 companies公司 invested投資.
430
1209200
3456
20:24
So for us, what we're doing
is taking服用 our public上市 money
431
1212680
4616
20:29
and using運用 it to deriskderisk
20:32
to bring帶來 people in from the outside.
433
1220880
1736
20:34
So all of you who are sitting坐在
on trillions萬億 of dollars美元 of cash現金,
434
1222640
2936
20:37
come to us. Right?
435
1225600
1216
20:38
(Laughter
436
1226840

20:39
CACA: And what you're specifically特別
looking for are investment投資 proposals建議
437
1227880
3256
20:43
that create創建 employment僱用
in the developing發展 world世界.
438
1231160
2216
20:45
JYKJYK: Absolutely絕對. Absolutely絕對.
439
1233400
1376
20:46
So these will be, for example,
in infrastructure基礎設施 that brings帶來 energy能源,
440
1234800
3736
20:53
These kinds of things
are necessary必要 to create創建 jobs工作,
442
1241040
2736
20:55
but also what we're saying is
443
1243800
2296
20:58
you may可能 think that the technology技術
you're working加工 on
444
1246120
2416
21:00
or the business商業 that you're working加工 on
445
1248560
1856
21:02
may可能 not have applications應用
in the developing發展 world世界,
446
1250440
3056
21:05
but look at Zipline溜索.
447
1253520
1336
21:06
And that Zipline溜索 thing didn't happen發生
448
1254880
2016
21:08
just because of the quality質量
of the technology技術.
449
1256920
2176
21:11
It was because they engaged

21:24
We will even provide提供 financing融資.
We will help you do that.

21:31
JYKJYK: Chris克里斯, you're always getting得到 me

3296
21:35
CACA: I'm trying to get you in trouble
JYKJYK: So here's這裡的 what we're going to do.
459
1283120
3576
21:38
We have 25 billion十億 a year
that we're investing投資 in poor較差的 countries國家,

21:44
And as we invest投資
over the next下一個 three years年份,
462
1292720

21:46
25 billion十億 a year,
463
1294800
1416
21:48
we have got to think with you
464
1296240
1856
21:50
about how to use that money
more effectively有效.
465
1298120
2136
21:52
So I can't give you a specific具體 number.
It depends依靠 on the quality質量 of the ideas思路.

21:56
So bring帶來 us your ideas思路,
467
1304120

21:57
and I don't think that financing融資
is going to be the problem問題.
