ABOUT THE SPEAKER
Ngozi Okonjo-Iweala - Economist
Ngozi Okonjo-Iweala is a respected global economist.

Why you should listen

Okonjo-Iweala was the Finance Minister of Nigeria, Africa’s largest economy, from 2003 to 2006, and then briefly the country’s Foreign Affairs Minister, the first woman to hold either position. From 2011 to 2015 she was again named Minister of Finance and Coordinating Minister for the Economy of Nigeria. Between those terms, from 2007 to 2011, she was one of the managing director of the World Bank and a candidate to the organization’s presidency. She is now a senior advisor at financial advisory and asset management firm Lazard, and she chairs the Board of the Global Alliance for Vaccines and Immunization. At the World Bank, she worked for change in Africa and assistance for low-income countries. As Finance Minister, she attacked corruption to make Nigeria more transparent and desirable for investment and jobs, an activism that attracted criticism from circles opposed to reform.

Alam
03:11
This is a story故事 about the fact事實 that people in Africa非洲
42
166000
5000
03:16
are no longer willing願意 to tolerate容忍 corruption腐敗 from their leaders領導者.
43
171000
5000
03:22
This is a story故事 about the fact事實 that people want their resources資源
44
177000
5000
03:27
managed管理 properly正確 for their good, and not taken採取 out to places地方
45
182000
5000
03:32
where they'll他們會 benefit效益 just a few少數 of the elite原種.
46
187000
3000
03:35
And therefore因此, when you hear about the corrupt腐敗 Africa非洲 --
47
190000
4000
03:39
corruption腐敗 all the time -- I want you to know that the people
48
194000
4000
03:43
and the governments政府 are trying hard to fight鬥爭 this
49
198000
3000
03:46
in some of the countries國家, and that some successes成功 are emerging新興.
50
201000
4000
03:50
Does it mean the problem問題 is over? The answer回答 is no.
51
205000
3000
03:53
There's still a long way to go, but that there's a will there.
52
208000
4000
03:57
And that successes成功 are being存在 chalked粉筆 up on this very important重要 fight鬥爭.
53
212000
4000
04:01
So when you hear about corruption
54
216000
2000
04:03
don't just feel that nothing is being存在 doneDONE about this --
55
218000
3000
04:06
that you can't operate操作 in any African非洲人 country國家
56
221000
3000
04:09
because of the overwhelming壓倒 corruption腐敗. That is not the case案件.
57
224000
3000
04:12
There's a will to fight鬥爭, and in many許多 countries國家, that fight鬥爭 is ongoing不斷的
58
227000
6000
04:18
and is being存在 won韓元. In others其他, like mine,
59
233000
4000
04:22
where there has been a long history歷史 of dictatorship專政 in Nigeria尼日利亞,
60
237000
3000
04:25
the fight鬥爭 is ongoing不斷的 and we have a long way to go.
61
240000
4000
04:29
But the truth真相 of the matter is that this is going on.
62
244000
4000
04:34
The results結果 are showing展示:
63
249000
2000
04:36
independent獨立 monitoring監控 by the World世界 Bank銀行 and other organizations組織
64

4000

04:44
in terms條款 of corruption腐敗, and governance治理 is improving提高.
66
259000
3000
04:47
A study研究 by the Economic經濟 Commission佣金 for Africa非洲 showed顯示
67
262000
4000
04:51
a clear明確 trend趨勢 upwards向上 in governance治理 in 28 African非洲人 countries國家.
68
266000
4000
04:55
And let me say just one more thing
69
270000
2000
04:57
before I leave離開 this area of governance治理.
70
272000
2000
04:59
That is that people talk about corruption腐敗, corruption腐敗.
71
274000
3000
05:02
All the time when they talk about it
72
277000
2000
05:04
you immediately立即 think about Africa非洲.
73
279000
2000
05:06
That's the image圖片: African非洲人 countries國家. But let me say this:
74
281000
4000
05:10
if Alams大報警 was able能夠 to export出口 eight million百萬 dollars美元 into an account帳戶 in London倫敦 --
75
285000
6000
05:18
if the other people who had taken採取 money, estimated預計 at
76
293000
4000
05:22
20 to 40 billion十億 now of developing發展 countries'國家“ monies款項
77
297000
4000
05:26
sitting坐在 abroad國外 in the developed發達 countries國家 -- if they're able能夠 to do this,
78
301000
3000
05:29
what is that? Is that not corruption腐敗?
79
304000
3000
05:33
In this country國家, if you receive接收 stolen被盜 goods產品, are you not prosecuted起訴?
80
308000
4000
05:38
So when we talk about this kind of corruption腐敗, let us also think
81
313000
3000
05:41
about what is happening事件 on the other side of the globe地球 --
82
316000
3000
05:44
where the money's錢的 going and what can be doneDONE to stop it.
83
319000
4000
05:48
I'm working加工 on an initiative倡議 now, along沿 with the World世界 Bank銀行,
84
323000
3000
05:51
on asset財富 recovery復甦, trying to do what we can
85
326000
3000
05:54
to get the monies款項 that have been taken採取 abroad國外 --
86
329000
3000
05:57
developing發展 countries'國家“ moneys款項 -- to get that sent發送 back.
87
332000
3000
06:00
Because if we can get the 20 billion十億 dollars美元 sitting坐在 out there back,
88
335000
3000
06:03
it may可能 be far more for some of these countries國家
89
338000
3000
06:06
than all the aid援助 that is being存在 put together一起.
90
341000
3000
06:09
(Applause
91
344000
7000
06:16
The second第二 thing I want to talk about is the will for reform改革.
92
351000
4000
06:20
Africans非洲人, after -- they're tired, we're tired
93
355000
4000
06:24
of being存在 the subject學科 of everybody's每個人的 charity慈善機構 and care關心.
94
359000
5000
06:29
We are grateful感激, but we know that
95
364000
4000
06:33
we can take charge收費 of our own擁有 destinies命運 if we have the will to reform改革.
96
368000
4000
06:38
And what is happening事件 in many許多 African非洲人 countries國家 now is a realization實現
97
373000
4000
06:42
that no one can do it but us. We have to do it.
98
377000
4000
06:46
We can invite邀請 partners夥伴 who can support支持 us, but we have to start開始.
99
381000
4000
06:50
We have to reform改革 our economies經濟, change更改 our leadership領導,
100
385000
3000
06:53
become成為 more democratic民主的, be more open打開 to change更改 and to information信息.
101
388000
6000
06:59
And this is what we started開始 to do
102
394000
2000
07:01
in one of the largest最大 countries國家 on the continent大陸, Nigeria尼日利亞.
103
396000
3000
07:04
In fact事實, if you're not in Nigeria尼日利亞, you're not in Africa非洲.
104
399000
3000
07:07
I want to tell you that.
105
402000
1000
07:08

07:23
(Laughter
110
418000
1000
07:24
What we started開始 to do was to realize實現
111
419000
2000
07:26
that we had to take charge收費 and reform改革 ourselves我們自己.
112
421000
2000
07:29
And with the support支持 of a leader領導
113

07:31
who was willing願意, at the time, to do the reforms改革,
114
426000
3000
07:34
we put forward前鋒 a comprehensive全面 reform改革 program程序,
115
429000
2000
07:36
which哪一個 we developed發達 ourselves我們自己.
116
431000
2000
07:38
Not the International國際 Monetary貨幣 Fund基金. Not the World世界 Bank銀行,
117
433000
3000

07:47
We put together一起 a program程序 that would, one: get the state
120
442000
4000
07:51
out of businesses企業 it had nothing -- it had no business商業 being存在 in.
121
446000
4000
07:55

10:05
So privatization私有化 is one of the things we've我們已經 doneDONE.
157
580000
2000
10:08
The other thing we've我們已經 also doneDONE is to manage管理 our finances財政 better.
158
583000
6000
10:15
Because nobody's沒有人是 going to help you and support支持 you

10:21
And Nigeria尼日利亞, with the oil sector扇形, had the reputation聲譽
161
596000
4000

10:30
So what did we try to do? We introduced介紹 a fiscal rule規則
163
605000
4000
10:35
that de-linked脫鉤 our budget預算 from the oil price價錢.
164
610000
2000
10:37
Before we used to just budget預算 on whatever隨你 oil we bring帶來 in,
165
612000
4000
10:41
because oil is the biggest最大, most revenue-earning賺取收入 sector扇形
166
616000
5000
10:46
in the economy經濟: 70 percent百分 of our revenues收入 come from oil.
167
621000
3000
10:49
We de-linked脫鉤 that, and once一旦 we did it, we began開始 to budget預算
168
624000
4000
10:53
at a price價錢 slightly lower降低 than the oil price價錢
169
628000
3000
10:56
and save保存 whatever隨你 was above以上 that price價錢.
170
631000
4000
11:01
We didn't know we could pull it off; it was very controversial
171
636000
3000
11:04
But what it immediately立即 did was that the volatility揮發性
172
639000
3000
11:07
that had been present當下 in terms條款 of our economic經濟 development發展 --
173
642000
3000
11:10
where, even if oil prices價格 were high, we would grow增長 very fast快速.
174
645000
4000
11:14
When they crashed墜毀, we crashed墜毀.
175
649000
2000
11:16
And we could hardly幾乎不 even pay工資 anything, any salaries工資, in the economy經濟.
176
651000
4000
11:21
That smoothened平滑 out. We were able能夠 to save保存, just before I left,
177
656000
4000
Whereas -- and this went to our reserves儲量 --
178
660000
6000
11:31
when I arrived到達 in 2003, we had seven billion十億 dollars美元 in reserves儲量.
179
666000
4000
11:36
By the time I left, we had gone走了 up to almost幾乎 30 billion十億 dollars美元. And
180
671000
3000
11:39
as we speak說話 now, we have about 40 billion十億 dollars美元 in reserves儲量
181
674000
3000
11:43
due應有 to proper正確 management管理 of our finances財政.
182
678000
4000
11:48
And that shores海岸 up our economy經濟, makes品牌 it stable穩定.
183
683000
3000
11:51
Our exchange交換 rate that used to fluctuate波動 all the time
184
686000
3000
11:54
is now fairly相當 stable穩定 and being存在 managed管理 so that business商業 people
185
689000
4000
11:58
have a predictability預測 of prices價格 in the economy經濟.
186
693000
5000
12:05
We brought inflation通貨膨脹 down from 28 percent百分 to about 11 percent百分.
187
700000
4000
12:11
And we had GDPGDP grow增長 from an average平均 of 2.3 percent百分 the previous以前 decade
188
706000

12:17
to about 6.5 percent百分 now.
189
712000
3000
12:21
So all the changes變化 and reforms改革 we were able能夠 to make
190
716000
3000
12:24
have shown顯示 up in results結果 that are measurable可測量 in the economy經濟.
191
719000
3000
12:27
And what is more important重要, because we want to get away from oil
192
722000
4000
12:31
and diversify多樣化 -- and there are so many許多 opportunities機會
193
726000

12:38
what was remarkable卓越 is that much of this growth發展 came來了
195
733000
3000
12:41
not from the oil sector扇形 alone單獨, but from non-oil非石油.
196
736000
3000
12:44
Agriculture農業 grew成長 at better than eight percent百分.
197

As telecoms電信 sector扇形 grew成長, housing住房 and construction施工,
198
742000
4000
12:51
and I could go on and on. And this is to illustrate說明 to you that
199
746000
5000
12:56
once一旦 you get the macro-economy宏觀經濟 straightened拉直 out,
200
751000
2000
12:58
the opportunities機會 in various各個 other sectors行業 are enormous巨大.

13:10
that no one has even invested投資 in or explored探討. And we realized實現
204
765000
3000
13:13
that without the proper正確 legislation立法 to make that possible可能,
205
768000
3000
13:16
that wouldn't不會 happen發生. So we've我們已經 now got a mining礦業 code
206
771000
3000

14:12
The banks銀行 -- these banks銀行 are now consolidated綜合, and that strengthening強化

14:31
We are doing the same相同 with the insurance保險 sector扇形.
226
846000
2000
14:33
So in financial金融 services服務, a great deal合同 of opportunity機會.
227
848000
3000
14:36
In tourism旅遊, in many許多 African非洲人 countries國家, a great opportunity機會.
228
851000
6000
14:42
And that's what many許多 people know East Africa非洲 for:
229
857000
3000
14:46
the wildlife野生動物, the elephants大象, and so on.
230
861000
3000
14:49
But managing管理的 the tourism旅遊 market市場 in a way

886000
3000
15:14
but the trend趨勢 is very clear明確.
239
889000
2000
15:16
I'm trying to tell you that since以來 the past過去 three years年份,

15:27
This is better than the performance性能 of many許多 OECD經合組織 countries國家.
243
902000
4000
15:32
So it's clear明確 that things are changing改變.
244
907000
4000
15:36
Conflicts衝突 are down on the continent大陸;
245

15:46
And, you know, you have the neighborhood鄰里 effect影響 where
249
921000
3000
15:49
if something is going on in one part部分 of the continent大陸,
250
924000
2000
15:51
it looks容貌 like the entire整個 continent大陸 is affected受影響.
251
926000
3000
15:54
But you should know that this continent大陸 is not --
252
929000
3000
15:57
is a continent大陸 of many許多 countries國家, not one country國家.
253
932000
6000
16:03
And if we are down to three or four conflicts
254
938000

16:05
it means手段 that there are plenty豐富 of opportunities機會 to invest投資
