ABOUT THE SPEAKER
Tasso Azevedo - Forester and sustainability activist
Tasso Azevedo has helped reduce the rate of deforestation in Brazil’s Amazon rainforest by 75 percent — and inspired similar efforts around the world.

Why you should listen

Tasso Azevedo founded the Brazilian non-governmental organization Imaflora in 1995 to create alternatives to deforestation. It became the leading environmental certification institution in Brazil. In 2003 he was appointed as the first director general of Brazil's National Forest Service.

In that job, by showing how the health of the Amazon rainforest is directly connected to his country’s economic stability and energy security, he led the implementation of an innovative framework of incentives for sustainable forestry that contributed to reduce the ate of deforestation in the Amazon by 75 percent -- and Brazil's greenhouse gas emissions by one-third. Today, Azevedo is focused on addressing climate change globally.

they found發現 one species種類 that caught抓住

00:41
The indigenous土著 people called
this species種類 pau保羅 brasil巴西,
6
29354
4445
00:45
and that's the reason原因 why this land土地 became成為
"land土地 of Brasil巴西," and later後來 on, Brazil巴西.
7
33799
5787
00:51
That's the only country國家 in the world世界
that has the name名稱 of a tree.
8
39820
4536
00:56
So you can imagine想像 that it's very cool
to be a forester護林員 in Brazil巴西,
9
44356
5204
01:01
among其中 other reasons原因.
10
49560
1947
01:03
Forest森林 products製品 are all around us.
11
51507
2886
01:06
Apart距離 from all those products製品,
12
54393
1933
01:08
the forest森林 is very important重要
for climate氣候 regulation.
13
56326
3893
01:12
In Brazil巴西, almost幾乎 70 percent百分
of the evaporation蒸發 that makes品牌 rain
14
60219
5234
01:17
actually其實 comes from the forest森林.
15
65453
2441
01:19
Just the Amazon亞馬遜 pumps to the atmosphere大氣層
20 billion十億 tons of water every一切 day.
16
67894
6952
01:28
This is more than what the Amazon亞馬遜 River,
which哪一個 is the largest最大 river in the world世界,
17
76984
4472
01:33
puts看跌期權 in the sea per day,
which哪一個 is 17 billion十億 tons.
18
81456
4660
01:38
If we had to boil water to get
the same相同 effect影響 as evapotranspiration蒸散,
19
86116
5085
01:43
we would need six months個月 of the entire整個
power功率 generation capacity容量 of the world世界.
20
91215
5485
01:49
So it's a hell地獄 of a service服務 for all of us.
21
97722
2173
01:52
We have in the world世界
about four billion十億 hectares公頃 of forests森林.
22
100980
3615
01:56
This is more or less China中國, U.S.,
Canada加拿大 and Brazil巴西 all together一起,
23
104595
5637
02:02
in terms條款 of size尺寸, to have an idea理念.
24
110232
2304
02:04
Three quarters住處 of that
is in the temperate適度的 zone,
25
112536
4110
02:08
and just one quarter25美分硬幣 is in the tropics熱帶,
26
116646
3363
02:12
but this one quarter25美分硬幣, one billion十億
hectares公頃, holds持有 most of the biodiversity生物多樣性,
27
120009
6014
02:18
and very importantly重要的, 50 percent百分
of the living活的 biomass生物質, the carbon.
28
126023
4449
02:24
Now, we used to have
six billion十億 hectares公頃 of forest森林 --
29
132193
4036
02:28
50 percent百分 more than
what we have -- 2,000 years年份 ago.
30
136229
3843
02:32
We've我們已經 actually其實 lost丟失 two billion十億 hectares公頃
in the last 2,000 years年份.
31
140072
3566
02:35
But in the last 100 years年份,
we lost丟失 half of that.
32
143638
4277
02:39
That was when we shifted
from deforestation森林砍伐 of temperate適度的 forests森林
33
147915
4699
02:44
to deforestation森林砍伐 of tropical熱帶 forests森林.
34
152614
1906
02:48
So think of this: In 100 years年份,
35
156067
3372
02:51
we lost丟失 the same相同 amount
of forest森林 in the tropics熱帶
36
159439
3836
02:55
that we lost丟失 in 2,000 years年份
02:58
That's the speed速度 of the destruction毀壞
that we are having.
38
166916
2607
03:02
Now, Brazil巴西 is an important重要
piece of this puzzle難題.
39
170819
4076
03:06
We have the second第二 largest最大
forest森林 in the world世界, just after Russia俄國.
40
174895
3760
03:10
It means手段 12 percent百分 of all
the world's世界 forests森林 are in Brazil巴西,
41
178655
3686
03:14
most of that in the Amazon亞馬遜.
42
182341
1812
03:16
It's the largest最大 piece of forest森林 we have.
It's a very big, large area.
43
184153
3444
03:19
You can see that you could fit適合
many許多 of the European歐洲的 countries國家 there.
44
187597
3382
03:22
We still have 80 percent百分
of the forest森林 cover.
45
190979
3503
03:26
That's the good news
46
194482
1629
03:28
But we lost丟失 15 percent百分 in just 30 years年份.
47
196111
4707
03:32
So if you go with that speed速度,
48
200818
1888
03:34
very soon不久, we will loose疏鬆 this powerful強大
pump that we have in the Amazon亞馬遜
49
202706
5039
03:39
that regulates調整對象 our climate氣候.
50
207745
2265
03:42

03:59
This is 2.7 million百萬 hectares公頃.
56
227947
3655
04:03
It's almost幾乎 like half
of Costa哥斯達黎加 Rica哥斯達黎加 every一切 year.
57
231602
4941
04:09
So at this moment時刻 -- this is 2003, 2004 --
58
237654
3985
04:13
I happened發生 to be coming未來 to work
in the government政府.
59
241639
4477
04:18
And together一起 with other teammates隊友
in the National國民 Forest森林 Department,
60
246116
4450
04:22
we were assigned分配 a task任務 to join加入 a team球隊
and find out the causes原因 of deforestation森林砍伐,
61
250566
5727
04:28
and make a plan計劃 to combat戰鬥 that
at a national國民 level水平,
62
256293
2712
04:31
involving涉及 the local本地 governments政府,
the civil國內 society社會,
63
259005
3336
04:36
in an effort功夫 that could
tackle滑車 those causes原因.
65
264184
3033
04:39
So we came來了 up with this plan計劃
with 144 actions行動 in different不同 areas.
66
267217
5802
04:45
Now I will go through通過
all of them one by one --
67
273019
2347
04:47
no, just giving some examples例子
of what we had doneDONE in the next下一個 few少數 years年份.
68
275366
6804
04:54
So the first thing, we set up a system系統
with the national國民 space空間 agency機構
69
282170
5726
04:59
that could actually其實 see
where deforestation森林砍伐 is happening事件,
70
287896
3007
05:02
almost幾乎 in real真實 time.
71
290903
1501
05:04
So now in Brazil
we have this system系統, DETER阻止,
72
292404
2384
05:06
where every一切 month,
or every一切 two months個月,
73
294788
3295
05:10
we get information信息 on
where deforestation森林砍伐 is happening事件
74
298083
2784
05:12
so we can actually其實 act法案
when it's happening事件.
75
300867
2868
05:15
And all the information信息
is fully充分 transparent透明
76
303735
2143
05:17
so others其他 can replicate複製 that
in independent獨立 systems系統.
77
305878
2984
05:20
This allows允許 us, among其中 other things,
78
308862
1979
05:22
to apprehend拘押 1.4 million百萬 cubic立方體 meters
of logs日誌 that were illegally非法 taken採取.
79
310841
6611
05:29
Part部分 of that we saw and sell,
and all the revenue收入 becomes a fund基金
80
317452
5615
05:35
that now funds資金 conservation保護 projects項目
of local本地 communities社區 as an endowment天賦 fund基金.
81
323067
4924
05:40
This also allows允許 us
to make a big operation手術
82
328755
2434
05:43
to seize搶占 corruption腐敗 and illegal非法 activities活動
83
331189
2725
05:45
that ended結束 up having 700 people in prison監獄,
including包含 a lot of public上市 servants公務員.
84
333914
5273
05:52
Then we made製作 the connection連接
that areas that have been doing
85
340120
4052
05:56
illegal非法 deforestation森林砍伐 should not get
any kind of credit信用 or finance金融.
86
344172
4353
06:00
So we cut this through通過 the bank銀行 system系統
and then linked關聯 this to the end結束 users用戶.
87
348525
4512
06:05
So supermarkets
the slaughterhouses屠宰場, and so on
88
353037
2405
06:07
that buy購買 products製品
from illegal非法 clear-cut明確 areas,
89
355442
3426
06:10
they also can be liable容易
for the deforestation森林砍伐.
90
358868
3658
06:14
So making製造 all these connections連接 to help
to push the problem問題 down.
91
362526
3584
06:18
And also we work a lot
on land土地 tenure保有 issues問題.
92
366110
3393
06:21
It's very important重要 for conflicts衝突.
93
369503
2198
of protected保護 areas were created創建,
94
371701
3006
06:26
which哪一個 is an area the size尺寸 of Spain西班牙.
95
374707
5789
06:32
And of those, eight million百萬
were indigenous土著 lands土地.
96
380496
4247
06:36
Now we start開始 to see results結果.
97
384743
3686
06:40
So in the last 10 years年份,
98
388429
2499
06:42
deforestation森林砍伐 came來了 down
in Brazil巴西 75 percent百分.
99
390928
3604
06:46
(Applause
100
394532
5611
06:52
So if we compare比較 it
with the average平均 deforestation森林砍伐
101
400143
3772
06:55
that we had in the last decade,
102
403915
2262
06:58
we saved保存 8.7 million百萬 hectares公頃,
which哪一個 is the size尺寸 of Austria奧地利.
103
406177
5004
07:03
But more importantly
it avoided避免 the emission排放
104
411181
2513
07:05
of three billion十億 tons
of COCO2 in the atmosphere大氣層.
105
413694
2885
07:08
This is by far the largest最大 contribution貢獻
07:13
until直到 today今天, as a positive action行動.
107
421653
2592
07:17
One may可能 think that when you do
these kinds of actions行動
108
425727
3181
07:20
to decrease減少, to push down deforestation森林砍伐,
109
428908
3129
07:24
you will have an economic經濟 impact碰撞
110
432037
2098
07:26
because you will not have
economic經濟 activity活動 or something like that.
111
434135
4150
07:30
But it's interesting有趣 to know
that it's quite相當 the opposite對面.
112
438297
2787
07:33
In fact事實, in the period when we have
the deepest最深 decline下降 of deforestation森林砍伐,
113
441084
4875
07:37
the economy經濟 grew成長, on average平均,
double from the previous以前 decade,
114
445959
4149
07:42
when deforestation森林砍伐 was actually其實 going up.
115
450108
2589
07:44
So it's a good lesson for us.
116
452697
2055
07:46
Maybe this is completely全然 disconnected斷開的,
117
454752
2348
07:49
as we just learned學到了 by having
deforestation森林砍伐 come down.
118
457100
2551
07:53
Now this is all good news
and it's quite相當 an achievement成就,
119
461167
3953
07:57
and we obviously明顯 should be
very proud驕傲 about that.
120
465120
3328
08:00
But it's not even close to sufficient
121
468448
2771
08:03
In fact事實, if you think about
the deforestation森林砍伐 in the Amazon亞馬遜 in 2013,
122
471219
4890
08:08
that was over half a million百萬 hectares公頃,
123
476109
3639
08:11
which哪一個 means手段 that every一切 minute分鐘,
124
479748
2664
08:14
an area the size尺寸 of two soccer足球 fields領域
125
482412
3373
08:17
is being存在 cut in the Amazon亞馬遜
last year, just last year.
126
485785
3880
08:21
If we sum up the deforestation森林砍伐 we have
in the other biomes生物群落 in Brazil巴西,
127
489665
4083
08:25
we are talking about still the largest最大
deforestation森林砍伐 rate in the world世界.
128
493748
4072
08:31
It's more or less like
we are forest森林 heroes英雄,
129
499114
3345
08:34
but still deforestation森林砍伐 champions冠軍.
130
502459
2081
08:37
So we can't be satisfied
not even close to satisfied滿意.
131
505629
4698
08:42
So the next下一個 step, I think,
132
510327
1809
08:44
is to fight鬥爭 to have zero loss失利
of forest森林 cover in Brazil巴西
133
512136
4551
08:48
and to have that as a goal目標 for 2020.
134
516687
3375
08:52
That's our next下一個 step.
135
520062
1360
08:53
Now I've always been interested
in the relationship關係
136
521422
2985
08:56
between之間 climate氣候 change更改 and forests森林.
137
524407
2024
08:58
First, because 15 percent百分 of greenhouse溫室
gas加油站 emissions排放 come from deforestation森林砍伐,
138
526431
5751
09:04
so it's a big part部分 of the problem問題.
139
532182
2272
09:06
But also, forests森林 can be
a big part部分 of the solution
140
534454
3116
09:09
since以來 that's the best最好 way we know
to sink水槽, capture捕獲 and store商店 carbon.
141
537570
7124
09:16
Now, there is another另一個 relationship關係
of climate氣候 and forests森林
142
544694
2793
09:19
that really stuck卡住 me in 2008
and made製作 me change更改 my career事業
143
547487
4066
09:23
from forests森林 to working加工
with climate氣候 change更改.
144
551553
3486
09:27
I went to visit訪問 Canada加拿大,
09:29
together一起 with the chiefs酋長 of
the forest森林 services服務 of other countries國家
146
557724
5014
09:34
that we have a kind of alliance聯盟 of them,
like Canada加拿大, Russia俄國, India印度, China中國, U.S.
147
562738
6405
09:41
And when we were there
we learned學到了 about this pine松樹 beetle甲蟲
148
569143
5113
09:46
that is literally按照字面 eating
the forests森林 in Canada加拿大.
149
574257
3290
09:49
What we see here, those brown棕色 trees樹木,
these are really dead trees樹木.
150
577547
6272
09:55
They are standing常設 dead trees樹木
because of the larvae幼蟲 of the beetle甲蟲.
151
583819
4565
10:00
What happens發生 is that this beetle甲蟲
152
588384
3045
10:03
is controlled受控 by
the cold weather天氣 in the winter冬季.
153
591429
2800
10:06
For many許多 years年份 now, they don't have
the sufficient足夠 cold weather天氣
154
594229
3751
10:09
to actually其實 control控制
the population人口 of this beetle甲蟲.
155
597980
3062
10:13
And it became成為 a disease疾病
that is really killing謀殺 billions數十億 of trees樹木.
156
601042
7242
10:20
So I came來了 back with this notion概念
that the forest森林 is actually其實
157
608284
4290
10:24
one of the earliest最早 and most affected受影響
10:29
So I was thinking思維,
159
617843
1660
10:31
if I succeed成功 in working加工
with all my colleagues同事
160
619503
4464
10:35
to actually其實 help to stop deforestation森林砍伐,
161
623967
2476
10:38
maybe we will lose失去 the battle戰鬥
later後來 on for climate氣候 change更改
162
626443
4247
10:42
by floods洪水, heat, fires火災 and so on.
163
630690
3940
10:46
So I decided決定 to leave離開 the forest森林 service服務
164
634630
3381
10:50
and start開始 to work directly
on climate氣候 change更改,
165
638011
3404
10:53
find a way to think and understand理解
the challenge挑戰, and go from there.
166
641415
4048
10:57
Now, the challenge挑戰 of climate氣候 change更改
11:02
The goal目標 is very clear明確.
168
650051
1768
11:03
We want to limit限制 the increase增加
of the average平均 temperature溫度
169
651819
3609
11:07
of the planet行星 to two degrees.
170
655428
2573
11:10
There are several一些 reasons原因 for that.
171
658001
1736
11:11
I will not get into that now.
172
659737
2247
11:13
But in order訂購 to get
to this limit限制 of two degrees,
173
661984
3457
11:17
which哪一個 is possible可能 for us to survive生存,
174
665441
3813
11:21
the IPCCIPCC, the Intergovernmental政府間
Panel面板 on Climate氣候 Change更改,
175
669254
5063
11:26
defines定義 that we have a budget預算 of emissions排放
of 1,000 billion十億 tons of COCO2
176
674317
6298
11:33
from now until直到 the end結束 of the century世紀.
177
681337
3242
11:36
So if we divide劃分 this
by the number of years年份,
178
684579
2664
11:39
what we have is an average平均 budget預算
of 11 billion十億 tons of COCO2 per year.
179
687243
6667
11:45
Now what is one ton of COCO2?
180
693910
2208
11:48
It's more or less what one small car
running賽跑 20 kilometers公里 a day,
181
696118
5989
11:54
will emit發射 in one year.
182
702107
2537
11:56
Or it's one flight飛行, one way,
183
704644
2061
11:58
from São Paulo聖保羅 to Johannesburg約翰內斯堡
or to London倫敦, one way.
184
706705
3384
12:02
Two ways方法, two tons.
185
710089
1839
12:03
So 11 billion十億 tons is twice兩次 that.
186
711928
3474
12:07
Now the emissions排放 today今天
are 50 billion十億 tons, and it's growing生長.
187
715402
7065
12:14
It's growing生長 and maybe
it will be 61 by 2020.
188
722467
4428
12:18
Now we need to go down to 10 by 2050.
189
726895
4697
12:23
And while this happens發生,
190
731592
1775
12:25
the population人口 will grow增長
from seven to nine billion十億 people,
191
733367
3147
12:28
the economy經濟 will grow增長
from 60 trillion dollars美元 in 2010
192
736514
2898
12:31
to 200 trillion dollars美元.
193
739412
2062
12:33
And so what we need to do
is to be much more efficient高效
194
741474
4010
12:37
in a way that we can go
from seven tons of carbon per capita人頭
195
745484
4941
12:42
per person, per year,
into something like one.
196
750425
4882
12:47
You have to choose
You take the airplane飛機 or you have a car汽車.
197
755307
3820
12:52
So the question is, can we make it?
198
760338
2648
12:54
And that's the exactly究竟 the same相同 question
199
762986
1917
12:56
I got when I was developing發展
a plan計劃 to combat戰鬥 deforestation森林砍伐.
200
764903
4145
13:01
It's such這樣 a big problem問題, so complex複雜.
Can we really do it?
201
769048
3624
13:05
I think so. Think of this:
202
773677
2689
of the greenhouse溫室 gas加油站 emissions排放
203
776366
5311
13:13
in Brazil巴西 in the last decade.
204
781677
1839
13:15
Now it's a little bit
less than 30 percent百分.
205
783516
2071
13:17
In the world世界, 60 percent百分 is energy能源.
206
785587
3900
13:21
So if we can tackle滑車 directly the energy能源,
207
789487
3539
13:25
the same相同 way we could
13:27
maybe we can have a chance機會.
209
795714
2176
13:29
So there are five things
that I think we should do.
210
797890
3657
13:33
First, we need to disconnect斷開 development發展
from carbon emissions排放.
211
801547
4346
13:37
We don't need to clear-cut明確 all the forests森林
to actually其實 get more jobs工作
212
805893
6089
13:43
and agriculture農業 and have more economy經濟.
213
811982
1813
13:45
That's what we proved證實
when we decreased下降 deforestation森林砍伐
214
813795
2502
13:48
and the economy經濟 continued繼續 to grow增長.
215
816297
1816
13:50
Same相同 thing could happen發生
in the energy能源 sector扇形.
216
818113
4397
13:54
Second第二, we have to move移動
the incentives獎勵 to the right place地點.
217
822510
3283
13:57
Today今天, 500 billion十億 dollars美元 a year
goes into subsidies補貼 for fossil化石 fuels燃料.
218
825793
5257
14:03
Why don't we put a price價錢 on carbon
and transfer轉讓 this to the renewable可再生 energy能源?
219
831050
5154
14:08
Third第三, we need to measure測量
and make it transparent透明
220
836204
3434
14:11
where, when and who
is emitting發光 greenhouse溫室 gases氣體
221
839638
3294
14:14
so we can have actions行動 specifically特別
for each one of those opportunities機會.
222
842932
4196
14:19
Fourth第四, we need to leapfrog蛙跳
the routes路線 of development發展,
223
847128
4786
14:23
which哪一個 means手段, you don't need
to go to the landline座機 telephone電話
224
851914
2796
14:26
before you get to the mobile移動 phones手機.
225
854710
2334
14:29
Same相同 way we don't need
to go to fossil化石 fuels燃料
226
857044
2138
14:31
to the one billion十億 people
who don't have access訪問 to energy能源
227
859182
2708
14:33
before we get to the clean清潔 energy能源.
228
861890
2194
14:36
And fifth第五 and last,
229
864084
1886
14:37
we need to share分享 responsibility責任
14:40
business商業 and civil國內 society社會.
231
868668
2722
14:43
There is work to do for everybody
and we need to have everybody每個人 on board.
232
871390
3835
14:48
So to finalize
233
876309
1342
14:49
I think the future未來 is not like a fate命運
234
877651

14:53
that you have to just go
as business商業 as usual通常 goes.
235
881371
2738
14:56
We need to have the courage
to actually其實 change更改 the route路線,
236
884109
3802
14:59
invest投資 in something new,
237
887911
1403
15:01
think that we can actually其實
change更改 the route路線.
238
889314
3118
15:04
I think we are doing this
with deforestation森林砍伐 in Brazil巴西,
239
892432
3022
15:07
and I hope希望 we can do it also

240
895454
3131
