I have the feeling that we can all agree

Občutek imam, da se lahko vsi strinjamo,
00:15
that we're moving towards a new

da se pomikamo proti novemu

model of the state and society.

državnemu in družbenemu modelu.
00:20
But, we're absolutely clueless as to what this is
3
8943
4481
Ampak nikakor nimamo pojma, kaj to je,
00:25
or what it should be.
4
13424
1686
ali kaj bi moralo biti.
00:27
It seems like we need to have
5
15110
2027
Izgleda, da se moramo pogovoriti
o demokraciji našega časa.
o demokraciji našega časa.
00:29
a conversation about democracy
6
17137
3002
00:32
in our day and age.
7
20139
2355
00:34
Let's think about it this way:
8
22494
2496
Razmišljajmo tako:
00:36
We are 21st-century citizens, doing our
9
24990
3986
smo državljani 21. stoletja,
ki si zelo prizadevamo delovati
z institucijami iz 19. stoletja,
z institucijami iz 19. stoletja,
00:40
very, very best to interact with 19th century-designed
institutions
institutions
10
28976
6096
00:47
that are based on an information technology of the 15th century.
11
35072
5323
ki so osnovane
na tehnologiji iz 15. stoletja.
na tehnologiji iz 15. stoletja.
00:52
Let's have a look at some of the
12
40395
1411
Poglejmo si nekaj lastnosti tega sistema.
00:53
characteristics of this system.
13
41806
2436
00:56
First of all, it's designed for an information technology
14
44242
3505
Prvič, osnovan je
na informacijski tehnologiji,
na informacijski tehnologiji,
00:59
that's over 500 years old.
15
47747
3099
ki je stara čez 500 let.
01:02
And the best possible system
16
50846
2236
Najboljši možni sistem,
ki ga lahko osnujemo,
ki ga lahko osnujemo,
01:05
that could be designed for it
17
53082
1535
01:06
is one where the few make daily decisions
18
54617
4224
je tisti, kjer peščica odloča
vsak dan v imenu ljudstva.
vsak dan v imenu ljudstva.
01:10
in the name of the many.
19
58841
1434
01:12
And the many get to vote once every
couple of years.
couple of years.
20
60275
5535
In kjer ljudstvo gre na volitve
enkrat na nekaj let.
enkrat na nekaj let.
01:17
In the second place, the costs of
21
65810
1349
Drugič, stroški udeležbe
v tem sistemu so neverjetno visoki.
v tem sistemu so neverjetno visoki.
01:19
participating in this system are
22
67159
2292
01:21
incredibly high.
23
69451
1207
01:22
You either have to have a fair
bit of money
bit of money
24
70658
3042
Posameznik mora biti
bodisi zelo bogat in vpliven,
bodisi zelo bogat in vpliven,
01:25
and influence, or you have to devote your entire
25
73700
4352
bodisi posvetiti celo življenje politiki.
01:30
life to politics.
26
78052
1838
01:31
You have to become a party member
27
79890
1940
Moraš se vključiti v politično stranko
in se počasi vzpenjati po lestvici,
in se počasi vzpenjati po lestvici,
01:33
and slowly start working up the ranks
28
81830
3618
01:37
until maybe, one day, you'll get
to sit at a table
to sit at a table
29
85448
3916
dokler morda nekoč,
lahko sediš za mizo, kjer se odloča.
lahko sediš za mizo, kjer se odloča.
01:41
where a decision is being made.
30
89364
2569
01:43
And last but not least,
31
91933
1816
In nenazadnje,
jezik trenutnega sistema je zelo nejasen.
01:45
the language of the system —
32
93749
1920
01:47
it's incredibly cryptic.
33
95669
1849
01:49
It's done for lawyers, by lawyers,
34
97518
3184
Ustvarjajo ga odvetniki
in namenjen je odvetnikom
in namenjen je odvetnikom
01:52
and no one else can understand.
35
100702
2846
in nihče drug tega jezika ne razume.
01:55
So, it's a system where we can
36
103548
2675
Torej, gre se za sistem,
kjer izbiramo svojo oblast,
kjer izbiramo svojo oblast,
01:58
choose our authorities,
37
106223
1935
ko pa se gre za sprejemanje odločitev,
pa smo popolnoma izločeni.
pa smo popolnoma izločeni.
02:00
but we are completely left out on how
those authorities
those authorities
38
108158
3836
02:03
reach their decisions.
39
111994
2851
02:06
So, in a day where a new information technology
40
114845
3315
V času novih informacijskih tehnologij,
02:10
allows us to participate globally
in any conversation,
in any conversation,
41
118160
6296
ki nam omogočajo, da se spletno
udeležujemo pogovorov na globalni ravni,
udeležujemo pogovorov na globalni ravni,
02:16
our barriers of information are completely lowered
42
124456
3153
se naše komunikacijske ovire
popolnoma spustijo
popolnoma spustijo
02:19
and we can, more than ever before,
43
127609
3479
in lahko, bolj kot kadarkoli prej,
02:23
express our desires and our concerns.
44
131088
3678
izrazimo naše želje in skrbi.
02:26
Our political system remains the same
45
134766
2753
Toda politični sistem
ostaja isti že 200 let
ostaja isti že 200 let
02:29
for the past 200 years
46
137519
3616
in pričakuje se, da se zadovoljimo
z vlogo pasivnih prejemnikov monologa.
z vlogo pasivnih prejemnikov monologa.
02:33
and expects us to be contented with being
simply passive recipients
simply passive recipients
47
141135
5783
02:38
of a monologue.
48
146918
1743
02:40
So, it's really not surprising that
49
148661
2443
Tako v resnici niti ni presenetljivo,
02:43
this kind of system is only able to produce
50
151104
3342
da je tak sistem
zmožen ustvariti dva scenarija:
zmožen ustvariti dva scenarija:
02:46
two kinds of results:
51
154446
1932
02:48
silence or noise.
52
156378
3669
tišino ali hrup.
Tišino, kar pomeni,
da se državljani ne vključujejo,
da se državljani ne vključujejo,
02:52
Silence, in terms of citizens not engaging,
53
160047
3789
02:55
simply not wanting to participate.
54
163836
2896
saj se enostavno nočejo udeleževati.
02:58
There's this commonplace
[idea] that I truly, truly dislike,
[idea] that I truly, truly dislike,
55
166732
3278
Obstaja običajna miselnost,
ki je res, res ne maram.
ki je res, res ne maram.
03:02
and it's this idea that we citizens are naturally
56
170010
4059
Gre se za miselnost, da smo
mi, državljani, naravno apatični.
mi, državljani, naravno apatični.
03:06
apathetic. That we shun commitment.
57
174069
3106
Da se izogibamo zavezanosti.
03:09
But, can you really blame us
58
177175
1527
Ampak nas res lahko krivite,
03:10
for not jumping at the opportunity of going
59
178702
2874
da ne zagrabimo priložnosti
in odidemo v središče mesta
in odidemo v središče mesta
03:13
to the middle of the city in the middle
60
181576
2019
sredi delovnega dne,
da smo fizično prisotni
da smo fizično prisotni
03:15
of a working day to attend, physically,
61
183595
3349
03:18
a public hearing that has no impact
62
186944
3420
na javnem zaslišanju,
ki sploh nima nobenega vpliva?
ki sploh nima nobenega vpliva?
03:22
whatsoever?
63
190364
1940
03:24
Conflict is bound to happen between a system
64
192304
4388
Tako jasno pride
do konflikta med sistemom,
do konflikta med sistemom,
ki nikogar ne predstavlja,
niti ni zmožen dialoga,
niti ni zmožen dialoga,
03:28
that no longer represents, nor has any dialogue capacity,
65
196692
6195
03:34
and citizens that are increasingly used
66
202887
3078
ter med državljani,
ki se jih vse bolj uporablja,
ki se jih vse bolj uporablja,
03:37
to representing themselves.
67
205965
2346
da predstavljajo svoje interese.
03:40
And, then we find noise:
68
208311
2304
In potem je tu hrup:
03:42
Chile, Argentina, Brazil, Mexico
Italy, France, Spain, the United States,
Italy, France, Spain, the United States,
69
210615
6379
Čile, Argentina, Brazilija, Mehika,
Italija, Francija, Španija, ZDA
Italija, Francija, Španija, ZDA
03:48
they're all democracies.
70
216994
1859
so vse demokratične države.
03:50
Their citizens have access to
71
218853
1912
Njihovi državljani
lahko dostopajo do volišč.
lahko dostopajo do volišč.
03:52
the ballot boxes. But they still feel the need,
72
220765
4256
Ampak vseeno čutijo potrebo,
03:57
they need to take to the streets in order
to be heard.
to be heard.
73
225021
5510
potrebo, da gredo na ulice,
da se jih sliši.
da se jih sliši.
04:02
To me, it seems like the 18th-century
74
230531
4491
Meni se to zdi kot
slogan 18. stoletja, ki je bil osnova
slogan 18. stoletja, ki je bil osnova
04:07
slogan that was the basis for the formation
75
235022
3060
za oblikovanje moderne demokracije:
"Nobenega obdavčenja brez zastopstva!"
"Nobenega obdavčenja brez zastopstva!"
04:10
of our modern democracies, "No taxation
76
238082
3652
04:13
without representation,"
77
241734
2303
04:16
can now be updated to "No representation
without a conversation."
without a conversation."
78
244037
7131
Dandanes lahko ta slogan posodobimo v:
"Nobenega zastopstva brez dialoga!"
"Nobenega zastopstva brez dialoga!"
04:23
We want our seat at the table.
79
251168
4536
Želimo svoj sedež za mizo,
04:27
And rightly so.
80
255704
2306
kar je tudi prav.
Ampak, da smo lahko del tega dialoga,
04:30
But in order to be part of this conversation,
81
258010
2380
04:32
we need to know what we want to do next,
82
260390
3511
moramo vedeti, kaj želimo narediti po tem,
04:35
because political action is being able
83
263901
3207
saj lahko politična moč
premika želje od besed k dejanjem.
premika želje od besed k dejanjem.
04:39
to move from agitation
84
267108
2321
04:41
to construction.
85
269429
1864
04:43
My generation has been incredibly good at
86
271293
3837
Moja generacija je izredno dobra
v uporabi novih omrežij in tehnologij
v uporabi novih omrežij in tehnologij
04:47
using new networks and technologies
87
275130
2621
04:49
to organize protests,
88
277751
2515
za organizacijo protestov,
04:52
protests that were able to successfully
89
280266
2418
ki so že uspešno vsilili nove dnevne rede,
04:54
impose agendas,
90
282684
1959
04:56
roll back extremely pernicious legislation,
91
284643
3423
zaustavili zelo slabo
in pogubno zakonodajo
in pogubno zakonodajo
05:00
and even overthrow authoritarian governments.
92
288066
3201
in tudi strmoglavili avtoritarne vlade.
05:03
And we should be immensely
93
291267
1996
Na to bi morali biti izjemno ponosni.
05:05
proud of this.
94
293263
2359
05:07
But, we also must admit that we
95
295622
1848
Ampak priznati pa moramo,
da nismo bili uspešni
da nismo bili uspešni
05:09
haven't been good at using those
96
297470
2488
pri uporabi teh istih
omrežij in tehnologij,
omrežij in tehnologij,
05:11
same networks and technologies
97
299958
2888
05:14
to successfully articulate an alternative
to what we're seeing
to what we're seeing
98
302846
5398
da bi uspešno artikulirali
alternativo sistemu, ki ga imamo,
alternativo sistemu, ki ga imamo,
05:20
and find the consensus and build
the alliances that are needed
the alliances that are needed
99
308244
4817
in prišli do konsenza in razvili
potrebna zavezništva,
potrebna zavezništva,
05:25
to make it happen.
100
313061
2018
da se želene spremembe tudi uresničijo.
05:27
And so the risk that we face
101
315079
2496
Tako se soočamo s tveganjem,
05:29
is that we can create these huge power vacuums
102
317575
3633
da lahko ustvarimo ogromne vakume moči,
ki jih bodo lahko hitro zapolnile
05:33
that will very quickly get filled up by de facto
103
321208
4087
de facto skupine, kot je vojska,
05:37
powers, like the military or highly
104
325295
2881
ali zelo motivirane
in že organizirane skupine,
in že organizirane skupine,
05:40
motivated and already organized groups
105
328176
2899
05:43
that generally lie on the extremes.
106
331075
3670
ki so ponavadi skrajne.
05:46
But our democracy is neither
107
334745
1952
Toda naša demokracija ni niti
zgolj predmet volitev enkrat na nekaj let.
zgolj predmet volitev enkrat na nekaj let.
05:48
just a matter of voting once every
108
336697
2769
05:51
couple of years.
109
339466
1255
05:52
But it's not either the ability to bring millions
onto the streets.
onto the streets.
110
340721
5936
Ampak tudi ni le možnost,
da milijoni gredo na ulice.
da milijoni gredo na ulice.
05:58
So the question I'd like to raise here,
111
346657
2821
Torej, vprašanje,
ki bi ga želela zastaviti tukaj,
ki bi ga želela zastaviti tukaj,
in verjamem, da je to najpomembnejše
vprašanje, ki potrebuje odgovor, je:
vprašanje, ki potrebuje odgovor, je:
06:01
and I do believe it's the most important
question we need to answer,
question we need to answer,
112
349478
3522
06:05
is this one:
113
353000
1357
06:06
If Internet is the new printing press,
114
354357
3679
Če je internet nova oblika tiska,
kaj je potem demokracija
za dobo interneta?
za dobo interneta?
06:10
then what is democracy for the Internet era?
115
358036
4836
06:14
What institutions do we want to build
116
362872
2950
Kakšne institucije si želimo zgraditi
06:17
for the 21st-century society?
117
365822
3959
za družbo 21. stoletja?
Mimogrede, odgovora ne poznam.
06:21
I don't have the answer, just in case.
118
369781
3226
Menim, da ga nihče ne pozna.
06:25
I don't think anyone does.
119
373007
1434
06:26
But I truly believe we can't afford
to ignore this question anymore.
to ignore this question anymore.
120
374441
5015
Ampak verjamem, da ne moremo več
ignorirati tega vprašanja.
ignorirati tega vprašanja.
06:31
So, I'd like to share our experience
121
379456
1937
Želela bi z vami deliti našo izkušnjo
in kaj smo se iz nje naučili
in kaj smo se iz nje naučili
06:33
and what we've learned so far
122
381393
1726
06:35
and hopefully contribute two cents
123
383119
2423
in prispevati svoj
majhen delež tej debati.
majhen delež tej debati.
06:37
to this conversation.
124
385542
2178
06:39
Two years ago, with a group of friends
from Argentina,
from Argentina,
125
387720
3718
Pred dvema letoma, skupaj s skupino
prijateljev z Argentine,
prijateljev z Argentine,
06:43
we started thinking, "how can
we get our representatives,
we get our representatives,
126
391438
4049
smo razmišljali: "Kako lahko ustvarimo,
da naši politični predstavniki,
da naši politični predstavniki,
06:47
our elected representatives,
127
395487
1884
ki so bili izvoljeni,
06:49
to represent us?"
128
397371
4348
nas dejansko zastopajo?"
06:53
Marshall McLuhan once said that politics
129
401719
4005
Marshall McLuhan je nekoč dejal,
da je politika
da je politika
06:57
is solving today's problems with yesterday's tools.
130
405724
4695
reševanje današnjih problemov
z včerajšnjimi orodji.
z včerajšnjimi orodji.
07:02
So the question that motivated us was,
131
410419
2514
Torej, vprašanje,
ki nas je motiviralo je bilo,
ki nas je motiviralo je bilo,
07:04
can we try and solve some of today's problems
132
412933
3894
ali lahko poskusimo rešiti
nekatere od dandanašnjih težav
nekatere od dandanašnjih težav
07:08
with the tools that we use every single
day of our lives?
day of our lives?
133
416827
4102
s sredstvi, ki jih uporabljamo vsak dan?
07:12
Our first approach was to design and develop
134
420929
2950
Najprej smo ustvarili in razvili
07:15
a piece of software called DemocracyOS.
135
423879
3251
program po imenu DemocracyOS.
07:19
DemocracyOS is an open-source web application
136
427130
3125
DemocracyOS je odprtokodna
spletna aplikacija,
spletna aplikacija,
07:22
that is designed to become a bridge
137
430255
3198
ki je namenjena temu, da postane most
07:25
between citizens and their elected representatives
138
433453
3078
med državljani in izvoljenimi
političnimi predstavniki.
političnimi predstavniki.
07:28
to make it easier for us to participate
from our everyday lives.
from our everyday lives.
139
436531
5708
Da nam vsem olajša udeležbo
kljub vsakodnevnim obvezam.
kljub vsakodnevnim obvezam.
07:34
So first of all, you can get informed so every new
140
442239
3339
Torej, naprej si lahko obveščen,
tako da je vsak nov projekt,
tako da je vsak nov projekt,
07:37
project that gets introduced in Congress
141
445578
2676
ki se ga predstavi v kongresu,
07:40
gets immediately translated and explained
142
448254
3129
takoj preveden in pojasnjen
na tej platformi v običajnem jeziku.
na tej platformi v običajnem jeziku.
07:43
in plain language on this platform.
143
451383
2935
07:46
But we all know that social change
144
454318
3296
Toda vemo, da družbene spremembe ne bodo
prišle zgolj od poznavanja več informacij,
prišle zgolj od poznavanja več informacij,
07:49
is not going to come from just knowing
145
457614
2758
07:52
more information,
146
460372
1272
07:53
but from doing something with it.
147
461644
2499
ampak od tega, da se
te informacije uporabi za dejanja.
te informacije uporabi za dejanja.
07:56
So better access to information
148
464143
2219
Se pravi, da bi boljši dostop do podatkov
moral voditi do dialoga
moral voditi do dialoga
07:58
should lead to a conversation
149
466362
2331
o naslednjih korakih,
08:00
about what we're going to do next,
150
468693
1851
08:02
and DemocracyOS allows for that.
151
470544
2082
kar DemocracyOS omogoča.
08:04
Because we believe that democracy is
152
472626
2286
Ker verjamemo, da demokracija
ni zgolj nalaganje naših želja na kup,
ni zgolj nalaganje naših želja na kup,
08:06
not just a matter of stacking up
153
474912
2045
08:08
preferences, one on top of each other,
154
476957
2819
08:11
but that our healthy and robust public debate
155
479776
3708
ampak, da bi zdrava
in trdna javna razprava
in trdna javna razprava
08:15
should be, once again, one of its fundamental values.
156
483484
4057
morala spet biti ena od glavnih vrednot.
08:19
So DemocracyOS is about persuading
and being persuaded.
and being persuaded.
157
487541
4202
DemocracyOS je orodje za
prepričevanje in da nas prepriča.
prepričevanje in da nas prepriča.
08:23
It's about reaching a consensus
158
491743
2731
Gre se za dosego konsenza
08:26
as much as finding a proper way
159
494474
3297
in da najdemo pravo pot,
08:29
of channeling our disagreement.
160
497771
2725
kjer lahko izrazimo nestrinjanje.
08:32
And finally, you can vote
161
500496
1990
Končno, lahko glasujete,
08:34
how you would like your elected
representative to vote.
representative to vote.
162
502486
4100
kako bi želeli, da bi
vaši predstavniki glasovali.
vaši predstavniki glasovali.
08:38
And if you do not feel comfortable
163
506586
1440
In če se ne čutite udobno
pri glasovanju o neki specifični zadevi,
pri glasovanju o neki specifični zadevi,
08:40
voting on a certain issue,
164
508026
2114
08:42
you can always delegate your vote
165
510140
1884
lahko posredujete vaš glas nekomu drugemu
08:44
to someone else, allowing
166
512024
1743
in dovolite družbeno vodenje,
ki je v nastajanju in dinamično.
ki je v nastajanju in dinamično.
08:45
for a dynamic and emerging social leadership.
167
513767
5579
08:51
It suddenly became very easy for us
168
519346
1383
Postalo nam je preprosto
enostavno primerjati naše dosežke
enostavno primerjati naše dosežke
08:52
to simply compare these results
169
520729
2715
08:55
with how our representatives were
170
523444
1704
s tem, kako so naši predstavniki
volili v kongresu.
volili v kongresu.
08:57
voting in Congress.
171
525148
1403
08:58
But, it also became very evident that
172
526551
2433
Postalo je tudi zelo jasno,
da tehnologija ne bo pomagala.
da tehnologija ne bo pomagala.
09:00
technology was not going to do the trick.
173
528984
3958
Potrebno je bilo najti posameznike,
09:04
What we needed to do to was to find
174
532942
1879
09:06
actors that were able to
175
534821
2620
ki so lahko to pridobljeno družbeno znanje
09:09
grab this distributed knowledge
176
537441
2904
09:12
in society and use it to make better
and more fair decisions.
and more fair decisions.
177
540345
6064
uporabili, da so lahko dosegli
boljše in bolj poštene odločitve.
boljše in bolj poštene odločitve.
09:18
So we reached out to traditional political parties
178
546409
3288
Tako smo kontaktirali ustaljene
politične stranke
politične stranke
in jim ponudili DemocracyOS.
09:21
and we offered them DemocracyOS.
179
549697
2195
09:23
We said, "Look, here you have a platform
that you can use to build
that you can use to build
180
551892
4324
Rekli smo jim: "Poglejte, tukaj je
platforma, ki jo lahko uporabite
platforma, ki jo lahko uporabite
09:28
a two-way conversation with your constituencies."
181
556216
3908
za vzajemno debato z vašimi
volilnimi enotami."
volilnimi enotami."
09:32
And yes, we failed.
182
560124
2563
Seveda smo pogoreli.
09:34
We failed big time.
183
562687
2996
Zelo smo pogoreli.
09:37
We were sent to play
outside like little kids.
outside like little kids.
184
565683
4326
Poslali so nas, da se
igramo kot mali otroci.
igramo kot mali otroci.
09:42
Amongst other things, we were called naive.
185
570009
2396
Med drugim so nas označili za naivne
09:44
And I must be honest: I think, in hindsight, we were.
186
572405
3796
in če sem čisto iskrena:
mislim, da smo res bili naivni.
mislim, da smo res bili naivni.
09:48
Because the challenges that we face, they're not
187
576201
2466
Ker izzivi, s katerimi se soočamo,
niso tehnološki, ampak kulturni.
09:50
technological, they're cultural.
188
578667
2885
09:53
Political parties were never willing
189
581552
2394
Politične stranke niso
bile nikoli pripravljene
bile nikoli pripravljene
09:55
to change the way they make their decisions.
190
583946
4004
spremeniti svojega načina,
po katerem se odločajo.
po katerem se odločajo.
Nenadoma je postalo kar očitno,
09:59
So it suddenly became a bit obvious
191
587950
1728
10:01
that if we wanted to move forward
with this idea,
with this idea,
192
589678
3416
da če želimo iti naprej z našo idejo,
10:05
we needed to do it ourselves.
193
593094
2941
moramo to narediti sami, brez pomoči.
10:08
And so we took quite a leap of faith,
194
596035
2009
In tako smo se podali v neznano
10:10
and in August last year, we founded
195
598044
2825
in lanskega avgusta smo
ustanovili lastno politično stranko,
ustanovili lastno politično stranko,
10:12
our own political party,
196
600869
2096
10:14
El Partido de la Red,
197
602965
1113
El Partido de la Red,
10:16
or the Net Party, in the city of
Buenos Aires.
Buenos Aires.
198
604078
4172
oziroma Spletno stranko,
kot ji pravijo v Buenos Airesu.
kot ji pravijo v Buenos Airesu.
10:20
And taking an even bigger leap of faith,
199
608250
3677
In ko smo se tvegali še bolj,
10:23
we ran for elections in October last year
200
611927
4246
smo kandidirali na volitvah
oktobra lani z našo idejo:
oktobra lani z našo idejo:
10:28
with this idea:
201
616173
1596
10:29
if we want a seat in Congress,
202
617769
2597
če hočemo sedež v kongresu,
mora naš kandidat,
naši predstavniki, vedno glasovati
naši predstavniki, vedno glasovati
10:32
our candidate, our representatives
203
620366
2018
10:34
were always going to vote according to
204
622384
3374
tako, kot odločajo
državljani preko DemocracyOS.
državljani preko DemocracyOS.
10:37
what citizens decided on DemocracyOS.
205
625758
3509
10:41
Every single project that got introduced
206
629267
2852
Za vsak projekt, ki je bil predstavljen
v kongresu, bi glasovali tako,
v kongresu, bi glasovali tako,
10:44
in Congress, we were going vote
207
632119
1727
10:45
according to what citizens decided
on an online platform.
on an online platform.
208
633846
4742
kot bi želeli državljani preko
spletne platforme.
spletne platforme.
10:50
It was our way of hacking the political system.
209
638588
3650
Bil je naš način, s katerim smo
vdrli v politični sistem.
vdrli v politični sistem.
10:54
We understood that if we wanted
210
642238
1926
Razumeli smo, da če smo hoteli
postati del dialoga, imeti sedež za mizo,
postati del dialoga, imeti sedež za mizo,
10:56
to become part of the conversation,
211
644164
2349
10:58
to have a seat at the table,
212
646513
1672
11:00
we needed to become valid stakeholders,
213
648185
3709
smo morali postati polnovredni pogajalci.
11:03
and the only way of doing it is to play by the
system rules.
system rules.
214
651894
4222
To smo lahko postali zgolj,
če smo se držali pravil sistema.
če smo se držali pravil sistema.
11:08
But we were hacking it in the sense that
215
656116
2989
V sistem pa smo vdirali v smislu,
11:11
we were radically changing the way a political party
216
659105
4088
da smo radikalno spreminjali način,
po katerem stranka odloča.
po katerem stranka odloča.
11:15
makes its decisions.
217
663193
1419
11:16
For the first time, we were making our decisions
218
664612
3503
Prvič do sedaj smo sprejemali odločitve
11:20
together with those who we were
219
668115
2753
skupaj s tistimi, ki so jih
te odločitve najbolj zadevale.
te odločitve najbolj zadevale.
11:22
affecting directly by those decisions.
220
670868
4379
11:27
It was a very, very bold move for a two-month-old party
221
675247
3738
Bil je zelo pogumen korak za zgolj
dva meseca staro stranko iz Buenos Airesa.
dva meseca staro stranko iz Buenos Airesa.
11:30
in the city of Buenos Aires.
222
678985
1679
11:32
But it got attention.
223
680664
1575
Je pa vzbudilo pozornost.
11:34
We got 22,000 votes, that's 1.2 percent of the votes,
224
682239
4713
Dobili smo 22.000 glasov,
kar je 1,2 % vseh glasov,
kar je 1,2 % vseh glasov,
11:38
and we came in second for the local options.
225
686952
4176
in bili smo drugi na lokalnih volitvah.
11:43
So, even if that wasn't enough to win a
226
691128
2200
Čeprav to ni bilo dovolj
za sedež v kongresu,
za sedež v kongresu,
11:45
seat in Congress, it was enough
227
693328
2126
je bilo dovolj, da smo postali del debate
11:47
for us to become part of the conversation,
228
695454
3183
11:50
to the extent that next month,
229
698637
3571
v takšni meri, da bo kongres
naslednji mesec uporabil,
naslednji mesec uporabil,
11:54
Congress, as an institution, is launching
230
702208
3021
11:57
for the first time in Argentina's history,
231
705229
2868
prvič v zgodovini Argentine,
12:00
a DemocracyOS to discuss,
232
708097

aplikacijo DemocracyOS za razpravo
z državljani o treh zakonih:
z državljani o treh zakonih:

with the citizens, three pieces of legislation:
233
710519
3670
12:06
two on urban transportation and
234
714189
2107
dva o mestnih prevozih
12:08
one on the use of public space.
235
716296

in enega o uporabi javnega prostora.
12:11
Of course, our elected representatives are not
236
719288
2789
Seveda, naši predstavniki
ne bodo kar dejali:
ne bodo kar dejali:
12:14
saying, "Yes, we're going to vote

"Da, glasovali bomo tako,
kot državljani hočejo."
kot državljani hočejo."
12:16
according to what citizens decide,"
238
724094
2573
Ampak, so pa pripravljeni poskusiti.
12:18
but they're willing to try.
239
726667
2026
12:20
They're willing to open up a new space
240
728693
3230
Pripravljeni so odpreti nov prostor
12:23
for citizen engagement and hopefully
241
731923
2645
za udeležbo državljanov in upam,
12:26
they'll be willing to listen as well.
242
734568
3256
da bodo tudi pripravljeni prisluhniti.
12:29
Our political system can be transformed,
243
737824
4064
Naš politični sistem lahko spremenimo,
12:33
and not by subverting it, by destroying it,
244
741888
3678
ne da ga pretvorimo tako, da ga uničimo,
12:37
but by rewiring it with the tools that
245
745566
3619
ampak da ga pretvorimo z orodji,
ki jih internet ponuja.
ki jih internet ponuja.
12:41
Internet affords us now.
246
749185
2752
12:43
But a real challenge is to find, to design
247
751937
4387
Ampak pravi izziv je najti, ustvariti,
12:48
to create, to empower those connectors
248
756324
3429
iznajti in ojačati te povezave,
12:51
that are able to innovate, to transform

to the 21st century.
252
768178
2328
13:02
I'm not saying it's easy.
253
770506
2731
Ne pravim, da je lahko.
13:05
But in our experience, we actually stand a chance
254
773237
3583
Ampak po naših izkušnjah,
imamo dejansko možnost,
imamo dejansko možnost,
13:08
of making it work.
255
776820

da jih usposobimo.
13:11
And in my heart, it's most definitely

je vsekakor vredno poizkusiti.

ABOUT THE SPEAKER
Pia Mancini - Democracy activistUsing software to inspire public debate and enable voter engagement, Pia Mancini hopes to upgrade modern democracy in Argentina and beyond.
Why you should listen
After a disappointing brush with traditional political parties in Argentina, Pia Mancini realized that the existing democracy was disconnected from its citizens -- and that no one was likely to fix it.
In response, Mancini helped launch Democracy OS, an open-source mobile platform designed to provide Argentine citizens with immediate input into the legislative process. To promote it, she helped found the Partido de la Red, a new party running candidates committed to legislate only as directed by constituents using online tools for participation.
